Description

Objective:

RAD Communication Officer 1 contributes to designing, planning and implementing communication projects and activities under the direct supervision of the management of the office and in coordination and support from the Communication Coordination in BAG. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders. The successful candidate will need to deliver to a high standard, be resilient and have a positive “can do” attitude.

Major Duties and Responsibilities:

  • Strategy, planning, and analysis

  • Develops a clear, concise, contextualised, and actionable Com PoA for Anbar AoR in collaboration with RAD management, RAD operational departments, field teams, and BAG Deputy ComCo.

  • Contributes to pertinent aspects to institutional reporting mechanisms, e.g. WOR, Quarterly Reports, FTRs and Com PoAs.

  • Follows political, security, military and humanitarian developments, contributing to analysis and environment scanning as required.

  • Operational Communication and Community Engagement

  • Plans and implements all aspects of operational communication and community engagement activities coherent with the delegation's identity, operational objectives and activities and adapted to the specific needs of the Anbar AoR (including contacts with interlocutors, logistical and Com material preparation, delivering dissemination sessions, evaluation of perception, reporting, and other relevant activities).

  • Supports the Head of Office and/or Communication Department in networking with relevant stakeholders and represents the ICRC to various audiences.

  • Produce and update the Q&A for the Office, PowerPoints slides, field publications, customized facts and figures summaries, and other OpCom tools as part of the coaching to the field teams

  • Public Communication

  •  Under the guidance of the PubCom focal person, produces written and audio-visual material from the field for ICRC's different communication supports (videos, photos, publications, media releases, website, etc) to highlight key operational activities in RAD AoR.

  • Develops and maintains a network of contacts with key media representatives in the RAD AoR and organises coverage of ICRC activities and field trips in the office for journalists, photographers or video crews (local or sent by COM department or Geneva). Acts as local spokesperson as required.

Internal Communication
  • Provides operational and public communication coaching and guidance to Ramadi and Haditha staff, namely field delegates, operational FOs and other staff in the AoR.
Stock Management
  • Maintains accurate and sufficient stock of Com products, liaising with RAD departments and BAG Production as necessary.
Other
  • Supports general activities of the Communication team (e.g. public information campaigns); contributes to general administration and archiving processes.

  • Performs duties and tasks not covered in this job description and provides support to other departments and site locations in Iraq delegation when necessary.

ADDITIONAL DUTIES
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

  • Takes responsibility for his/her own professional learning and development

 

 

 

Qualifications & Preferred Skills
CERTIFICATIONS / EDUCATION REQUIRED
  • University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.

  • Fluent spoken and written English and Arabic.

  • Computer skills (proficiency in MS Office); familiarity with digital communication tools.

  • Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC).

  • Experience in an ICRC operation an asset.

  • IHL knowledge an asset.

  • Sound knowledge of the political, social and media environment in Iraq and Anbar in specific.
