We are seeking to employ a candidate for the following position:

Procurement Supervisor

The position will be based in Baghdad with frequent travel to Mosul.

Main purpose of the job:

Planning and supervising the procurement activities for goods, transport, subcontracted works and ser-vices for the project and capital according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance

Accountabilities:

• Planning and supervising the day to day procurement activities ensuring an efficient implementation of the procurement procedures in the project or capital, ensuring compliance to MSF standards and protocols, including but not limited to the following: 
• Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services. Submitting and collecting quotations and tenders following the MSF purchasing policy
• Submitting and collecting quotations and tenders following the MSF purchasing policy and providing updates on "item-supplier" data: price, availability, quality, lead time
• Together with the Supply Chain Officer determining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors
• Coordinating and supervising the purchasers' activity, managing the purchasing budget, and settling advances with the Finance Department
• Coordinating and leading the team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings
• Supervising, in close coordination with the HR department, the associated processes (training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
• Performing delegated tasks according to his/her specialty and as specified in his/her job description

• • Develop and implement a market assessment plan for Baghdad and Mosul, prioritizing high-spend, high-risk and recurrent categories, including Stationery, hygiene, transport, medical/non-medical support items, office/guesthouse supplies, construction/maintenance materials and other categories defined by the mission.
  • Enlarge the market assessment scope to include strategic service categories such as health, fire and perils insurance, premises rental, facility-related services, transport, customs/import-export services, communication/IT services, maintenance services and other mission support services.
  • Conduct structured health, Fire and Perils insurance market assessment in coordination with HR, Finance, Medical team and management, including mapping of insurance providers, coverage options, exclusions, service networks, claim processes, customer support, premium structure, contractual conditions and compliance requirements.
  • Conduct premises rental market assessment in coordination with Logistics, Finance and relevant management, including rental price benchmarking, location analysis, contract terms, payment conditions, landlord reliability, facility standards, access constraints, safety/security considerations and market trends.
  • Produce market assessment reports with clear analysis, supplier/service provider comparisons, risk considerations, recommended sourcing options and practical decision points for validation by the relevant managers.
  • Build and maintain an updated supplier and service provider database covering validated, backup, potential and non-recommended suppliers, including supporting justification and performance history.
  • Prepare and support supplier/service provider selection processes for goods, transport, customs/import-export, health, Fire and Perils insurance, premises rental and other strategic service categories in line with MSF selection policies and criteria.
  • Prepare negotiation strategies and support negotiations for prices, service levels, contract duration, payment terms, delivery conditions, penalties, service availability, reporting requirements and renewal/termination clauses.
  • Prepare and follow up framework agreements and service contracts, ensuring alignment with procurement rules, requester needs, Finance requirements and mission validation procedures.
  • Ensure that standard project logistics and coordination item/service lists are updated and validated in collaboration with requesters and technical referents.
  • Ensure that local purchases and service contracts are optimized in terms of quality, value for money, delivery/service time, delivery/service method, payment method, compliance and continuity of supply.
  • Monitor supplier performance and service provider performance through feedback from requesters, delivery records, quality observations, complaint records and periodic review meetings.
  • Identify procurement risks, including limited supplier base, monopolies, price volatility, quality concerns, conflict of interest, service interruption, fraud indicators or inappropriate supplier behavior, and escalate concerns to line management.
  • Contribute to Plan of action 2027 procurement planning, contract planning and budget preparation by providing market price trends, supplier capacity information and sourcing recommendations.

  • Market assessment reports and Cost Benefit Analysis for priority goods and service categories, including health, Fire and Perils insurance and premises rental.
  • Framework agreements/Contracts for priority goods and service categories, including health, Fire and Perils insurance and premises rental
  • Updated supplier/service provider database with classification and performance comments.
  • Updated price, availability, quality and lead-time data for recurrent items and services.
  Documented supplier/service provider selection files and negotiation records.
