Dear Sir / Madam,

(People in Need, hereinafter PIN) PIN invites your qualified organization to submit a commercial and technical proposal for the provision of Digital Financial Services (Money transfer services) via a secure mobile application.

Scope of Services

The selected provider(s) will facilitate electronic disbursements across the Government of Iraq (GOI) and the Kurdistan Region of Iraq (KRI). This mobile application payment infrastructure will be utilized for:

  • Direct Beneficiaries: Cash for Work (CfW), Multi-Purpose Cash Assistance (MPCA), and small grants.
  • Personnel & Contractors: Daily worker/facilitator remunerations, trainee and trainer reimbursements (including travel).
  • Operations: Employee/service provider salaries and vendor payments.
3. Type of Contract
 
PIN intends to award a non-exclusive Framework Agreement (FWA) with a fixed price for a duration of 24 months to two (2) qualified suppliers (the best and second-best ranking bidders under a cascade system). The minimum single batch order volume is estimated around 32,000,000 IQD, scaled based on project activities.

5. Submission Modalities
 
Bidders must submit their proposals electronically before the strict deadline. Physical bids will be rejected.

The following documents must be submitted along with the tender:

Annex 1: Sworn Eligibility Statement (filled, signed, and stamped).

Annex 2: Quotation Form (filled, signed, and stamped).

Annex 3: Contract Template (filled, signed, and stamped).

Technical Proposal: Company profile detailing processing times, network size, and limits.

Company Registration: Valid corporate business license.

Bank Account Confirmation: Proof of active accounts with at least two of the following: BoB, RT, or BBAC.

Proof of Experience: Client list or reference letters proving past work with at least 3 NGOs/INGOs.
