Position Title: Field-Based Technical Assessment Officer
Project: NABNI Project – Technical Feasibility Assessment

- Background
The Building for Peace Facility (B4PF) is an initiative that supports locally led reconstruction in Iraq, with the broader aim of promoting social cohesion, addressing the root causes of conflict, and improving livelihoods and governance in conflict-affected areas. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank, B4PF empowers local actors and NGOs to implement community-driven projects that restore infrastructure, deliver essential services, and promote inclusive governance.
As part of preparations for upcoming interventions in Sinjar, KOHRW has conducted a Local Peace and Conflict Analysis (LPCA) to identify key drivers of conflict, opportunities for social cohesion, and priority needs. Based on this analysis, KOHRW will propose potential activities in specific locations. The selected consultant will be responsible for conducting feasibility assessments and environmental and social (E&S) risk assessments for these proposed activities, ensuring alignment with B4PF requirements and community priorities.
- Scope of work
The scope of work will conduct the feasibility study to assess and evaluate the site of the proposed activities, collect all the required information, measurements and designs parameters that are required to carry out comprehensive activities designs in accordance with national requirements. The site assessment will include environmental and social screening and assessment to identify the potential environmental and social risks and impacts using the forms and templates that will be provided by KOHRW. The consultant will carry out consultations and discussions with the relevant stakeholders, including respective local authorities, to ensure all requirements, concerns and feedback regarding the activities designs and environmental and social risks and impacts including issues related to the land acquisitions or facilities use are taken into feasibility assessment consideration. Subsequentially, the consultant will carry out comprehensive activities design concepts that will include preparation of technical designs including BoQs, drawings, specifications, and contract document, and feasibility assessment report that studying the financial feasibility of the activities, projecting its costs and profitability. Additionally, prepare the E&S Screening report that presents the key E&S found and the outcomes of the consultations with respective stakeholders, including local authorities. As part of the technical designs, the consultant will develop maintenance and operation procedures and guidelines for the proposed activities to ensure sustainable project operation after the implementation.

- Key Responsibilities
The Field-Based Technical Assessment Officers will:
- Feasibility Preparation Support
- Assist in arranging meetings, site visits, and logistical coordination for assessment activities
- Support collection of background data and community inputs on feasibility scope
- Site Location Assessment
- Conduct physical site visits to support surveys (engineering, environmental, and social)
- Map site features (with GPS or visual sketching if needed)
- Conduct basic observations (infrastructure conditions, access points, utilities)
- Stakeholder Engagement
- Coordinate meetings with local authorities, community leaders, and other stakeholders
- Facilitate focus group discussions or interviews as instructed by the technical team
- Record stakeholder feedback and concerns
- Regulatory Landscape Support
- Assist in collecting local regulatory documentation related to land, access, and construction
- Liaise with local government offices for relevant permits or regulations
- Data Collection and Documentation
- Fill out technical checklists, forms, and templates provided by KOHRW’s technical team
- Take geo-tagged photos and record field observations
- Ensure organized filing of collected data
- Support for E&S Screening (under guidance of the E&S Specialist)
- Collect community feedback on potential risks and sensitivities
- Support in documenting environmental or social concerns raised at the field level
- Reporting
- Submit daily or weekly field reports with updates and collected data
- Flag any access, security, or technical concerns immediately.

- Required Qualifications
- Bachelor's degree in Civil Engineering or related discipline (Master’s degree preferred)
- Minimum 3 years of field engineering experience, preferably in humanitarian or development projects
- Strong knowledge of site investigation, BoQ preparation, and technical reporting
- Familiarity with national construction standards and safety protocols
- Experience working in Sinjar is a strong asset
- Strong communication and interpersonal skills
- Fluency in Arabic and/or Kurdish (Yazidi language is an asset)
- Proficiency in MS Office, AutoCAD or sketching software is preferred
- Logistics and Working Conditions
- The position is field based with frequent travel to remote sites
- KOHRW will provide logistical support, transport, and per diems based on organizational policy
- Field risks, security, and access considerations will be managed in coordination with KOHRW’s field team.
