BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
PIN began its work in Iraq in 2003, focusing on the reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to the deteriorating humanitarian situation in the country and the massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk, and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.
Apart from humanitarian aid, PIN is currently working on long-term programmes supporting the restoration of livelihoods, education, and climate change.
General information about the team/department and its role within the organization:
The MEAL Department, in close coordination and cooperation with Country Management Team (CMT) provides leadership to all MEAL related processes and activities across PIN’s Country Programme in Iraq by putting in place necessary systems and mechanisms ensuring high quality and standards of PIN MEAL in the following four sub-areas: monitoring, evaluation, accountability and learning.
The MEAL Department provides reliable information about project implementation to the project management with an aim to support their efforts to ensure and constantly improve quality of project activities and respond adequately to the needs of beneficiaries. The department also check continuously the relevance of the intervention and tests project assumptions.
Position summary:
Under overall supervision of the Country Representative, the MEAL (Monitoring, Evaluation, Accountability and Learning) Officer is in charge, designs, implements and keeps close track of the MEAL system under the dedicated project and/or sectoral programming for which acts as MEAL Focal Point. MEAL Officer supports corrective action where needed, and assist in collecting and documenting lessons learnt. S/he is responsible for implementing the MEAL related activities and preparing high-quality deliverables, including MEAL analytical reports; and is responsible for the collection and analysis of different data in relation to the project activities. Besides s/he is responsible in receiving and processing feedbacks and complain from beneficiaries and other target groups.
The MEAL Officer works in close collaboration with the project managers and project team and key stakeholders and reports directly to the Country Representative. He/she manages the MEAL assistant and enumerators, including tasks planning and its delegation.
Specific duties and responsibilities:
Quality MEAL system management:
- Collaborates with program staff to ensure timely execution of assigned MEAL activities as well as smooth cooperation between the MEAL team and project team;
- Oversee planning, preparation, organization and conducting of monitoring and evaluation activities per dedicated project, ensures preparation of MEAL related reports, including field, baseline, post intervention monitoring-PIM/post distribution monitoring-PDM, endline, and evaluation reports, analyses monitoring information and findings, and provides recommendations as required for project planning, performance management, and reporting. Ensures that findings and recommendations are shared with relevant project managers (PMs) and project team; The process includes:
- preparation of the MEAL data collection tools;
- mobilisation and training of enumerators;
- facilitating survey activities through ensuring clear instructions, coordination and other necessary support to the enumerators;
- planning data collection activities in cooperation with the relevant project team, Civil Society Organization (CSO) and/or sub-grantee(s)/implementing partner(s) and create MEAL workplan;
- providing technical means for conducting surveys (inclusive of preparing and providing smartphones, tablets);
- ensuring weekly updates on progress and challenges to Country Representative;
- analysing data – both qualitative and quantitative - obtained during data collection activities and secondary data review as well as drafting monitoring reports;
- ensuring proper dissemination of findings and recommendations that result from MEAL activities, including organizing feedback sessions/workshops with project teams;
- following up on the execution of the recommendations provided to the project team or based on team hierarchy handing on the recommendations to senior MEAL colleagues to follow up with the project team;
- Supports the conduct of data quality assessments, including cross-checking of means of verification, to ensure evidence-based programming;
- Supports project staff in needs assessment studies; supports in designing the tools for needs assessment and in carrying out quantitative and qualitative data collection exercises;
- Supports mid-term and post-project evaluation etc.), including monitoring of local partners and grantees and provide support to external evaluators as required;
- Analysis existing tools and procedures and developing new tools for the MEAL related activities as requested. Critically assesses the tools, methods and data collection practice in everyday work in the field to improve the existing methodologies;
- Supports organized storage of data collected and ensures that all the data related to the projects is updated and archived in PIN internal archiving system (ELO)according to PIN Data Protection policies uses Sharepoint to store working documentation;
- Identifies potential risks in the MEAL activities and takes proactive steps to mitigate those risks.
