Organizational Setting

The Iraqi Ashor Foundation for Relief and Development was registered in the Department of Non- Governmental Organizations after the institution’s cadre was a volunteer team, and its registration came as a result of the urgent societal need of the society of the western governorates (Nineveh, Salah Al-Din, Anbar, Dyala and Basrah) due to the circumstances it went through and the difficulties it faced through the exposure of these The governorates have witnessed many security incidents, wars and conflicts, which resulted in displacement and mass migration from many cities in those governorates, due to the occupation of their lands by terrorist groups, and the resulting problems generated many economic hardships and social problems.

 

Most of them were classified as marginalized and weak groups and were unable to obtain their rights Constitutional and legal, in addition to the deteriorating economic situation of it, and from these circumstances, the Foundation emerged in the areas of displacement to work to provide aid and aid to the displaced, and then the Foundation moved to direct work in the rehabilitation of cities after their liberation after 2014.

 

 

Position Summary & Reporting Lines:

Under the direct supervision of the HR/Finance Manager, the Accountancy/Admin Officer will be responsible for collection of financial documents & implementation of financial processes for all bases. Accountancy/Admin Officer will be based in HQ office (Kirkuk)-Iraq and will work in-close liaison with Finance Officer in HQ to assist with cash management and reconciliations. He will be reporting directly to HR/Finance Manager in HQ Base (Kirkuk).

 

 

Main Responsibilities & Duties:

The objective of the Finance Officer is to perform accounting duties and provide effective control of all financial matters relevant to the ARD program, ensuring accurate reporting and that financial guidelines are complied with.

 

  • Prepare and post accounting entries in Accountancy Software (Odoo) on a regular basis and perform regular integrity checks of accounting entries.
  • Ensure that all cash in/out-flow is handled appropriately and reconciled with financial software (Odoo) records.
  • S/he will be responsible for achieving all financial documents and uploading them monthly to Ashour share drive.
  • S/he will be closely working with the finance manager in checking all the transactions coming from other ARD offices monthly.
  • Oversee the payment documents to ensure that effective policies and procedures are in place and meet the organization’s requirements in alignment with ARD Cash Policy.
  • Maintain timely, accurate & effective communication with all program staff on other bases and manage the program requests.
  • Collecting all supported documents related to payment from other departments (HR, Administration, and Logistics).
  • Ensure that all financial documents comply with the ARD financial rules, procedures, and policies
  • Ensure compliance with the organizational policy regarding advances for the project-related travel policy.
  • Ensure all supporting documentation is available with transactions before payment as per donor & organizational
  • Arrange timely cash disbursement (advances) to the program teams when needed and process them in Cash, Bank or Hawala.
  • When using a Hawala, make sure that all procedures and documents are in place for transparency and compliance.
  • Undertake other general finance duties as required to facilitate the smooth running of accounting and projects’ finance.
  • Prepare bank transfer orders and ensure that they are properly documented with mandatory support and are completed for approvals.
  • Ensure payments are made in a timely manner for operational expenditure in Baghdad & Basra offices.
  • Facilitate disbursement of Iraq-national staff monthly payroll in cash.
  • Facilitate the program team by managing the cash distribution (participants’ transportation & per diem) during program events.
  • Follow the internal controls of disbursement to staff advances, third parties/vendor payments, and return the unspent cash from program staff’s reconciliations and safeguard against loss/misuse.
  • Provide guidance to program staff on other bases on best practices of accounting procedures, advance requests, reimbursements & reconciliation forms.
  • Undertake any other reasonable duties that are consistent with the job and its level of responsibility as and when required by the management.
  • Replacing the finance officer and being the focal point for finance when s/he is on leave.

  • Iraqi National
  • Fluent Arabic and English (Kurdish would be considered an advantage).
  • Proven experience in bookkeeping & accounts management skills
  • +3 years’ experience in Finance and Accounting field in humanitarian organizations.
  • Experience in working with accounting software (Odoo Software is an asset).
  • High level knowledge of Microsoft Office (with focus on Excel, Word and PowerPoint).
  • Bachelor’s degree in accounting/finance or in Business Administration.
  • Experience in working with accounting software.
  • Knowledge of NGO’s regulations and policies
