Job Purpose
The Database Officer is responsible for maintaining and upgrading the central and project-specific databases, conducting data analysis, and supporting the design of various database tools and strategies.
Objectives
-
Create and maintain appropriate databases for the CP project, in line with ACTED AME guidelines and report to donors’ requirement;

Provide accurate, reliable and insightful data analysis as required.
Duties and Responsibilities
Database Management System Implementation
- Maintain the CP project-specific databases;
- Ensure all data is entered and updated in the databases and tables;
- Support the Senior Case manager Officer, the Child protection senior project officer, the Disability mainstreaming officer and the project manager in ensuring that data is collected, entered and stored in a timely and accurate manner according to the reporting and monitoring requirements;
- Check the quality of the data submitted by field staff;
- Check, mentor & monitor the quality of the data submitted by all the sub-grantees (including CBOs);
- Liaise with field staff regarding missing data, eventual mistakes, data discrepancies and/or inconsistencies;
- Perform “clean data” when needed;
- Ensure proper filing of hard and soft copies of survey questionnaires, lists of beneficiaries or other data collection tools or documents;
- Maintain and further develop the structure or format of the databases as required;
- Implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability;
- Provide database technical support to ACTED CP teams, and troubleshoot both hardware and software issues.
Data Analysis
- Support the improvements of the data collection tools related to Child Protection and processes and pilot new ideas with assessment teams in the field.
- Verify the accuracy of the data collected during assessments;
- Clean data collected during assessments and flag any issues to the relevant departments;
- Extract queries, figures, and reports from the database;
- Generate data visualization such as charts, graphs, tables to be included in communication tools, reports, assessments and any other documents as per needs;
- In collaboration with the AME Officer, provide data analysis of projects’ activities and assessment data;
Other
- Provide regular and timely updates on progress and challenges to supervisors and other team members;
- Capacity building: Provide database-related and IT skills-related workshops and participate in meetings as required;
- Perform any other related activities as assigned by immediate supervisor.
- Assist the disability mainstreaming officer to collect the data during KIIs (Key informants’ interviews) and FGDs (focus group discussions) about accessibility assessments
Key Performance Indicators
- Database Management System (DBMS) in place and functional that allows at least the reporting on ACTED’s CP indicators
- Number of database outputs (reports, infograms, etc.) produced during past 6 months
- % of ongoing projects with project specific databases developed
- Average time needed to fulfil database service requests
- % of fields that have missing or incorrect data
Qualifications & Skills Required:

A Bachelor’s degree in computer sciences or other related field, graduate degree preferred.

At least one year of prior professional experience in a similar post.

Possesses Advanced Excel skills (e.g. pivot tables, functions, etc.).

Demonstrated information management skills.

Demonstrated basic skills in Microsoft Excel, and use of online plat forms for data collection

Proficiency in Microsoft Office Suite, including Outlook and Exchange

Strong organizational, data collection and IT skills.

Functional oral and written English communication skill required (working ability);
-
Fluent in Arabic and Kurdish; reading, writing and speaking ability required.

Strong commitment to human rights with cultural sensitivity, respect, and confidentiality.

Strong communication skills-including explaining questions into simpler language that is understood by the team

Excellent relationship management skills (both professional and person relationships)

Proven ability to multi-task in a calm and professional way.