Project progress tracking and reporting:
- Engages in providing regular technical support in routine and results-based monitoring to project team, including interpretation of findings, formulating recommendations and meaningful reporting on indicators;
- Performs and organizes field-monitoring visits to assess progress of the project implementation using standard monitoring and evaluation tools and methodologies, including surveys, key informant interviews, focus group discussions, etc;
- Prepares and submits monitoring reports to the project team and other relevant team members to follow up on the main findings and recommendations. Ensures consistency in feedback utilization by the project team.
Organizational learning and capacity-building:
- Promotes and strengthens understanding of the importance of MEAL among other PIN’s staff in the country program;
- Supports and mainstreams learning efforts at PIN country program: a) identifies key learning areas for ongoing and new projects, b) mainstreams learning aspects in existing MEAL frameworks, studies, analyses, reporting and learning-related events, c) contributes to reflection workshops to ensure adaptation and integration of the findings in the current and future projects. The MEAL Officer contributes to lessons-learnt on programmatic level;
- Engages in maintaining overview of lessons learnt in MEAL, promotes good practices and identifies ways to strengthen the planning, monitoring and evaluation processes within the project(s);
- Engages in preparing presentation of evaluation(s)/ other MEAL activities and findings for internal sharing and a brief fact sheet for external use;
- Pays special attention to and organizes capacity building of staff of CSOs/ PIN sub-grantees in the domain of MEAL; facilitates quality improvement in MEAL of partner CSOs.
Accountability, use and dissemination of findings:
- Supports the project teams in strengthening the accountability mechanisms at project level, including performing beneficiary verification process such as initial data collection, eligibility assessment, identity verification, data validation and cross-checking etc.
- Closely works with project to ensure CFRM is included in a well-established manner across the projects;
- Ensures collecting beneficiary feedback received through the PIN community feedback and response mechanism, as well as through observation and direct interaction with beneficiaries during site visits. Supports the reception of feedback and responds to complaints and feedback from beneficiaries and other stakeholders.
General employee obligations and responsibilities:
- The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
- The MEAL Officer adheres to PIN National Staff Policy and all other policies and guidelines and complies with PIN Safety and Security policy and Code of Conduct while performing his/her responsibilities;
- Is obligated not to purvey any confidential information concerning any of PIN activities outside of PIN to any third party;
- Maintains, uses and manages efficiently all PIN data collection devices.
- Actively engages in personal and professional development by attending relevant trainings, webinars, and following an individual capacity building plan in coordination with the supervisor.
- Ensures that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies;
- Creates and maintains a fulfilling and protective environment.
- Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable
- Ensuring timely and effective delivery of tasks

- The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
- Prompt providing of all relevant information to their supervisor
• 2–3 years of MEAL/M&E experience in humanitarian programming, with substantial experience in development projects, including work with development indicators and longer‑term outcomes, strongly preferred.
• Monitoring & Evaluation Methods: experience in designing, measuring, and tracking development and humanitarian indicators, including baseline and endline studies, routine monitoring, and PDM/PIM.
• Proven ability to work with qualitative and quantitative indicators, including selecting measurement methods and assessing progress against results frameworks.
• Qualitative & Quantitative Data Analysis: Strong skills in collecting, analysing, and interpreting qualitative data (FGDs, KIIs, open‑ended responses) alongside quantitative data to inform programme decisions.
• Data Collection Platforms: KOBO / ODK (XLSForm & XML) at intermediate to upper‑intermediate level; ActivityInfo experience is an advantage.
• Data Analysis & Visualization Tools: Excel (advanced data cleaning, formulas, pivot tables) and Power BI (basic to intermediate dashboards) at upper‑intermediate level.
• Accountability, Data Management & Reporting: Experience with beneficiary verification, feedback and complaints mechanisms, data quality assurance, secure data management, and production of clear, donor‑compliant MEAL reports.
