The objectives of the position is to ensure the coordination of the activities of the Civil Society Service Center and the fulfilment of all other project objectives in Basra, with the support of a Team (to be recruited) formed by: a Grant/Financial Manager, a logistician, a tutor, a legal advisor.
The Coordinator will demonstrate initiative and autonomy in the organization of the tasks assigned while ensuring at the same the capacity to act in strong coordination with the Project PM, Grant Manager and other team members (Coordinator and team of CSSCs in Erbil and Mosul).
Coordination
- Contribute to planning, monitoring and coordination of project activities in collaboration with the Project Manager
- Coordinate Basra CSSC’s team to implement the project in effective and productive manner.
- Coordinate with Project Manager and Grant Manager in assessing and selecting NNGOs and groups to receive the grants
- Coordinate with relevant stakeholders and partners to lead the project in collaborative and smoothly manner.
- Coordinate with clusters and working groups in order to exchange the information and expand networking with other NNGOs.
- Facilitate dialogue and seminars on different topics such as development policies; protect human and environmental rights, equal opportunities between men and women.
- Build strong relationships with Iraqi institutions in order to enhance the communications channels between the Iraqi population and Iraqi institutions.
- Coordinate with the administrator of the project and the desk admin all the financial report and procedures
- Collaborate in the definition of the Sub-granting Policy to ensure proper outreach and adaptation to priorities in Basra
- Ensure implementation, follow-up and ensuring compliance of financial and administrative procedures.
- Collaborate with Communication Unit to ensure that information on actions and events are available and provided in line with UPP and EU regulations
- Collaborate with M&E Unit for all the foreseen task related to Monitoring and Evaluation
Monitoring and Reporting
- Monitoring the project activities and training to ensure that meet with project plan.
- Follow up with project staff to prepare monthly plan and reports and promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Monitoring the process of selection the NNGOs and groups for grants.
- Collaborate in monitoring the implementation of the activities that will be provided to the NNGOs and groups.
- Monitoring and ensure the quality of the trainings that will be deliver in the CSSCs to the NNGOs and groups.
- Assess the effectiveness of the seminars and dialogues that will be arranged in the CSSC.
- Ensure data collection and timely transfer of data to the M&E Unit based on existing procedures and models
- Provide high quality of activity and training reports.
- In collaboration with project staff work on selecting the trainings participants from different NNGOs and groups.
Administrative
- Assist with the recruitment of the project staff, in coordination with Project and Grant Managers.
- Prepare monthly logistic needs for CSSC and the trainings, seminars, dialogue or activities in collaboration with Logistic and Financial team.
- Work closely with finance and grant manager in monitoring the grant management for the NNGOs and groups.
- Perform such other duties may be assigned.
Preparatory activities
- Collect information on potentials locations for the CSSC in Basra based on the criteria agreed upon by the Project Management Unit, and contribute to the assessment and selection of the proper premises
- Identify local NGOs to be involved in the project (to be contacted for baseline, invitations to webinar, sharing of information, networking etc.)
- Assess selected premises’ conditions to identify necessary works, in collaboration with the logistician (to be recruited as soon as possible)
- Recruit the CSSC’s team in collaboration with the Project Manager and Grant Manager (identification of proper channels for dissemination, publication of calls, collection of applications, participate in the selection process and the evaluation of candidates, ensure proper vetting and security procedures)
- Collect information on the procedures for the authorization of the Center by the Local Authorities and ensure that said procedures are respected
- Monitor the safety and security of center’s premises and goods in coordination with governmental security officers
- University degree preferably in relevant subjects (Law, Political Science, Education, Economics, Development, International Relations, etc.).
- At least 3 years of experience in project management/team leadership
- Required excellent oral and written Arabic, and English
- Working experience with local counterparts (CSOs, local NGOs, and others)
- Capacities to plan activities successfully targeting results and objectives
- Team working skills and proactive attitude
- Computer literacy skills
- Knowledge of standards and literature in human and environmental rights, policy-making, humanitarian and development principles, accountability, governance, advocacy and campaigning
Desired
- Previous experience in empowering capacity building and/or training programs for adults is an advantage
