MISSION / ROLE IN THE ORGANIZATION

The purpose of the MEAL Officer position is to support the Programs to implement the projects effectively, providing technical support to SIF program staff and strengthening the organization’s M&E systems that will enable improvement of internal management, program/project performance and evidence-based decision-making.

The M&E Officer will be supervised by the Head of Mission.

MAIN RESPONSABILITIES

Responsibilities

  • Develop data collection methodology and tools for any baseline, end line or post distribution monitoring surveys. Have good knowledge of data collection tools such as ODK, Kobo, and Google Forms.
  • Supervise and conduct assessments for new projects in different areas of Iraq.
  • Develop assessment reports with findings and recommendations.
  • Contribute in developing MEAL part in the narrative and financial proposals, and logframe.
  • Develop and update project monitoring tools, tracker sheets, etc.
  • Ensure the implementation of complaint response mechanism and raise awareness among teams and beneficiaries on reporting complaints, suggestions and feedback.
  • Ensure that the activities are compliant with SIF accountability principles, including Core values of SIF, Partiality, independence, and neutrality.
  • Have a good understanding of, and ability to make recommendations on the safe and secure storage of data and information;
  • Ensure developing and maintaining effective communication channels with the communities, beneficiaries and mission teams, we are working with to report their complaints and suggestions.
  • Ensure the printing of and display of CRM banners, boxes and hotline.
  • Remain focal person for PSEA complaints and ensure management and monitoring of adherence of PSEA at workplace, contractors and suppliers, and the beneficiaries we are working with.
  • Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
  • Assist with data compilation, tracking, and analysis (interview/ focus group discussion (FGD) transcripts, statistical data, producing graphs or data visualization products/ data presentation, data entering).
  • Support field teams in implementing monitoring activities facilitating FGD and key informant interviews, and arranging thematic events in coordination with the program team.
  • Support program staff with Indicator Performance Tracker every month. This may include periodic verification of supporting documentation;
  • During monitoring activities ensure beneficiaries are treated with respect, confidentiality, and informed consent;
  • Keep the supervisor informed of any safety incident that might take place;
  • Assist the program team with registering beneficiaries for each activity, and keep tracking beneficiaries’ registration to ensure qualified beneficiaries.
  • Provide the program team with a selected beneficiaries list after data analysis.
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEAL activities and reporting.
  • Develop and implement knowledge management protocol and tools.
  • Submit weekly and monthly reports to the line manager on achievements and challenges related to monitoring;
  • Produce monitoring field visit reports to ensure programs have accurate, useful, and relevant data to inform project development;
  • Participate in the internal evaluation of the program;
  • Assist line manager, with post-assistance monitoring and evaluation reports;
  • Work with the program team to compile reports for various coordination requests including donor and local authorities.
  • Leading lessons learnt and review meetings/ mid-year and annual review and planning workshops. Conducting lessons learnt activities during the program workshops.
  • Any other tasks requested by the line manager

Additional Duties

The task list is neither exhaustive nor restrictive and it is evolving.

The aforementioned duties are subject to additions and changes at any time.  Given the nature of this position and the working conditions in Iraq, additional tasks may be assigned by senior management at any time based on the needs of the mission.

LOCATION

The position is based in Muthanna with regular field visits to Erbil, Baghdad, Mosul, and any other potential Governorates. The position location may change to Erbil after November 2025.

 

Qualifications & Preferred Skills

QUALIFICATIONS AND EXPERIENCE

  • Masters Degree in Social Sciences, Statistics or MBA Degree or other equivalent degree
  • Minimum 4 years experience with project Monitoring and Evaluation, Project development and proposal writing, and implementation of development-type projects.
  • Experience in community participation and consultative-type projects.
  • Proven experience in data analysis.

 

SOFT SKILLS

  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation, and assessment to promote evidence-based learning;
  • Understanding and experience of developing monitoring and evaluation indicators
  • Demonstrated ability to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, and observations to name a few;
  • Good verbal and written communication skills;
  • Ability to analyze data and summarize it for a range of different audiences;
  • Excellent skills in MS Word, Excel, and PowerPoint;
  • Knowledge of data analysis and data collection tools (Power BI, KoBo toolbox) is a plus;
  • Ability to build support from staff across teams and across members, and to build the capacity of others;
  • Proven ability to coordinate effective resource allocation to ensure quality programs;
  • Experience of working within budget constraints;
  • Experience of qualitative and quantitative research techniques;
  • Experience in social work, community development, non-governmental organizations, or civil society;
  • Fluency in Arabic and English

  • Ability to travel frequently to different parts of Iraq
