PURPOSE OF DIVISION:

We are an independent Non-Governmental Organization (NGO) founded in the UK in 1984.  Working in 40 countries, we promote sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. We also respond to disasters and emergencies, helping people in crisis. Islamic Relief provides support regardless of religion, ethnicity, or gender and without expecting anything in return.

 

Islamic Relief Worldwide (IRW) has been working in Iraq for more than 20 years. IRW-Iraq was amongst the few aid agencies those were on the ground since 2003. Islamic Relief Worldwide Iraq is implementing several projects in the sector of livelihoods, WASH, Education, and Protection.

 

JOB PURPOSE:

Islamic Relief Iraq is implementing an Supporting a Resilient Economic Recovery by Strengthening Micro Small and Medium Enterprises (MSMEs) and Creating Job Opportunities for Young Graduates in Iraq – Thi Qar; therefore, we are seeking a potential MEAL officer to perform the task assigned task in the mentioned areas.

KEY ACCOUNTABILITIES

 

Job Responsibility:

Objective 1. Setting up the system

  • ensure a clear and thorough understanding of the project's objectives and result chain
  • Assist in the revision of the project logframe, particularly in the areas of performance indicators and their measurement,
  • Assist in the development and/or finalization of the project MEAL Plan and keep it updated in accordance with project activities and timeframes as relevant,
  • Ensure the implementation of the IRW MEAL framework, including developing MEAL plan, assessments/evaluations, data collection, reporting, lessons learned, tracking project performance and all MEAL related activities associated to the project’s budget and duration.
  • Ensure that the collected data complies with data quality standards, including validity, reliability, precision, integrity, and timeliness
  • Ensure the design and implementation of the Indicators Project Tracking Table (IPTT) to enable efficient and effective tracking and capturing of result chain indicators.
  • Ensure providing the support and the capacity building related to MEAL tasks to subordinates who are involved in the implementation of the MEAL activities.
  • Ensure the proper implementation of MEAL-related tools, along with timely and appropriate reporting in accordance with IRW reporting templates/systems.

Objective 2. Data Management and Analysis

  • Design and manage data collection tools to ensure they align with the project’s results framework and learning goals, including tools that support both qualitative and quantitative data.
  • Develop data flow maps that clearly define how data is collected, stored, analyzed, and shared within the project.
  • Ensure data quality by applying key dimensions such as accuracy, validity, reliability, timeliness, precision, and integrity in all data management processes.
  • Maintain comprehensive data sets that support ongoing monitoring, learning, and reporting needs, ensuring that all data is secure, anonymized (where required), and ethically handled.
  • Conduct regular data reviews and spot checks during field visits to validate the quality and consistency of collected data.
  • Analyze data using appropriate tools and techniques to generate insights that inform project implementation and adaptations.

 

  • Produce timely and user-friendly analysis outputs, including summary reports and infographics tailored to different stakeholder needs.

 

  • Support the use of data in decision-making, encouraging project teams and partners to reflect on findings and apply learning to improve program design and delivery.

Objective 3. Implementation MEAL and coordination

 

  • Collect and validate data on a regular basis to monitor progress and measure achievement against project performance indicators, ensuring alignment with the results framework.
  • Maintain, update, and administer the MEAL database to ensure data accuracy, security, and accessibility for analysis and reporting purposes.
  • Analyze collected data and aggregate findings to generate meaningful insights for program improvement and decision-making.
  • Coordinate and ensure the timely submission of MEAL reports, including baseline, endline, and progress reports, following standardized templates and quality benchmarks.
  • Identify key lessons learned and develop case studies and success stories that capture the qualitative impact of the project. Provide actionable recommendations to project teams based on MEAL findings.
  • Support the design and implementation of assessments, evaluations, and research initiatives, including needs assessments and strategy objective monitoring.
  • Coordinate with the Complaint and Feedback Response Mechanism (CFRM) focal point in managing the complaint and feedback, ensuring timely logging, analysis, and resolution of community feedback and complaints.

 

Objective 4. Communication

  • Produce reports on MEAL findings and prepare presentations based on MEAL data as required,
  • Provide the Programme unit with management information he/she may require,
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap,
  • Perform other duties as may be assigned by the MEAL Coordinator.
  • Produce clear, concise, and informative MEAL reports and data summaries to communicate findings to internal and external stakeholders.
  • Prepare visual presentations, infographics to effectively communicate MEAL data and promote learning within the organization.
  • Provide the program and senior management teams with timely and relevant monitoring information to support evidence-based decision-making.
  • Facilitate regular discussions and learning sessions based on MEAL findings within project teams and relevant forums. Proactively organize such sessions.
  • Promote a culture of learning and accountability by ensuring that monitoring results are used to inform programmatic decisions and improve project quality.
  • Carry out other tasks as assigned by the MEAL Coordinator and Program Manager, in line with MEAL objectives and organizational priorities.

 

Qualifications & Preferred Skills

PERSON SPECIFICATION

  1. A) EDUCATION/TRAINING

Required:

  • University degree in Social Sciences, Development studies or related field

 

  1. B) EXPERIENCE
  • 3-5 years’ experience in the field of MEAL working with INGOs/NGOs.

Required:

 

Professional Qualifications

  • Extensive experience in working for NGO or INGOs on Development fields with a minimum of three years of relevant experience
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
  • English-language proficiency (speaking, reading, writing).
  • Good writing and reporting skills
  • Ability to multi-task and meet deadlines
  • Proficiency in computer applications (MS Word, Excel, Power point).
  • Able to use data collection platforms such as kobo, ODK, CTO...etc.
