Background
iMMAP Inc. in Iraq supports national authorities, international, and local non-government organizations to strengthen their information management (IM) capabilities through a comprehensive approach that combines tailored capacity strengthening, the development of IM/ GIS procedures and standards, and the design of innovative IM tools. The support provided by iMMAP Inc. enables evidence-based decision-making to better plan, prioritize, and deliver services to those in need.
Within this framework, the Information Management Officer – Developer plays a critical role in the technical development and implementation of IM/ GIS solutions. The position focuses on the design, optimization, and maintenance of databases and applications, integration of GIS and analytics tools, and the establishment of standards and workflows that improve data quality, interoperability, and system performance. The IMO – Developer also contributes to building the capacity of national mine action authorities and partners in advanced information management, GIS, and data analytics, ensuring sustainability and institutional knowledge transfer. By providing technical expertise in system development, data processing, and visualization, the position supports the national mine action program in Iraq to collect, manage, analyze, and share mine action and related data, thereby enabling effective planning, prioritization, and coordination of operations.
Reporting Line
The Information Management Officer (IMO) – Developer will report directly to the Project Manager and the Country Representative.
Scope of Work
Objective:
The purpose of this position is to strengthen analytics, streamline and develop system workflows, and ensure interoperability, while improving reporting consistency and data quality. It will build staff capacity, support system development, and safeguard institutional knowledge, thereby enhancing operational efficiency and system performance. The role also enables data-driven decision-making, promotes seamless data sharing, reduces duplication, and improves coordination among stakeholders.
Description of Duties
System Development & Data Management
- Develop and maintain information management systems and applications to enhance operational efficiency.
- Design and manage data models, workflows, and APIs to ensure interoperability and integration across platforms.
- Optimize system performance and data processing capabilities.
- Implement incremental upgrades and feature enhancements on existing live systems based on user feedback and operational needs, ensuring sustainability and adaptability over time.
GIS & Spatial Analysis
- Produce GIS products, including maps and interactive dashboards.
- Conduct spatial analysis to support prioritization of clearance and risk education activities.
- Ensure quality control of geospatial data and support integration with national systems.
Data Analytics & Visualization
- Apply advanced data modeling and transformation techniques to structure, clean, and standardize datasets for analysis and integration.
- Develop advanced analytics and visualizations to support evidence-based decision-making.
- Automate reporting processes to ensure timely and accurate information flow.
- Provide technical support in developing dashboards for national authorities and partners.
Capacity Building
- Design and deliver structured training on IMSMA Core, OSDBMA, advanced SQL, KOBO Toolbox, Power BI, GIS, R/ Python, and data analysis.
- Develop comprehensive course content, training manuals, and practical exercises tailored to NMAA needs.
- Conduct pre- and post-training assessments to measure knowledge gain and training effectiveness.
- Provide mentorship and on-the-job support to strengthen institutional knowledge.
- Mainstream gender and climate perspectives into training materials and practices.
Standards, Quality Assurance & Compliance
- Develop and implement SOPs, guidelines, and data standards to ensure consistency and harmonization.
- Support partners in applying international best practices for data management and protection.
- Monitor compliance with data protection and IM quality standards.
Coordination & Strategic Engagement
- Collaborate with national mine action authorities, international operators, and humanitarian partners.
- Facilitate data sharing to reduce duplication and improve coordination.
- Support knowledge transfer and institutionalization of best practices within government and partner institutions.
- Conduct any other tasks related to information management/ GIS/ development as requested by the Project manager and the Country Representative.
Requirements
Education
- Advanced university degree in Computer Science, Information Management, GIS, or a related field.
Experience
Technical Development & Systems
- Minimum of 5–7 years of relevant professional experience in database/web development, GIS, and data analytics.
- Strong technical knowledge and proven ability in PHP, Python, PostgreSQL, PostGIS, MySql, SQL, JavaScript, and API development.
GIS & Data Analytics
- Competency in GIS platforms (QGIS, ArcGIS, and web-based GIS).
- Advanced proficiency in data analytics and visualization tools (e.g., Power BI, Tableau, Excel).
Capacity Building & Institutional Strengthening
- Demonstrated track record in capacity building, institutional strengthening, and knowledge transfer.
- Excellent training, facilitation, and mentorship skills.
- Ability to integrate gender and climate-sensitive approaches into information management.
Contextual Knowledge & Collaboration
- Experience in humanitarian or development contexts; prior mine action experience is an asset.
- Familiarity with international data standards and protocols in humanitarian information management.
- Strong communication and coordination skills with diverse stakeholders.
