JOB DESCRIPTION

  • The Case Management Specialist will be responsible for leading and ensuring the high-quality implementation of case management services for returnees from Al-Hol Camp, with a strong focus on reintegration and holistic support.
  • This role includes the development, contextualization, and continuous improvement of case management frameworks, tools, and guidelines tailored to the local context of Anbar, Salah Al-Din, and Ninewa.
  • The incumbent will serve as the primary technical focal point for all case management-related activities, ensuring that services provided are comprehensive, survivor-centered, and in line with global best practices and inter-agency standards.
  • Case Management Specialist will provide technical support, on-the-job coaching, and capacity-building training to case workers and partner staff, ensuring consistent quality across project locations.
  • The Case Management Specialist will also be responsible for quality assurance through regular case audits, supervision sessions, and data monitoring to ensure that all cases are managed in a timely, confidential, and safe manner.
  • The position requires strong collaboration with stakeholders including local authorities, UN agencies, and other NGOs, to ensure coordinated service delivery and robust referral systems for returnees.
  • The Specialist will maintain accurate and confidential documentation, contribute to donor and internal reports, and advise the Head of Programme on improvements in service delivery and gaps in coverage.
  • The post holder must ensure that all case management activities are compliant with AGO’s internal policies, donor regulations, and protection principles, including gender equality, confidentiality, and non-discrimination.

MAIN RESPONSIBILITIES

  1. Activity Planning and Implementation:
  • Lead the development, customization, and roll-out of the case management framework, ensuring alignment with the Inter-Agency Case Management Guidelines and AGO’s organizational standards.
  • Develop detailed implementation plans for case management activities across project locations, ensuring timelines and deliverables are clearly defined.
  • Conduct regular field visits (minimum 50% of the time) to Anbar, Salah Al-Din, and Ninewa to support and supervise implementation of case management activities.
  • Provide technical support and mentorship to case workers and field teams in assessing needs, developing case plans, and delivering appropriate support services.
  • Ensure timely identification of protection concerns and vulnerabilities and guide case workers in implementing survivor-centered responses.
  • Facilitate internal workshops and discussions with field staff to reflect on implementation progress and identify areas for programmatic adaptation.
  1. Reporting and Communication:
  • Ensure all case management records are properly documented, stored, and updated in a secure and confidential manner using digital and/or paper-based systems.
  • Collect and analyze quantitative and qualitative data to assess the quality and impact of case management services.
  • Develop and submit monthly, quarterly, and annual reports summarizing case trends, service gaps, referral flows, and recommendations for improvement.
  • Contribute to donor reports and other internal/external communications as required by the Head of Programme.
  • Regularly update the case database and work closely with the MEAL team to ensure accurate tracking and monitoring of case outcomes.
  • Ensure that lessons learned and best practices are documented and shared internally for organizational learning.
  1. Networking / Coordination:
  • Build and maintain effective working relationships with relevant government entities, civil society actors, and humanitarian partners to ensure coordinated service delivery for returnees.
  • Regularly update the service mapping and referral pathways directory for each project location and share it with field teams.
  • Represent AGO in relevant working groups and coordination forums related to protection, case management, GBV, child protection, and reintegration.
  • Actively participate in national and regional coordination platforms to align case management efforts with broader reintegration and protection strategies.
  • Foster collaboration with psychosocial, legal aid, livelihoods, and health service providers to ensure the integration of case management into multi-sectoral support systems.

AS WELL AS THE FOLLOWING SPECIFIC “PROFESSIONAL”  COMPETENCIES

  • Bachelor’s degree in Social Work, Psychology, Social Sciences, or a related discipline (Master’s degree preferred).
  • Minimum of five (5) years of direct experience in case management, protection programming, or social work in humanitarian or development contexts.
  • In-depth understanding and practical experience with case management tools and systems such as GBVIMS+, CPIMS+, and digital case tracking platforms.
  • Proven experience in conducting capacity building, training workshops, and coaching field teams on case management and protection principles.
  • Familiarity with the context in Iraq, especially Anbar, Salah Al-Din, and Ninewa governorates, and willingness to travel extensively to field sites.
  • Fluency in Arabic and English (spoken and written) is mandatory; knowledge of Kurdish or Turkmen is an asset.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and comfort with digital case management platforms.
