OUR TEAM
Oxfam Anbar team consist 20 professional individuals working together to fight poverty and to response to urgent need of conflict affected populations. The Anbar program has 4 main pillars Emergency Food Security & Livelihood, WASH, Protection and Gender Improvement. Anbar program operates in the districts of Ramadi, Fallujah, Hit and Ana implementing the projects directly and through Implementing partners. JOB PURPOSE
PHP Assistant position is required to supervise the hygiene promotion activities for the COVID-19 Response in Anbar governorate in parallel with the public health engineering to support health facilities and communities. This role will be engaged in delivering culturally accepted awareness raising sessions, distribution of Hygiene kits in the target communities.
Since the first reported case of COVID-19 in the country on February 24,2020, Oxfam closely monitors the situation of the vulnerable communities in Anbar where we are closely working. Due to its proximity to Iraq, these communities are highly at risk given their existing vulnerabilities and the limited assistance. WHAT THE RECRUITING MANAGER HAS TO SAY ABOUT THE ROLE?
The PHP Assistant contributes and assist the PHP officer the process of day to day implementation PHP activities in the target area, conducting need assessment, identification and mobilization communities, as well assisting the PHP Officer in the planning and implementation of hygiene promotion activities and the management of Hygiene Health volunteer through effective management; coordination, capacity building and integration of WASH activities with other programmes. The PHP Assistant reports to the PHP Officer, and supervises the daily activities of the Community Health Volunteers.
The PHP Assistant is required to have an understanding and experience on implementing humanitarian response specially on communicating with communities and to work with MEAL related to monitoring and accountability.

KEY RESPONSIBILITIES
Technical
1. Participate in the technical assessments at target communities’ level: carry out personal interview at household level, facilitation of focus group discussions, visits to sites and infrastructures, and meeting with key members of community to deliver planned activities related to PHP in the targeted areas.
2. Oversee the distribution of PHP equipment and materials such as hygiene kits, PPE equipment, environmental hygiene kits to PHCs and vulnerable families at the targeted communities.
3. Implement COVID-19 hygiene promotion activities in the target locations with the support of the PHP Officer, community volunteers and committees in close coordination with relevant stakeholders.
4. Provide guidance to volunteers and communities in the selection of beneficiaries for NFI distribution.
5. Work with logistics and finance for the timely delivery of required supplies and materials for the hygiene promotions activities.
6. Collaborate with other actors working for the COVID-19 response in the project locations
7. Comply to the precautionary measures set by the government, WASH cluster and Oxfam when working in the communities.
Leadership
• Together with the other WASH Team members and Media team, facilitate developing appropriate awareness raising materials.
• Facilitate recruitment of Volunteer Community Hygiene Promotors from project areas and ensure orientation and training on COVID-19 and Public Hygiene Promotion in Emergencies.
• Identify and train Volunteer Community Hygiene Promotors and build their capacity to support in hygiene Promotion, COVID-19 awareness raising activities, beneficiary selection and distributions
• Formation of community committees to support in the beneficiary selection and monitoring and follow ups.
• Participate in WASH trainings carried out by Oxfam, WASH clusters and other platforms.
Management
• Implementation of the Public Health Promotion activities in the target areas in Anbar governorate.
• Following the developed workplans by PHP Officer for the roll out of hygiene promotion activities in the project areas
• Work with Logistics and finance for the required resources for the PHP and COVID-19 response activities
• Ensure that work is carried out in a way that is sensitive to the needs of vulnerable communities and individuals (elderly, persons with chronic illness, PWDs, pregnant and lactating mothers and children)
• Coordinate and work with the Directorate of Health on the implementation of awareness raising activities related to Public Health Promotion and COVID-19
• Participate in meetings coordination meetings by relevant authorities, sister agencies and communities in the sub-districts level related to PHP activities.
