Description

The Programme Manager supports the development of the multiannual country programme and contributes to its implementation and monitoring in order to maximise WHH’s impact on the basis of Welthungerhilfe strategy and the relevant concept papers and according to WHH quality standards.

 

Essential Duties & Responsibilities:

Fundraising and Proposal Development (50%)

  1. Identify, assess, and pre-select new project ideas based on the country programme and in line with the Multi-Annual Country and Global Strategy
  2. Responsible for development of concept notes and proposals, with support from Head of Projects, and Support Services. Develop concept notes for Innovative pilot projects, in cooperation with International and Local organizations.
  3. In Coordination with WHH Representative , ensure WHH is represented in main coordination mechanisms when they exist, and organizing meetings with partners, donors, and potential partners according to WHH strategy.
  4. Support the production of external and internal communications material in coordination with Regional Communications Officer

 

Monitoring, Evaluation, Accountability & Learning (25%)

  • Monitoring and Evaluation of WHH Programs
  • In close collaboration with the MEAL officers, lead the implementation of MEAL Plans for self implementation and partner implementation projects
  • Ensure compliance with Welthungerhilfe regulations on MEAL, ensuring that M&E data generated by projects is accurately reflected on WHH’s project management information system.
  • Oversee and manage all overarching MEAL systems/processes such as the monthly internal reporting, monthly activity updates (ProMIS), organizational projects overview database,Commcare, assessments, evaluations and reporting, MEAL tool-kit, etc.
  • Approve and advise on appropriate research methodologies for MEAL assessments and evaluations; provide technical support to MEAL Officers regarding database management, data collection, analysis and reporting.
  • In coordination with the program and MEAL team, ensure that the monitoring feedback, learning and outcomes of evaluations are incorporated into program cycle.
  • In collaboration with Regional Grants Coordinator and Regional Head of Programs, support the development of project concept notes, log frames and indicators, theory of change, impact matrix for donor proposals.
  • Accountability systems and frameworks
  • Manage WHH Iraq key accountability mechanisms and reporting systems including the external Feedback and Complaints Response Mechanism (F-CRM) and policy; ensure all complaints/referrals/queries are followed up in a timely manner and sensitive cases acted upon immediately; ensure consistent and quality monthly FCRM, PDM and onsite accountability reporting of the MEAL Department for all projects.
  • Develop monitoring plan for CO and its partners for each project, supported by work plan and roles and responsibilities as well as appropriate data collection and accountability tools developed and tested in close collaboration with partners.
  • Establish a mechanism to review systems, and to improve them over time in close consultations with partners.
  • Coordination, Representation and Documentation
  • Consolidate and document lessons learned and best practices and share with relevant stakeholders pertaining to accountability, gender and social inclusion.

Partnerships (25%)

  • In coordination with Regional Partnerships Coordinator, continue to roll out the Partnership Strategy and Road map
  • Lead the development of capacity building plans according to results of due diligence and regular coordination meetings with local partners
  • Coordinate joint project monitoring visits to field sites with national partners
Qualifications & Preferred Skills

Required Qualifications:

  • Prior senior management experience, preferably in an international NGO with development focus.
  • At least 7 years of experience in a similar position.
  • Proven expertise in the development of new business, including writing concept notes, developing proposals, networking and contract negotiations
  • Experience of managing local partners and providing support particularly with reference to capacity building.
  • Extensive knowledge in the local context.
  • Solid experience in program cycle management, including strategic planning, budgeting, reporting, monitoring & evaluation

 

Skills and Knowledge:

  • Excellent communication and interpersonal skills
  • Excellent language skill in Kurdish, Arabic and English are required.
  • Prior Knowledge and understanding of relevant institutional donors
  • Strong representation, communication and negotiation skills
