Invitation to Bid

Norwegian People's Aid (NPA) invites interested individuals and legally registered companies to submit sealed bids for the purchase of the surplus assets listed below. The sale is conducted through a sealed bid process in accordance with NPA Asset Disposal Procedures and NPA Anti-Corruption Policy. All items are sold on an 'AS IS, WHERE IS' basis, without any warranty or liability on NPA or its donors.

Bid Submission

Sealed (stamped and \ or signed when sealed) bids shall be delivered to:  Norwegian People's Aid (NPA) – Ramadi Office, Al Sofia, Street 40 near AlKhabeir Al-Latif Mosque (opposite Al Jeshaami Gallery), Ramadi, Anbar, Iraq.

Alternatively, bids may be submitted by email in accordance with the following procedure:

(a)  The complete bid documents shall be submitted as a single password-protected file (PDF or ZIP), attached to an email sent to:  This email address is being protected from spambots. You need JavaScript enabled to view it. . The subject line shall state the Auction Reference No. (2026-RMD-001). No price or bid information shall appear in the body of the email.

(b)  The password required to open the file shall be sent, in a separate email, to: This email address is being protected from spambots. You need JavaScript enabled to view it. with the same Auction Reference No. in the subject line.

(c) A bid submitted by email shall be deemed received only where both the password-protected file and the corresponding password have been received at the above addresses before the closing date and time.

(d) Passwords shall not be disclosed to the recipient of the bid files, nor to any other person, prior to the official bid opening. Passwords shall be released exclusively to the bid opening committee at the official bid opening, following the closing deadline.

(e) NPA may reject any emailed bid where the password is not received by the closing deadline, where the password fails to open the file, or where the file is corrupted, incomplete or otherwise unreadable, without any liability towards the bidder.

Each bid must include: (a) the completed and signed Bid Submission Form below; (b) the total offered price in IQD; (c) a copy of the bidder's National ID (individuals) or company registration license (companies); and (d) the name and contact details of the authorized representative, with signature and company stamp where applicable.

General and Specific Conditions

1. Sealed bids only. Bids must be submitted either (a) in a sealed envelope clearly marked with the Auction Reference No. (2026-RMD-001) and delivered to the NPA Ramadi Office address above, or (b) by email as set out under Bid Submission. Unsealed, incomplete or late bids will not be considered.
2. Closing date & time: 16 July 2026 at 12:00 PM. Bids may not be withdrawn or modified after the closing deadline.
3. Inspection: Items may be inspected on 13 July 2026 from 09:30 AM to 02:00 PM at the NPA Ramadi Office. Inspection is the sole responsibility of the bidder; failure to inspect shall not constitute grounds for complaint, withdrawal or price adjustment afterward. 4. ‘AS IS, WHERE IS’: All items are sold with all faults, visible or hidden. NPA and its donors make no representation, warranty or guarantee, expressed or implied, regarding the condition, quality, mileage, operating hours or fitness for any purpose of any item, and accept no liability after sale.
5. Currency & validity: All offers shall be in Iraqi Dinar (IQD) and shall remain valid for fourteen (14) calendar days from the closing date.
6. Award method: Bidders may bid on one, several, or all items. NPA may award the sale as one combined lot or as individual lots, whichever is considered to provide the best overall value for NPA.
7. Arithmetic errors & discrepancies: In the event of any discrepancy between the individual item prices and the total price offered, the individual item prices shall prevail, and the total shall be corrected accordingly by NPA. In the event of any discrepancy between the amount stated in figures and the amount stated in words, the amount in words shall prevail. The corrected price shall be binding on the bidder.
8. Right to reject: NPA reserves the right to accept or reject any bid, including the highest or sole bid, where this is considered to be in the best interest of NPA, and to cancel or suspend the auction or withdraw any item at any stage prior to award, without incurring any liability towards bidders.
9. Conflict of interest & eligibility: In accordance with NPA Conflict of Interest and Anti-Corruption policies, NPA employees and their immediate family members (spouses, parents, children and siblings) are not eligible to participate in this auction, either directly or indirectly. Any bid submitted on behalf of, or for the benefit of, an ineligible person will be disqualified. Any actual, potential or perceived conflict of interest may result in disqualification.
10. Anti-corruption & anti-collusion: Bids must be prepared independently. Any attempt to influence the auction process through fraud, bribery, collusion or any other improper practice will result in immediate disqualification and may lead to further action in accordance with NPA policies and applicable law.
11. Email bids – confidentiality: Emailed bid files are received by a designated NPA bid custodian who has no role in this disposal process, and the corresponding passwords are received separately by a designated password custodian. Neither custodian shall open, disclose or forward any bid or password prior to the official bid opening. Emailed bids shall be treated equally with bids delivered in sealed envelopes.
12. Bid opening: All bids, whether delivered in sealed envelopes or by email, will be opened together after the closing deadline by an NPA committee. Only the successful bidder(s) will be notified in writing.
13. Payment: The successful bidder shall complete full payment within five (5) working days of the notification of award, by bank transfer, Certified Cheque or Cash against an official NPA receipt. Failure to pay within this period may result in cancellation of the award, and NPA may award the item(s) to the next best bidder.
14. Sales contract & ownership: The sale will be formalized through a sales contract and/or invoice issued by NPA. Ownership of items transfers only after full payment has been received by NPA. Risk in the items passes to the purchaser upon collection.
15. Collection: Purchased items must be collected within seven (7) working days after full payment. Loading, transportation and all associated costs are the responsibility of the purchaser. Items not collected within this period may be deemed abandoned and the sale cancelled, without refund, unless otherwise agreed in writing by NPA.
16. Vehicles: Vehicles will only be handed over after legal transfer of ownership into the purchaser's name has been completed in accordance with Iraqi law. All registration, transfer fees, insurance, taxes and related government charges are the sole responsibility of the purchaser.

