Main Job Purpose

Logistic& Procurement Assistant will effectively perform various activities throughout the procurement cycle to assist the acquisition of goods and services in support of the delivery of programms in iraq. Logistic& Procurement Assistant will report to Sr logistic& Procurement Officer, and will be responsible for ensuring the overall care and maintenance of the logistics, procurement and assets. The Logistic& Procurement must be able to rapidly turn Program materials around, whilst ensuring the security/ safety of the materials and maintaining audit-compliant records. He/she will based in Erbil with frequent travel to program area in Anbar and stay over night there.

Accountabilities

  • Ensure all HA and donor specific policies and procedures are followed for the procurement process
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Attend all the procurement committee meetings.
  • Visits suppliers (company site, stores, and/or production facilities) to collect information and support the due diligence process.
  • Maintain and update supplier information for regularly purchased items, and be informed of current local market conditions.
  • Verifies and prepare GRN for receipt of items by comparing items received to items ordered; resolves shipments in error with suppliers.
  • Ongoing market research for new suppliers that may provide better service or value for money for HA.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Advise the Project officer and Sr logistic& Procurement Officer on procurement-specific issues or improvements.
  • Ensure procurement files are accurate and records are in compliance to HA and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable.
  • Maintaining an up-to-date inventory list & proper storage of HA assets in the storage room or other storage sites.
  • Responsible for logistical support to the Erbil and Anbar office, including maintenance & repair, generator functionality & fueling, etc.  
  • Responsible for developing daily staff movement plans, scheduling of vehicles based on program needs and oversight.
  • Provide timely Procurement Reports to the Sr logistic& Procurement Officer as needed
  • Conduct all duties in accordance with the HA Code of Conduct and ensure all suppliers conform with the HA Code of Ethics
  • Any other duties or tasked delegated by Sr logistic& Procurement Officer.
Qualifications & Preferred Skills

Job Requirements

Education: Degree or Diploma in Procurement and Supply Chain Management preferred

  • 2 years’ working experience performing similar duties
  • Strong sense of personal integrity and commitment.
  • Attention to detail and ability to multi-task.
  • Team spirit and problem solving abilities.
  • Knowledge of generic Supply Chain Management systems and forms
  • Good mathematical skills.
  • Competent in computer use and maintenance
  • Excellent interpersonal, organizational and time management skills
  • MS Office Suite
  •   Competent in spoken and written English, Kurdish and Arabic
