The Area Coordinator is responsible for overseeing and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures. The Area Coordinator will lead CCR’s Shelter activities in Dohuk. At the Governorate level, the Area Coordinator will represent CCR to relevant stakeholders in Dohuk, direct reporting to CCR’s Programme Manager.
Responsibilities
COORDINATION
Depending on the context and mission needs, the Area Coordinator develops and implements the district strategy integrating, shelter program in collaboration with the respective program manager and project team. The Area Coordinator provides general support, guidance, and serves as focal point during program planning, grant writing, and reporting.
MANAGEMENT
The Area Coordinator oversees opening, closing and/or regular running of CCR’s base in Dohuk including management of all or part of support staff, program support activities, administration, and security of the base as well as coordination with program staff on the base level at CCR office in Dohuk.
The Area Coordinator ensures that CCR’s procedures and donor regulations are respected during the implementation of the project this includes program, logistics, security, HR, and administration.
PROGRAMME
The Area Coordinator oversees the implementation of project activities including conducting the Social and Economical Vulnerability Assessment, Distribution of Sealing off kits. The Area Coordinator is expected to identify gaps and difficulties and mobilize resources to improve the progress of activities implementation. The Area Coordinator will ensure that the project progress follows the original workplan.
REPRESENTATION
The Area Coordinator represents the organization in Dohuk. This includes, humanitarian actors, local authorities, security meetings, as well as cluster meetings when requested by CCR’s management.
LOGISTICS
While the context may vary, the Area Coordinator is typically in charge of overseeing the logistics on the Governorate level ensuring the proper set up / construction , cleaning , and distribution running of base premises, planning, purchasing of goods and services, their transport and storage, the organization, planning, and maintenance of the fleet and equipment, and the functioning of the means of communication appropriate for the respective region. The Area Coordinator is expected to be responsible for identifying adequate office and warehouse upon starting his/ her duties to facilitate the project implementation.
ADMINISTRATION / HUMAN RESOURCES
The Area Coordinator is responsible for overseeing the management of finances and administration on Governorate-level. The Area Coordinator ensures the proper management of finances on the bases including planning, authorization of expenses, and reporting. The Area Coordinator also ensures the management of Human Resources in accordance with the CCR guidelines and the legal requirements in the host country. The Area Coordinator will play a vital role in the mobilization of local enumerators and identification of experienced staff to support completing the project activities.
SECURITY
Area Coordinator is responsible for the security management in Dohuk and will ensure the security of staff, premises, materials and assets. The Area Coordinator monitors the political, economic, and social environment in the area, assesses and analyses the risks, monitors and reports the security situation and develops security procedures relevant to the context.
General duties and Responsibilities:
- The Area Coordinator will be working in Dohuk– CCR’s office with frequent travel to project locations (Zakho and Sumel) and CCR’s capital office in Erbil;
- Adhering to CCR and the donor’s system and policy;
- Work in close coordination with CCR’s Program Manager and Country Operations Manager;
- Ensure implementation of work plans in accordance to the project workplan;
- Monitor and report on various activities;
- Oversee the everyday operations in the field office;
- Oversee monitoring frameworks for measuring the progresses of various staff at field officers;
- Review and ensure the archiving of the project document;
- Any other duties assigned by the management;
- BSc Degree in management, engineering or any other equivalent field.
- Min 3 -4 years of work with NGOs.
- Good management, communication and reporting skills are required.
- Substantial knowledge regarding the program management on field level.
- Substantial knowledge of standard logistics procedures and practices required
- Good understanding of financial and HR procedures required.
- Excellent communication and representative skills (written, oral, cross-cultural).
- Ability to multitask and deal with stressful situations.
- Ability to adapt within the working environment.
- Ability to work in a team setting.
- Fluency in English, Kurdish and Arabic is required.
- Professionally of using MS office.