دعوة لتقديم العطاءات

تدعو منظمة مساعدات الشعب النرويجي (NPA) الأفراد والشركات المسجلة قانونياً الراغبين بالشراء إلى تقديم عطاءاتهم في ظروف مختومة لشراء الأصول الفائضة المدرجة أدناه. تُجرى عملية البيع من خلال عطاءات بالظروف المختومة وفقاً لإجراءات التخلص من الأصول وسياسة مكافحة الفساد المعتمدتين لدى المنظمة. تُباع جميع المواد بحالتها الراهنة وفي مكانها، دون أي ضمان أو مسؤولية على المنظمة أو مانحيها.

قائمة المواد: يُرجى تسعير المواد في الجدول أدناه مع التوقيع و الختم.

تقديم العطاءات

تُسلَّم العطاءات في ظروف مغلقة (مختومة و/ او موقعة عند الغلق) إلى: منظمة مساعدات الشعب النرويجي (NPA) – مكتب الرمادي، الصوفية، شارع 40، قرب جامع الخبير اللطيف (مقابل معرض الجشعمي)، الرمادي، الأنبار، العراق.

كما يجوز تقديم العطاءات عبر البريد الإلكتروني وفقاً للإجراء الآتي:

(أ) تُقدَّم مستندات العطاء كاملة في ملف واحد محمي بكلمة مرور (بصيغة PDF أو ZIP) مرفقاً برسالة بريد إلكتروني تُرسل إلى:This email address is being protected from spambots. You need JavaScript enabled to view it.  ، على أن يتضمن حقل الموضوع رقم مرجع المزايدة  ‎ 2026-RMD-001‎، وألا يُذكر أي سعر أو أي معلومات عن العطاء في متن الرسالة.

(ب) تُرسل كلمة المرور اللازمة لفتح الملف، في رسالة بريد إلكتروني منفصلة، إلى: This email address is being protected from spambots. You need JavaScript enabled to view it.   ، مع ذكر رقم مرجع المزايدة ذاته في حقل الموضوع.

(ج) لا يُعد العطاء المقدم عبر البريد الإلكتروني مستلماً إلا إذا ورد كل من الملف المحمي بكلمة المرور وكلمة المرور الخاصة به إلى العنوانين المذكورين أعلاه قبل موعد الغلق

(د) لا يجوز الإفصاح عن كلمات المرور لمستلم ملفات العطاءات أو لأي شخص آخر قبل الفتح الرسمي للعطاءات، وتُسلَّم كلمات المرور حصراً إلى لجنة فتح العطاءات عند الفتح الرسمي بعد انتهاء موعد الغلق.

