Introduction
Expertise France (EF) is a public agency created on 1st January 2015, under the supervision of the French Ministry of Foreign Affairs along with the ministry of Economy and Finance. Context
Armed conflict in North-Eastern Syria (NES) from 2013 to 2017 caused wide scale destruction of the basic and communal infrastructure, significant loss of life, physical and psychosocial trauma, and led to wide spread displacement. As coalition forces liberate previously ISIS-held areas, and restore security, stability has been returning to these areas. However, the lack of essential services and basic infrastructure exposes the communities to possibilities of long-term physical, social, psychological adverse effects. Additionally, the influx of displaced populations puts additional stress on a fragile health service delivery system, and overburdens the already scarce health workforce.
Expertise France is supporting and improving the living conditions of the populations through the progressive recovery of essential services for stability and sustainability; focusing on health service delivery in the conflict affected areas by strengthening service delivery quality, diversity, and availability through the HERNES project.
Job purpose – Main Responsibilities, Qualifications, & Core Competencies
The Health Officer is expected to monitor the health service delivery by EF partner under the HERNES program in all the governorate of the NES. He/she will be managed by the Project Manager, technically supervised by the Health Coordinator and shall support the PM, in day to day management, implementation and oversight functions by providing the link between EF management and the partner’s team in the field. The Health Officer shall also support the implementing partner in maintaining the quality of healthcare services through regular joint support and supervisory visits; and provide link between EF technical team, the M&E and the partner’s team in the field.
The health service delivery component of the program implemented by the partner, includes community and facility based services, patient interaction, clinical case management, patient satisfaction, and quality assurance of services.
Following are the main responsibilities of the position, and the core competencies required from the incumbent:
Main Responsibilities
- Carry out weekly support and supervisory visits singly or joint with the implementing partner.
- Prepare weekly workplan according to PM requirements on the identified gaps, the highlighted risks and challenges, and the recommended actions on the overall service delivery, outputs, results
- Coordinate with the partner in the field on the identified, gaps, risks, challenges, to solving day to day operational and implementation issues related to provision of health services, and pharmaceuticals management i.e., ensuring no stockouts of essential commodities, medical commodities storage, distribution, and good dispensing practices, as well as work closely with pharmacist to ensure quality measures are taken in consideration during the regular facilities visit.
- Establish, strengthen, and maintain close coordination with the Expertise France partners and coordination platform (NES Forum, HWG, WHO) implementing or coordinating activities in the field for the development of new activities and represent EF at coordination meetings conducted by stakeholders from the Health sectors.
- Identify, develop and document program lessons learned, success stories, and most significant change stories reflecting the potential effects of service delivery under the HERNES program and on the overall perception of health within the stabilization context, in consultation with the EF implementing partners and beneficiaries.
- Any other task assigned by the line manager.
Core Competencies

Strong Clinical Knowledge: Strong knowledge on clinical procedures and patient management, with a focus on Primary Health Care, RMNCH, IYCF, CMAM and Dialysis.

Guidelines and Protocols: Strong knowledge of basic health services, minimum standards for health infrastructure, workforce development, medicines and supplies, and treatment protocols in line with National Policies, International Standards, WHO, UNICEF, and CDC guidelines.

Monitoring and Quality Assurance: Strong understanding of the project management cycle, focusing on key performance indicator (KPI) tracking, Gantt chart management, programme recording and reporting, knowledge management, and expense tracking.

Health Information Systems: Strong understanding of standardized public health reporting mechanisms; health management information systems (HMIS), particularly the District Health Information System (DHIS) -2; Disease Early Warning Systems (DEWS); and 4Ws.

Coordination: Excellent Interpersonal Communication skills; coordination, networking and liaison with public and private sector partners; and ability to undertake cultural sensitive community engagement
Qualifications & Experience
The qualifications and experience required for the position are as follows:

Medical Doctor or pharmacist, with a post graduation in public health/ reprductive health/ MNCH/Dialysis/Project Management.

At least 10 years of experience of working with health focused humanitarian programs/ projects with national or international Non-Government Organizations (NGOs).

Experience medical M&E – including the developpment of tools and field assessments.

Fluency in English (written and spoken), and Arabic (written and spoken).

Good Computer Literacy: English Typing, Email Communication, MS Word, MS PowerPoint, and MS Excel.

Reporting Lines
The Health Officer will report directly to the Project Manager, and work in close coordination with the program team, and EF staff.
Duty Station & Travel
The position is based in North Eastern Syria (NES) with missions to EF coordination office in Erbil.
Valid legal documentation and No Travelling Restrictions within Iraq and Syria are a pre-requisite for this position.
Extended knowledge of the security situation and the main cities in the NES, ability to travel in all governorates in the NES and possibility to stay “on the road” for days at the time.
This position is only for applicants who can stay in Syria and who accept extensive missions throughout the NES; knowing that travel expenses will be covered.
