Job Purpose |
To work with the Sr. HR Manager on matters relating to proactive and responsive HR support to the staff, and on implementation of processes and ensuring quality service delivery in timely manner across Iraq country Programme.
Responsible to ensure all compliances and coordination for day to day HR Operations; including recruitment, Contract management, Payroll, benefits and HR systems (HRIS, GOLD) related matters are according to Oxfam standards and processes across Country Programmme. And ensuring that Oxfam Iraq Programmes has adequate HR support needed to deliver a quality a Programme and to provide staff with required support and motivation.
To be a key member of the Country HR team and play a key role in translating Oxfam’s long-term People strategy into Oxfam in Iraq, Operational Plans.

Key Responsibilities |
Technical
HR Strategy and Employment Law:
-
Contribute to the development and implementation of the HR strategy in close collaboration with the Country HRM and consultation with the relevant stakeholders.
-
Monitor and advise Field HR Teams and Managers on any changes to HR policy and practice in terms of Oxfam internal policies and local employment law.
Recruitment & Selection
-
Work closely with Line Managers to provide required support during the entire recruitment process and ensuring timely administrative arrangements.

Manage pre-employment processes including preparing offer letters, references and background checks.
-
Update recruitment metrics and reports on a monthly and quarterly basis.
-
Responsible for all onboarding processes and documentation.
Contract Management:
-
Monitor and manage staff contracts and contract extensions and amendments in close liaison with field HR teams.

Manage inductions, probations and exit processes in close collaboration with respective managers and field HR Teams.
Payroll Administration:
-
Ensure payroll is processed in time by collating information from all field offices and ensuring that all staff on the pay roll have up-to date contract information.

Liaise with payroll and reward teams at Oxford level for any payroll related matter queries.
Staff Well being
-
Co-ordinate Staff well-being initiatives and planned activities.

Focal Person for Health & Safety

Responsible for Medical Contracts with Service Providers, medical claims and payments.
HR Records Management (Peoplesoft)

Manage Oxfam HR management information system, GOLD as well as manual records, ensuring that staff records are up-to-date and accurate.

Regularly prepare HR reports, trend analysis and statistical data.
Safeguarding, Gender and Diversity

Ensure that gender and diversity is mainstreamed in all HR work and practices.

Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.

Job Requirements
- Bachelor’s degree or equivalent qualification.
- At least 2-3 years’ experience in a similar role. NGO experience is preferred.
- Excellent skills in MS Word, Excel, and PowerPoint.
- Good knowledge of Iraqi Labour Law including social security and income tax.
- Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
- Good written and spoken English, Kurdish and Arabic Language will be a plus.
- Possesses initiative, patience, tact, and able to work with minimum supervision.
- Able to work under pressure and in insecure areas.
- Sympathy with the aims and objectives of Oxfam.
- Commitment to humanitarian principles and action.