(هـ) يجوز للمنظمة رفض أي عطاء مقدم عبر البريد الإلكتروني إذا لم تصل كلمة المرور قبل موعد الغلق، أو إذا تعذر فتح الملف بكلمة المرور، أو إذا كان الملف تالفاً أو ناقصاً أو غير قابل للقراءة، دون أي مسؤولية تجاه مقدم العطاء.

يجب أن يتضمن كل عطاء: (أ) استمارة تقديم العطاء المرفقة أدناه معبأة وموقعة؛ (ب) السعر الإجمالي المعروض بالدينار العراقي؛ (ج) نسخة من البطاقة الوطنية لمقدم العطاء (للأفراد) أو إجازة تسجيل الشركة (للشركات)؛ (د) اسم الممثل المخوَّل وبيانات الاتصال به، مع التوقيع وختم الشركة إن وجد.

الشروط العامة والخاصة

1. العطاءات المختومة فقط: تُقدَّم العطاءات إما (أ) في ظرف مختوم يُكتب عليه بوضوح رقم مرجع المزايدة (‎2026-RMD-001‎) ويُسلَّم إلى عنوان مكتب المنظمة في الرمادي المذكور أعلاه، أو (ب) عبر البريد الإلكتروني وفق ما ورد في فقرة تقديم العطاءات. لن يُنظر في الظروف غير المختومة أو العطاءات الناقصة أو المتأخرة.
2. موعد الغلق: يوم 16 تموز 2026 الساعة 12:00 ظهراً. لا يجوز سحب العطاءات أو تعديلها بعد موعد الغلق.
3. المعاينة: يمكن معاينة المواد يوم 13 تموز 2026 من الساعة 9:30 صباحاً حتى الساعة 2:00 ظهراً في مكتب المنظمة في الرمادي. تقع مسؤولية المعاينة على مقدم العطاء وحده، ولا يُعد عدم المعاينة سبباً للاعتراض أو الانسحاب أو تعديل السعر بعد الإحالة. لأغراض تنسيق وإجراء المعاينة، يرجى التواصل على أحد الرقمين التاليين: (0781-878-6516) او (0781-878-6391).
4. البيع بالحالة الراهنة وفي المكان: تُباع جميع المواد بجميع عيوبها الظاهرة والخفية، ولا تقدم المنظمة أو مانحوها أي إقرار أو ضمان أو كفالة، صريحة كانت أم ضمنية، بشأن حالة أي مادة، أو جودتها أو المسافة المقطوعة أو ساعات التشغيل أو صلاحيتها لأي غرض، ولا يتحملان أي مسؤولية بعد البيع.
5. العملة وصلاحية العطاء: تُقدَّم جميع العروض بالدينار العراقي، وتبقى نافذة لمدة أربعة عشر (14) يوماً تقويمياً من تاريخ الغلق.
6. طريقة الإحالة: يجوز لمقدم العطاء تقديم عرضه لمادة واحدة أو عدة مواد أو جميع المواد. ويجوز للمنظمة إحالة البيع كمجموعة واحدة أو كمواد منفردة، وفق ما تراه محققاً لأفضل قيمة إجمالية للمنظمة.
7. الأخطاء الحسابية والتعارض: في حال وجود تعارض بين أسعار المواد المنفردة والسعر الإجمالي المعروض، تُعتمد أسعار المواد المنفردة ويُصحَّح المجموع من قبل المنظمة وفقاً لذلك. وفي حال وجود تعارض بين المبلغ المكتوب بالأرقام والمبلغ المكتوب كتابةً، يُعتمد المبلغ المكتوب كتابةً. ويكون السعر المصحَّح ملزماً لمقدم العطاء.
8. حق الرفض: تحتفظ المنظمة بحقها في قبول أو رفض أي عطاء، بما في ذلك أعلى عطاء أو العطاء الوحيد، متى اعتُبر ذلك محققاً لمصلحة المنظمة، كما تحتفظ بحقها في إلغاء المزايدة أو تعليقها أو سحب أي مادة في أي مرحلة قبل الإحالة، دون تحمل أي مسؤولية تجاه مقدمي العطاءات.
