Main purpose of the job:
Coordinating and overseeing vehicle operations in Baghdad in accordance with traffic regulations and MSF security rules, while ensuring that the driver team performs their duties effectively to provide safe, efficient, and reliable transportation of people and goods.
Accountabilities:
- Transporting MSF personnel and material ensuring their safety.
- Supervising the team of drivers and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and MSF instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers' work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook;
- Performing monthly checks of the vehicle inventory, documentation and first aid kit together with the responsible driver and conducting a driving test for all new drivers. Performing regular drivers' assessments.
- Coordinating and supervising the associated resources (drivers) and fleet management to ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control. Organizing training courses for drivers
- Checking and ensuring that safety procedures are met in vehicles to ensure that transportation is in the best conditions of safety for travelers.
- Reporting any problems with the vehicles (mechanical, accidents...) to the line manager / technical referent as well as preparing monthly reports on services, spare parts, consumption, etc. of each vehicle.
- Ensuring maintenance on the fleet of vehicles to be in perfect working order and that cars are serviced at the desired time to ensure good use of it and be able to deliver services.
- Looking after all equipment related to vehicles and driver. Ensuring the proper use of radios in vehicles, numbers and codes, according to MSF protocols and procedures in place

MSF CH/Context Specific Accountabilities:
Movement planning, follow up and coordination
· Organize daily movements, assign vehicles and drivers, confirm destinations and schedules, and communicate changes to relevant teams.
· Ensure compliance with approved routes, movement restrictions, check-in procedures, and security instructions.
· Follow up of the vehicle location and having knowledge of vehicles locations by using the vehicles follow up tools
· Setting up and regularly update movement road books.
Accident and incident management
· Ensure accidents, breakdowns, traffic violations, and security incidents are immediately reported and documented.
· Support investigations and follow up on corrective actions, insurance, and repair procedures.
Legal and administrative compliance
· Ensure driving licences, vehicle registrations, insurance, permits, and other required documents remain valid and available.
· Monitor traffic fines and ensure compliance with national traffic laws.
Fuel and cost monitoring
· Monitor fuel consumption, mileage, maintenance costs, and vehicle use.
· Investigate unusual consumption or discrepancies and propose corrective measures.
Driver conduct and passenger service
· Ensure drivers behave professionally, maintain confidentiality, respect passengers, wear seatbelts, follow speed limits, and do not use phones while driving.
· Ensure compliance with MSF policies, including the Code of Conduct and prevention of abuse or harassment.
Emergency preparedness
· Ensure drivers know emergency contacts and procedures for accidents, breakdowns, medical emergencies, checkpoints, communication failure, and security incidents.
· Organize driver briefings before exceptional or long-distance movements.
Team management
· Participate in driver recruitment and induction.
· Set objectives, conduct performance appraisals, identify training needs, manage attendance, and address misconduct or performance issues with the line manager and HR.
Vehicle cleanliness and readiness
· Ensure vehicles are clean, fuelled, equipped, and ready for movement.
· Ensure each vehicle has the required tools, spare tyre, fire extinguisher, first-aid kit, communication equipment, and emergency supplies.
Handover and vehicle allocation
· Ensure proper vehicle and key handovers between drivers, including recording damage, mileage, fuel level, and equipment.
· Prevent unauthorized use of vehicles.
Coordination and communication
Coordinate regularly with logistics, supply, medical, HR, security, and project teams regarding movement needs and fleet availability.
· Communicate delays, shortages, breakdowns, or operational constraints promptly
Requirements:
Education - Essential: Literacy. Driving license. And basic mechanical skills
Experience - Essential: minimum 2 years experience working as a Driver - Essential: experience with 4X4 vehicles - Desirable experience working with NGOs
Languages - Essential: Fluent in both English and Arabic
Knowledge - Desirable knowledge of basic mechanics - Good knowledge of mission area roads - Baghdad
