Kirkuk Programme started on September 2015 responding to humanitarian needs of displaced population as a result of the war against ISIS. The programme implemented multi-sct delivering water supply, sanitation and hygiene support, livelihoods support, and gender and protection.

Kirkuk programme is headed by the Programme Manager, managing the teams of WASH, EFSVL, Protection, Gender, Logistics and Finance.

The WASH Team Leader directly report to the Programme Manager and will work in collaboration with the EFSVL, Gender and Protection teams as well as for support from the HR, Logistics and Finance.

job purpose

 

As PHP Assistant, this position is required to supervise the hygiene promotion activities for the COVID-19 Response in Kirkuk governorate in parallel with the public health engineering to support health facilities and communities. This role will be engaged in delivering culturally accepted awareness raising sessions in the target communities.

Since the first reported case of COVID-19 in the country on February 24,2020, Oxfam closely monitors the situation of the vulnerable communities in Kirkuk where we are closely working. Due to its proximity to Iraq, these communities are highly at risk given their existing vulnerabilities and the limited assistance.

The PHP Assistant contributes to the maintenance of hygienic conditions and overall health in relation to water and sanitation through providing support to the PHP Officer in the planning and implementation of COVID-19 hygiene promotion activities and the management of Hygiene Health volunteer through effective management; coordination, hands on support, capacity building and integration of WASH activities with other programmes. The PHP Assistant reports to the PHP Officer, and supervises the daily activities of the Community Health Volunteers.

 

The PHP Assistant is required to have an understanding and experience on implementing humanitarian response specially on communicating with communities and to work with MEAL related to monitoring and accountability. Will work with Gender and Protection for mainstreaming and EFSVL to complement WASH support in communities that are vulnerable to COVID-19.

Technical

  1. Participate in the technical assessments at target communities’ level: carry out personal interview at household level, facilitation of focus group discussions, visits to sites and infrastructures, and meeting with key members of community to deliver planed activities related to COVID-19 response in Kirkuk and surrounding areas.
  2. Oversee the distribution of COVID-19 hygiene kits, cleaning kits for health centers and vulnerable families at the targeted communities.
  3. Implement COVID-19 hygiene promotion activities in the target locations with the support of the PHP Officer, community volunteers and committees in close coordination with relevant stakeholders.
  4. Provide guidance to volunteers and communities in the selection of beneficiaries for NFI distribution.
  5. Work with logistics and finance for the timely delivery of required supplies and materials for the hygiene promotions activities.
  6. Collaborate with other actors working for the COVID-19 response in the project locations
  7. Comply to the precautionary measures set by the government, WASH cluster and Oxfam when working in the communities.

 

Leadership

  • Together with the other WASH Team members and Media team, facilitate developing appropriate awareness raising materials.
  • Facilitate recruitment of community mobilizers from project areas and ensure orientation and training on COVID-19 and Hygiene Promotion in Emergencies.
  • Identify and train community health volunteers and build their capacity to support in COVID-19 awareness raising activities, beneficiary selection and distributions
  • Formation of community committees to support in the beneficiary selection and monitoring and follow ups.
  • Participate in WASH trainings carried out by Oxfam, WASH clusters and other platforms.

 

Management

  • Implementation of the COVID-19 Public Health Promotion response in the target areas in Kirkuk and surrounding areas.
  • Following the developed workplans by PHP Officer for the roll out of hygiene promotion activities in the project areas
  • Work with Logistics and finance for the required resources for the COVID-19 hygiene promotions activities
  • Ensure that work is carried out in a way that is sensitive to the needs of vulnerable communities and individuals (elderly, persons with chronic illness, PWDs, pregnant and lactating mothers and children)
  • Coordinate and work with the Directorate of Health on the implementation of awareness raising activities related to COVID-19
  • Participate in meetings called for by the relevant authorities in the sub-districts related to COVID-19 response.
  • Weekly collection and reporting of data necessary for the consolidation of project and strategic standard indicators (number of beneficiaries, number and type of activity performed, ..etc.)
  • Monitoring of hygiene promotion activities realized by local partners of OXFAM such as the local NGOs and participate in building their capacity.

Reporting:

  • Weekly (or each time necessary) written and oral report for line manager.