9. تضارب المصالح والأهلية: وفقاً لسياستي تضارب المصالح ومكافحة الفساد المعتمدتين لدى المنظمة، لا يحق لموظفي المنظمة وأفراد عائلاتهم المباشرين (الأزواج والوالدين والأبناء والإخوة والأخوات) المشاركة في هذه المزايدة بصورة مباشرة أو غير مباشرة. ويُستبعد أي عطاء يُقدَّم نيابة عن شخص غير مؤهل للمشاركة أو لمصلحته. وقد يؤدي أي تضارب مصالح فعلي أو محتمل أو متصوَّر إلى الاستبعاد.
10. مكافحة الفساد والتواطؤ: يجب إعداد العطاءات بصورة مستقلة. وأي محاولة للتأثير على سير المزايدة عن طريق الاحتيال، أو الرشوة أو التواطؤ أو أي ممارسة أخرى غير مشروعة ستؤدي إلى الاستبعاد الفوري، وقد تستتبع إجراءات إضافية وفقاً لسياسات المنظمة والقوانين النافذة.
11. سرية العطاءات المقدمة بالبريد الإلكتروني: تُستلم ملفات العطاءات المرسلة بالبريد الإلكتروني من قبل أمين عطاءات معيَّن من المنظمة لا صلة له بعملية البيع هذه، وتُستلم كلمات المرور بصورة منفصلة من قبل أمين كلمات مرور معيَّن. ولا يجوز لأي منهما فتح أي عطاء أو كلمة مرور أو الإفصاح عنهما أو إعادة توجيههما قبل الفتح الرسمي للعطاءات. وتُعامل العطاءات المقدمة بالبريد الإلكتروني معاملة العطاءات المسلَّمة في ظروف مختومة على قدم المساواة.
12. فتح العطاءات: تُفتح جميع العطاءات، سواء المسلَّمة في ظروف مختومة أو المرسلة بالبريد الإلكتروني، معاً بعد موعد الغلق من قبل لجنة مشكَّلة من المنظمة. ويُبلَّغ الفائز (الفائزون) فقط بالإحالة كتابياً.
13. الدفع: يلتزم مقدم العطاء الفائز بإتمام الدفع الكامل خلال خمسة (5) أيام عمل من تاريخ إشعار الإحالة، وذلك عن طريق الحوالة المصرفية أو الصك المصدق أو النقد، مقابل وصل استلام رسمي صادر عن المنظمة. وقد يؤدي عدم الدفع خلال هذه المدة إلى إلغاء الإحالة، ويجوز للمنظمة عندئذ إحالة المادة (المواد) إلى صاحب العطاء الأفضل التالي.
14. عقد البيع ونقل الملكية: يُوثَّق البيع بعقد بيع و/أو فاتورة صادرة عن المنظمة. ولا تنتقل ملكية المواد إلا بعد استلام المنظمة كامل المبلغ. وتنتقل تبعة (مخاطر) المواد إلى المشتري عند الاستلام.
15. الاستلام: يجب استلام المواد المشتراة خلال سبعة (7) أيام عمل من إتمام الدفع الكامل. ويتحمل المشتري تكاليف التحميل والنقل وجميع التكاليف المرتبطة بها. والمواد التي لا تُستلم خلال هذه المدة قد تُعد متروكة ويُلغى البيع دون استرداد المبلغ، ما لم توافق المنظمة خطياً على خلاف ذلك.
16. المركبات: لا تُسلَّم المركبات إلا بعد إتمام نقل الملكية القانوني باسم المشتري وفقاً للقانون العراقي. ويتحمل المشتري وحده جميع رسوم التسجيل ونقل الملكية والتأمين والضرائب والرسوم الحكومية ذات الصلة.

17. موقع المواد المعلنة: مكتب منظمة مساعدات الشعب النرويجي (NPA) – الرمادي، شارع 40، وموقع كلاب الكشف عن الألغام (MDD) التابع للمنظمة في منطقة الكيلو 5 – الرمادي.
