Description

Background 

CARE International in Iraq, in partnership with The Lotus Flower, is implementing an ongoing ECHO-funded Protection Project in Duhok Governorate. The project provides a comprehensive package of protection services for internally displaced persons (IDPs) and at-risk host community members, including: 

  • Case management 
  • Cash for protection 
  • Awareness raising on protection topics 
  • Referrals and coordination with service providers 
  • Protection monitoring 
  • Mental health and psychosocial support (MHPSS) 

As part of strengthening MHPSS and staff well-being capacities, CARE and TLF seek to engage a mental health consultant to deliver targeted training and coaching to frontline caseworkers and project staff. 

Objective of the Assignment 

The overall objective of this assignment is to enhance the capacity of CARE and TLF staff to manage work-related stress, prevent vicarious trauma, and maintain emotional well-being in their daily work with vulnerable populations. 

Specific objectives include: 

  1. Strengthen participants’ understanding of Psychological First Aid (PFA) to provide immediate and appropriate emotional support to individuals in distress. 
  1. Increase awareness of vicarious trauma and secondary stress and build practical strategies for self-care and resilience. 
  1. Promote a supportive and well-being-oriented work culture within protection teams. 

Key Responsibilities 

The consultant will: 

  • Develop or adapt training materials in line with IASC MHPSS guidelines and CARE internal standards. 
  • Deliver a 1-day training on Psychological First Aid (PFA) protection staff. 
  • Deliver a 1-day training session on managing vicarious trauma and staff self-care. 
  • Facilitate interactive discussions and practical exercises tailored to the local protection context. 
  • Provide short follow-up coaching or debriefing sessions if needed. 
  • Submit a brief report summarizing sessions, participant feedback, and recommendations for continued staff well-being support. 

Expected Deliverables 

  1. Training agenda and materials (PFA and Vicarious Trauma). 
  1. Attendance sheet and pre/post-test results. 
  1. Summary report (2–3 pages) highlighting key outcomes and recommendations. 

Proposal: 

Interested consultants are required to submit a clear and detailed financial proposal that meets the following requirements: 

1.Level of Effort and Deliverables: 

The proposal must outline the level of effort required to complete the assignment, with costs broken down by deliverables as specified in the Objective of the Assignment 

2.Currency: 

  • All budget submissions must be presented in Iraqi Dinars (IQD) only. 
  • Budgets submitted in other currencies will not be considered. 

3.Exclusion of Participant and Logistical Costs: 

The financial proposal should not include participant-related or logistical costs, as these will be covered directly by CARE International in Iraq. 

4.Travel and Accommodation: 

  • The training will take place in Duhok for a duration of three (2) days. 
  • CARE International in Iraq will not cover travel or transportation costs to and from Duhok. 
  • Accommodation for the trainer during the training period will be provided by CARE. 
Qualifications & Preferred Skills
  • Advanced degree in psychology, clinical social work, counseling, or related field. 
  • Minimum 5 years of experience providing MHPSS services in humanitarian settings. 
  • Proven experience training staff on PFA and vicarious trauma. 
  • Familiarity with IASC Guidelines on MHPSS and contextual realities in the Kurdistan Region. 
  • Fluency Kurdish and Arabic
