Job advertisement – ASB M&E and Communications Officer

Arbeiter-Samariter-Bund (ASB) - the Workers' Samaritan Federation - is a German aid and welfare organization, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organization, ASB has, since its foundation in 1888, represented continuity and reliability.

Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors of health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at over € 20 million.

ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar, Salah ad-Din and Kirkuk governorates, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.

The incumbent will be responsible of M&E and communication and will support ASB to achieve the objectives of the projects mentioned below:

  • Improving the availability of gender-sensitive primary health care services for the population by strengthening health structures in Salahaddin, Iraq
  • Strengthening the resilience of conflict- affected people and stabilizing communities by creating risk-sensitive livelihoods in Salahaddin, Iraq
  • Strengthening local climate-sensitive and universal WASH capacities using and disseminating the Green Humanitarian Aid approach in all wash intervention
  • Woman’s socioeconomic empowerment and improved livelihoods in Northern Iraq
  • Reintegration of returnees by incorporating social cohesion with economic development in North Iraq

Type of contract: Fixed duration

Duration: Until 31.12.2025, with the possibility of extension for another year

Duty Station: Dohuk with extensive travel to project sites and offices in Iraq (Baghdad, Salah ad-Din, Kirkuk, Ninewa, and any new project area)

Position Objectives:

The Communication and M&E Officer is responsible for providing guidance, technical support and capacity building to both ASB and partners on a short-term basis, ensuring that the programs are supported to carry out their planning, reporting, M&E and learning activities and communication activities, including the elaboration of communication products.

Communication products will be shared with external stakeholders for advocacy purposes.

Reporting Relationships:

The ASB M&E and Communication Officer reports to the ASB Head of Programs.

Key responsibilities and tasks:

Under direct supervision of the Head of Programs, the incumbent is responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of projects directly implemented by ASB or through national partner organizations.

Responsible for ASB Iraq internal and external communication.

  • Monitoring, Assessment and Evaluation, Learning & Documentation.
  • Conduct regular field visits to project sites to monitor project implementation.
  • Develop tools for data collection, analysis and reporting.
  • Track project indicators and ensure alignment with project goals and donor requirements.
  • Conduct midline, and endline assessments, as well as other evaluations as needed.
  • Document best practices, success stories, and lessons learned.
  • Prepare and share M&E reports on project progress.
  • Maintaining a proper filing/archiving/storage system for all M&E resources including data collection tools, datasets, reports, etc.
  • Facilitate workshops and stakeholder consultations, including community consultation sessions to ensure accountability.
  • Revise complaint and response mechanisms in place and support partners in recording and solving beneficiaries’ complaints.

Communication:

  • Draft a communications plan to improve ASB Iraq internal and external communication.
  • Manage ASB social media platforms (Facebook, Instagram, Linkedin) ensuring regular updates and interaction with the followers.
  • Regularly develop engaging and publish unique content for ASB platforms including LinkedIn, Facebook, Instagram, website and newsletter.
  • Design and produce communication materials including brochures, flyers, banners, in collaboration with the project teams.
  • Document field activities and events through photos, videos and stories.
  • Represent ASB by supporting its visibility efforts through media coordination, public engagement, and participation in relevant events.
  • Train and support ASB project managers on Communication: how to communicate with and about affected people; strategic communications for improved achievements, managing reputational risks, how to present ASB work to local media, authorities and NGOs.

 Other core responsibilities:

  • Support INGOs and NNGOs need assessments.
  • Support field-based data collection.
  • Provide training to internal staff and partner NGO personnel on M&E concepts, tools, and reporting requirements to strengthen their capacity in data collection and analysis.
  • Supervise data management and analyze it in the required software.
  • Support field staff and ensure that all project reports are produced on and with high quality manner.
  • Assist project managers in the planning and execution of M&E activities, ensuring alignment with project objectives and proper documentation.
  • Represent ASB at relevant meetings and events for coordination when required.
  • Any other tasks as directed by the Head of Programs.

Education: Bachelor’s degree in economics, communication, international development or related field. Advanced certificate in M&E preferred.

Minimum required knowledge & experience:

  • Proven experience in having worked in M&E and communication in an INGO.
  • Technical knowledge of M&E, documentation management, PR and conflict sensitivity are a must and need to be proven by specific work experience.
  • Experience having an impartial and objective approach and the capacity to intervene as an independent stakeholder.
  • Knowledge of evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Ability to facilitate external evaluations.
  • Experience in managing and providing training in M&E and Communication
  • Technical knowledge managing INGO internal and external communication
  • Experience drafting content for INGO social media
  • Experience supporting the design of communication strategies
  • Previous experience working in the governorates targeted by ASB projects is preferred.
  • Good computer skills (word, excel, power point).
  • The ability to drive and possess a valid driving license is preferred.
  • Iraqi national (preferable female) with excellent command of written and spoken Arabic & English Knowledge of Kurdish languages is also preferred
  • Willingness to travel and stay over-night in ASB guesthouses together with female staff.
