Program Overview: Chemonics International, a US-based international development consulting firm, seeks an Environmental Compliance Advisor for the USAID Iraq Together project. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.

 

Position Overview: The Environmental Compliance Advisor reports to Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Lead and is responsible for overseeing the project’s environmental compliance and sustainability including working with project partners, grantees, and vendors to ensure that activity design mitigates environmental harm, promotes sustainability, and incorporates climate change mitigation and adaptation measures. The advisor will also support the project in increasing the adaptation of climate-change mitigation technologies throughout project implementation and activity design, including assisting directorate staff on improving the coordination between directorates and the Ministry of the Environment. This position is open to Iraqi nationals residing in Iraq.

 

Responsibilities include, but are not limited to:

  • Support the development of tools and approaches to incorporate practical climate change adaptation and environmental sustainability into activity design and implementation, including solar technologies, off-grid approaches, water and energy conservation, and alternative energy sources
  • Ensure proper monitoring and mitigation measures have been incorporated into project grant and subcontract implementation plans
  • Establish processes and procedures for implementation of the project’s Environmental Mitigation & Monitoring Plan (EMMP)
  • Support the Localization Fund and Regional Teams in monitoring activities at all stages to ensure EMMP mitigations have been incorporated, including conducting regular field visits to high-risk, high-visibility initiatives to ensure partners are following climate and environmental risk mitigation efforts
  • Review environmental threshold decisions and climate risk determinations made by technical teams during activity development
  • Lead quarterly, semi-annual, and annual reporting to USAID on environmental monitoring and mitigation and climate risk mitigation measures
  • Support project staff to ensure that activity design and implementation complies with USAID regulations for environmental compliance and check all documentation for accuracy and completeness prior to submission
  • Ensure that all project work plans reflect current best practices in environmental compliance, including specific procedures related to grant solicitation and selection, implementation, disbursements, monitoring & evaluation, and close-out
  • Other tasks as assigned
Qualifications & Preferred Skills

Minimum Qualifications:

  • Bachelor’s degree in a relevant field
  • Minimum three years of experience in applying environmental compliance regulations and creating and implementing environmental management plans required, work experience and familiarity with USAID EMMP guidance and mitigation measures strongly preferred
  • Experience supporting project environmental compliance, drafting and managing EMMPs, and developing county specific environmental evaluations
  • Familiarity with USAID grant, subcontract, and procurement regulations and requirements preferred
  • Fluent written and spoken English and Arabic
