Background:
CHF Internationals’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying CHF’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.
CHF is a fully registered organization in Iraq and is currently building its humanitarian response professionals in Iraq. CHF is seeking professionals with Finance/Accounting background to hire a full-time Compliance Coordinator based in Duhok.

RESPONSIBILITIES:
COMPLIANCE
- Stay informed of and ensure adherence to CHF International and donor procedures and policies in relation to Supply Chain, Finance, HR and Programs as set out in relevant CHF International manuals and guidelines.
- Develop and update compliance department plan, in coordination with Compliance Manager. Periodically review accounting transactions to select samples for compliance reviews, in line with the approved methodology.
- Review the adequacy and effectiveness of CHF International’s systems and internal policies, rules and guidelines, ensuring that these controls offer adequate protection against error, fraud and loss of all kinds. Contribute to the risk identification and assessment processes in the organization.
- Perform Compliance reviews according to the approved plan, as well as special requests, including but not limited to areas of procurement, CHF International financial records, accounting records and systems pertaining to fixed and movable assets, conduct process walkthroughs and other types of engagements.
- Produce high quality internal departmental supporting documents to reflect all issues observed through the above-mentioned procedures, in line with the existing methodologies.
- Summarize results of reviews in clear and concise reports, referencing corresponding policies, guidelines, and outlining recommended corrective actions.
- Provide clear written feedback and comments for CHF International’s field-level policies, procedures, manuals and other key documents at their development or modification stage, ensuring their alignment with relevant policies and regulations from CHF International headquarters and our donors.
- In coordination with supervisor, develop and deliver trainings to CHF International staff to enhance their knowledge and understanding of CHF International and donor policies and procedures.
- Under the direction of Compliance Manager, assist in, or undertake investigations of misconduct, fraud, corruption, as necessary, ensuring objectivity, impartiality and fairness in accordance with generally recognized investigative standards and CHF International procedures.
- Produce timely and accurate regular and ad-hoc reports for management and departmental needs.
- Maintain proper electronic filing system, providing evidence and solid supporting documentation for all compliance reviews and initiatives performed by the department.
- Ensure solution-oriented approach at all times, including when performing investigations, discussing results of compliance reviews, providing recommendations, etc.
FEEDBACK MECHANISM
- Guide Feedback Officer in planning and coordinating outreach activities related to Feedback Mechanism, to ensure that projects are carried out with participation from all affected communities and information is shared accordingly.
- Coordinate Feedback reporting with Feedback Officer, ensuring inclusion of Feedback updates in regular and end-of project programmatic reports, and regular updating of the Feedback Dashboard on Power Bl.
- Ensure that all feedbacks are resolved in a timely manner, and that complex cases or issues requiring broader attention are elevated to SMT or Compliance Manager, as appropriate.
- Ensure that all received feedback is properly registered, including processing and documenting details and follow up actions, according to department's standards.
- Support Feedback Officer in development of training materials on Feedback Mechanism and provision of relevant training to staff.
OTHER
- Ensure high level of confidentiality and security of entrusted data is maintained at all times.
- Any other job related tasks assigned by the supervisor.
Supervision
- Supervise, mentor and evaluate Compliance and Feedback staff, communicating clear performance goals and standards, offering regular performance feedback and prompt resolution of problems.
- Review workpapers produced by Compliance and Feedback staff, provide written suggestions for revisions, ensuring adherence to quality standards and keeping a clear trail of review notes and edits.
- Finalize the reviews, ensuring their timeliness, producing clear reports with a strong focus on addressing the risks and providing value-added, solution-driven recommendations for management’s follow-up, referencing corresponding policies, guidelines.
Education and Training
- Bachelor’s degree in Accounting, Financial Management, Business Administration, Economics, Audit or other field related to Compliance.
- Demonstrated familiarity with and understanding of USAID donor regulations.
- Completion of Certified Internal Auditor program would be strongly preferred.
- Experience in undertaking interviews, inspections and investigations would be an advantage.
Experience
- Minimum of 4 years of progressive experience in the field of compliance, audit (internal or external), financial management, grant management, internal control evaluation, etc.
- Professional experience working in a similar organization (international NGO) is strongly preferred.
- At least 2 years’ supervisory experience is required.

- Excellent command of Microsoft Excel, good knowledge of standard office programs.
- Must be flexible, willing to perform assigned and additional duties and work irregular hours
Other Qualifications
- Ability and confidence to communicate effectively (verbally and in writing) at all levels of the organization
- Ability to work well in unstable and frequently changing security environments
Language Skills
- Proficiency with English and Arabic languages, both verbal and written.
