Provision of Gender Action learning System (GALS) ToT

Position Title:

Trainer for Provision of Gender Action learning System (GALS) Workshop for local stockholders are equipped with knowledge to inform decisions on gender sensitive climate action.

Assignment

·     Background and Rationale

The FEMIN-ACT project addresses climate change-driven food insecurity in Iraq by promoting sustainable agricultural practices through different intervention the project focus on ensuring adequate representation and purposeful engagement in decision making regarding water management at community, district and governorate level, to increase the leadership and participation of women and youth in decision-making on resource management and climate action initiatives within their local communities. The project will also facilitate networking opportunities for women and youth, creating platforms for knowledge-sharing and collaboration.

·     Objectives

Primary Objective of the activity:

The Training will pursue the provision of the Gender Action learning System (GALS) Workshop for local stockholders and community members in the four targeted governorates of Ninewah, Salah ad Din, Anbar, and equip them with the knowledge and skills to take informed decisions on gender sensitive climate action. (GALS) The workshop needs to be organized with the objective of revealing the personal visions and progress pathways of individual women towards enhancing their livelihoods.

The objectives can be summarized below in bullet points:

  • Foster gender-sensitive approaches to decision-making in climate action.
  • Enable local stakeholders to develop and refine their personal and collective visions for sustainable livelihoods.
  • Strengthen the capacity of women and youth to engage in leadership and decision-making processes related to resource management.
  • Provide a knowledge-sharing platform for stakeholders to collaborate and exchange best practices.

 

Specific Objectives of this assignment:

  • Provide Training of Trainers (ToT) session on both the basic and standard GALS tools for Oxfam and the consortium team members, as well as active community members (if possible) to ensure that they have the skills to facilitate the GALS workshops at the community level.
  • Equip the trainees with the required tools and materials (in Arabic language) that will enable them to facilitate the workshops at the community level.

 

 

 

 

 

 

Target Audience of the activity:

The total targeted for this activity for Oxfam is 150, to be achieved in the two governorates of Anbar and Salah ad Din.  While for ACF it is 140 in Ninewah and Basrah.

  • Local women and youth involved in climate and agricultural sectors.
  • Community leaders and water resource stakeholders.
  • Representatives’ civil society organizations.

Target Audience of the assignment:

the consultant is required to train 10-15 person from the consortium team members on the GALS ToT.

·     Scope of Work

The consultant/team will be responsible for:

  1. Training deliverables
  • Designing and delivering interactive GALS ToT sessions tailored to local team members, for both the basic and standard levels. (preferably in Arabic).

·       Provide the necessary tools and materials in Arabic language for the trained staff to facilitate the workshops at the community level.

  1. Workshops/Interactive Sessions:

·       Group discussions on local challenges.

·       Case studies and best practice sharing.

·       Creation of individual or group training plans.

 

  1. Monitoring and Evaluation (M&E):

·       Participants will complete pre- and post-assessment surveys to gauge learning progress.

·       The consultant should also prepare a training evaluation form to be filled by the participants at the end of the training.

The consultant to share a full training report (in English), within two weeks after the completion of the training.

 

·      Expected Outcomes from the community-level workshops:

 

By the end of the workshops, participants will:

·       Have a clear vision for their role in gender-sensitive climate action.

·       Gain practical tools for inclusive decision-making and leadership in resource management.

·       Strengthen their networks, fostering collaboration among women and youth in climate initiatives.

 

Expected Outcomes from the ToT Session:

By the end of the training, participants will

  • Have good understanding of the basic and standard GALS tools.
  • Have the ability and required tools and materials to facilitate the community-level workshops.

Contract Duration:

Approximately 20 Calendar Days (subject to adjustment).

Key milestones include:

  • Conducting Capacity assessment for the trainees
  • Sharing the Capacity assessment report.
  • Developing The curriculum and materials.
  • Delivering the ToT sessions, both the basic and standard GALS tools. 
  • Providing the draft of the final report for feedback before the final version.
  • Submitting of Final Training Report, using Oxfam templates.
  • The final report should include photos of the training sessions and distribution of the certificate of participation.

·     Reporting and Coordination

  • The consultant/team will report directly to the designated project officer at Oxfam.

·     Qualifications and Experience

The ideal candidate/team should have:

  • Educational Background: A degree in gender studies, social sciences, environmental management, agricultural development, or a related field.
  • Expertise in GALS Methodology: Prior experience in facilitating Gender Action Learning System (GALS) workshops or similar participatory training approaches.
  • Training & Facilitation Skills: Proven ability to deliver interactive, inclusive, and culturally sensitive training sessions.
  • Community Engagement & Leadership Development: Experience working with women, youth, and marginalized groups to strengthen leadership and decision-making capacities.

·     Payment and Contract Terms

  • The assignment will be offered as an individual or team contract.
  • Payment will be made based on deliverables completed, as per the agreed terms.
  • Daily rates and overall budget will be negotiated based on the submitted proposal and qualifications.

·     Proposal Submission

Interested candidates should submit:

  • A technical proposal (maximum 3–5 pages) outlining the approach, methodology, and work plan.
  • A detailed financial proposal using the prescribed template.
  • CVs with references.

·        Selection Process

Evaluation scores will be awarded for each of the components. Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%. Only candidates scoring 70% (i.e., 49 points) in the technical evaluation will be considered for financial proposal evaluation. ·        Timeframe  

The assignment will commence one day after contract signing and last for 20 Calander days, including the submission of final deliverables within five days of training completion. The inception plan must be delivered within 5 working days of contract signing to allow Oxfam sufficient time for logistical preparations. In the case of any delays—particularly those related to participant availability—the consultant will be required to develop a contingency plan, in coordination with the project team, to adapt and respond to any unforeseen disruptions.
