Expertise France (EF) is a public agency created on 1st January 2015, under the supervision of the French Ministry of Foreign Affairs along with the ministry of Economy and Finance. EF is a result of the 6 French public agencies merging and has a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Job Description / Assignment

The Amedi Heritage Development Project, implemented by Expertise France with support from ALIPH and in partnership with local institutions, aims to preserve and enhance the historical and cultural heritage of Amedi through restoration works, archaeological studies, and community engagement.

To ensure regular on-site technical follow-up and coordination with stakeholders, the project is recruiting a Liaison & Site Monitoring Officer based in Amedi. The selected individual must have an engineering background and will be responsible for daily coordination, site supervision, and stakeholder engagement.

Objectives of the Position

The Liaison & Site Monitoring Officer will serve as the daily technical focal point on the ground. They will monitor construction and restoration activities, liaise with local authorities and contractors, ensure compliance with work plans, and report progress or issues to the project team.

Key ResponsibilitiesSite Monitoring & Technical Oversight

  • Conduct daily site visits to monitor restoration works and contractor presence.
  • Verify that the works are executed according to technical plans, safety protocols, and agreed timelines.
  • Document and photograph daily progress and issues on-site.
  • Report on materials delivery, usage, and site organization.
  • Alert the Project Manager and architect/engineer teams of any structural, safety, or quality concerns.
  • Attend technical site meetings and follow up on action points.

Liaison & Coordination

  • Act as the main local contact for Expertise France in Amedi.
  • Maintain close communication with the Directorate of Antiquities, Municipality, and local authorities.
  • Coordinate local access, authorizations, and communication for visiting missions and technical teams.
  • Support the organization of site inspections and stakeholder visits.

Administrative & Logistical Support

  • Assist with arranging local transportation, accommodation, and equipment delivery when required.
  • Translate technical or project-related discussions (Kurdish–Arabic–English) when needed.
  • Maintain clear records of meetings, activities, and incidents.

Reporting

  • Submit short daily or weekly reports summarizing site progress, issues, contractor presence, and coordination efforts.
  • Provide structured updates supported by photos, attendance logs, and observations.
  • Prepare incident reports in the case of delays, technical challenges, or other field complications.
Qualifications & Preferred Skills

 Required Qualifications

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or Architecture is mandatory.
  • Minimum 2 years of field experience in construction, restoration, or infrastructure projects.
  • Familiarity with heritage conservation or historical sites is a strong asset.
  • Fluent in Kurdish (Kurmanji) and Arabic; working knowledge of English is required.
  • Strong organizational, communication, and observation skills.
  • Ability to work independently and manage multiple field tasks daily.
