Our Team

Responsible for leading the project on field level, implementation, technical assessments, coordination and donor reporting of the UNDP funded project in Missan titled ‘’Job Creation Through Green Community Rehabilitation, Cultural Restoration and Urban Beautician of Missan Governorate’’ as well as supporting other livelihoods program activities, as required.

Job Purpose - Key Responsibilities and Accountabilities

  • Lead field level implementation and supervision of livelihoods and economic development activities using different modalities that include micro grants to SEMS, vocational and skill trainings, job placement.

  • Lead the project technical committee for micro projects’ technical feasibility assessment with government line department technical team of the pre-identified sites and developed detailed bills of quantities (BoQs) and defend the proposal to steering committee for project approval.

  • Conduct detailed technical review of existing technical assessment in relevance to project criteria and provide recommendation to operations committee on the viability of micro rehabilitation and beautification project.

  • Work closely with government departments, including technical units and representatives of Missan’s Governor Office on day to day basis for smooth conduct of ground level activities.

  • Identify new micro-projects and sites in Missan’s areas of Oxfam’s operations in close coordination with the relevant technical department of Missan’s Governorate as per the identification criteria approved by project committee.

  • Lead team of project officer and assistants for carrying out day to day project implementation. This includes developing weekly, monthly and quarterly project plans and ensuring the delivery of the milestones accordingly to approved workplans.

  • Work closely with project manager and technical advisor to ensure the spending of project budget is in line with project work plan and as per donor’s regulations.

  • Provide day to day implementation support to the team working on the rehabilitation sites, vocational skill training programs and job placement programs.

  • Lead the coordination with governor’s office representatives on project level decisions.

  • Supervise the overall process of beneficiary registration and selection process and ensure the right people are selected for inclusion in the program as per agreed and approved selection criteria and methodology.

  • Work with selected service provider for vocational and skill training and monitor the service delivery in terms of quality, compliance to content, delivery and effective learning.

  • Networking with private sector actors and regularly coordinate to explore the opportunities for project beneficiaries for technical trainings, apprenticeship and full-time job placement programs.

  • Work closely with private sector and SEMs to promote the local and regional tourism of Missan.

  • Engage and establish strong linkages with private sector companies and other employers for emerging demands for skills and opportunities for employment.

  • Ensure gender mainstreaming for all livelihoods and economic recovery activities with inclusion of women in all program support and facilitate the women group at different stages of program implementation.

  • Work with youth groups and women groups to identify and address special needs of both for inclusion and support in livelihoods and economic recovery activities.

  • In consultation with livelihoods and economic recovery technical team and project managers agree on the range of advice, support, training and/or other assistance required to facilitate operational aspects of the programme.

  • As delegated to supervise the implementation of the livelihoods and economic recovery interventions for the programme ensuring achievement of the set objectives and milestones.

  • Participate in assessments, collation and analysis of other primary and secondary information sources of relevance to contribute to contribute to agreed advocacy initiatives

  • Participate in collaboration activities and joint planning with key partners including relevant ministries and NGOs working with Oxfam.

  • Support the project manager to ensure that all project and donor requirements are met, including timely preparation of both weekly, monthly, quarterly and final narrative and financial reports.

  • Ensure that Oxfam's gender policy and Code of Conduct are implemented at all levels and in all aspects

  • Understand and follow relevant standard procedures for cash programming, including compliance with policies and criteria relating to EFSVL, Cash and Voucher programming, including best practices and donors’ policies.

  • Work closely with MEAL staff to conduct monitoring of all post-distribution activities and collate information.

Qualifications & Preferred Skills
Essential - Experience, Knowledge, Qualifications & Competencies
  • Postgraduate level university degree (from a recognised institution) in Civil Engineer, urban planning, construction, tourism & culture or related fields;
  • Minimum 5 years’ experience in implementing similar post-conflict recovery projects and activities, with proven experience in implementing community rehabilitative, cultural restoration and/or urban beautification projects at sub-national and local level;
  • Proven knowledge and experience in integrating gender and youth responsiveness in programming
  • Experience of working in livelihoods interventions like, Vocational and Skill training (VST) program, apprenticeship and job placement program.
  • Proven knowledge of common community rehabilitation and cultural restoration issues/needs/nuances in Southern Iraq with an emphasis on the specific dynamics and issues faced in Missan governorate;
  • Proficiency in Arabic language is required; knowledge of English would be an advantage.
  • Strong communication & interpersonal skills, community mobilisation experience and ability to work in teams.
  • Ability to travel and to work in difficult circumstances.
  • MS Office operating skills (Word, Excel, Power point)
Desirable
  • Experience of working in urban architecture and planning.
  • Working experience in government lead projects and good enough understanding of local government structure.
