Our Team

Oxfam protection programme works to develop affected communities’ skills to play a leading role in their protection. We operate in camps, urban, semi-urban and rural areas across five governorates in Iraq. The focus is to improve the safety of the civilian population against threats that commonly occur them. The team works to take active steps to reduce risks as well as identifying methods to help restore the wellbeing and dignity of the affected population. With an emphasis on Safe-programming, we work with the affected communities to access assistance without exposing themselves to risk or forcing them to be in a dangerous situation. Together with local civil society, national and international organisations and the affected community, we make efforts to advocate and campaign, to improve the protection of the civilian population of Iraq. 

Job Purpose

Under the supervision of the Protection team leader and country Safeguarding focal point, the safeguarding project coordinator will ensure effective implementation of Oxfam`s pilot project activities across the entire Oxfam country programme. She/he will provide technical guidance on strengthen individual and organizational capacity of Oxfam and partners to prevent sexual harassment, exploitation, and abuse. The Safeguarding project coordinator will ensure that Oxfam staff and stakeholders are supported to have a better knowledge of Safeguarding compliance, a better understanding of our values and Safeguarding policies & practices. They will use their safeguarding knowledge to ensure our frameworks, policies, processes and support mechanisms are effective. The safeguarding project manager will assess and deliver contextual and practical analysis (on-going) of the safeguarding issues in the assigned area, including constraints, sensitivities and risks associated with the work. She/he will support implementing safeguarding activities with an emphasis on the gendered aspect of conflict, violence, and abuse.

key Responsibilities

Technical

  • Lead implantation of Oxfam safeguarding activities in field offices and provide on the job guidance to other sectorial field teams in applying safeguarding standards in their activities throughout the project cycle.
  • Induct, technically support and organise the Oxfam`s safeguarding team , staff and partners in the field to ensure organised implantation of safeguarding activities mechanisms
  • Coordinate pilot project on mitigating barriers to misconduct reporting in Iraq, working with diverse stakeholders including partners, communities, formal and informal structures, referral services and other humanitarian agencies
  • Participate in assessment or evaluate activities and safeguarding focused research, as requested.
  • Information sources are diverse, ranging from academic research to data collection in programme and non-programme areas and often requires a judgement on credibility and accuracy of the information.
  • Makes complex technical information accessible and usable by non-specialist.

Specifics

  • Lead assessments related to better understanding norms that prevent reporting and contextual drivers of misconduct
  • Oversee and develop key documentation and analysis on barriers to reporting, including any changes as a result of project activities
  • Oversee grants or support to partners, communities, relevant agencies or structures related to project activities
  • Liaise with partners to identify, address and better mitigate barriers to reporting
  • Coordinate activities related to Misconduct Reporting Pilots including (but not limited to):
  • Leading Community engagement and consultation on existing structures within the targeted communities and preferred methods of dealing with misconduct
  • Overseeing engagement, consultation and collaboration with local GBV services to better understand social norms and gender norms influencing handling of misconduct within the community
  • Making strategic recommendations based on assessments to various internal and external stakeholders and considering and implementing findings into particular activities based on above analysis
  • Documenting and analysing findings, providing regular updates to programmes teams, management in Iraq and beyond on findings of the pilot.
  • Overseeing training to various groups- ensuring increased awareness of reporting mechanisms and pathways
  • Coordinate with the Social / Community police, the relevant government actors and local NGOs on the ground (those who are not partner with Oxfam) to provide them with PSEA training including Sexual abuse and exploitation Impacts and Barriers in terms of the PSEA reporting, this can be linked to conduct PSEA monitoring report by using the points raised during such training.

Qualifications & Preferred Skills

Skills, Experience and Knowledge

Essential

  • At least three years’ experience in a safeguarding or related field (such as Protection, gender-based violence, social work etc) and/or extensive experience in preventing, detecting, and responding to sexual abuse and exploitation matters.
  • Knowledge of and experience in the application of gender justice, women’s rights and
  • diversity perspectives in their area of work.
  • Experience coordinating complex, highly sensitive programming related to misconduct (Prevention of Sexual Harassment, Exploitation and Abuse and/or Anti-Fraud and Corruption and/or mitigating harmful gender norms related to Gender-Based Violence)
  • Strong contextual understanding of misconduct risks in Iraq
  • Good understanding and experience of working in protracted conflicts, fragile contexts and humanitarian contexts
  • Good understanding. commitment and ideally experience embedding and continuously learning to embed a decolonial, safe, anti-racist, intersectional feminist and partner led approach in your work.
  • Experience coordinating complex, highly sensitive programming in rapidly changing environments
  • Demonstrated experience adapting programming based on learning
  • Experience working with a large international organisation and/or with a large non-governmental organisation
  • Knowledge or experience with working in a matrix management environment.
  • Advanced English and Arabic language abilities
  • Advanced IT skills.

 

Desirable

 

  • Master’s in law, Humanitarian Studies
  • Excellent interpersonal and communication skills, with competency in the development and delivery of adult training & awareness raising activities.
  • Experience in effective remote management and ability to work remotely with a variety of stakeholders.
  • Understanding of and commitment to adhere to equity, diversity, child safe and staff health and wellbeing principles.
  • Experience leading community engagement and partner engagement on reducing barriers to misconduct
  • Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege play out in Iraq, and in the communities, we work with.
