1. Main Objective

AVSI Foundation in the framework of its project: "ArTourBagh: AID 013098/01/0" intends to contract a Driver with Vehicle (Model 2022 or above) to provide on-call transportation services to AVSI staff to ensure the safe, efficient, and smooth implementation of AVSI’s operations in Baghdad Governorate, and between AVSI offices in Baghdad and Fallujah.

The service will be inclusive of:

• Vehicle rental with driver

• Fuel costs

• Third-party insurance coverage (for driver and passengers).

2. Main Responsibilities

The Driver will be responsible for:

• Ensuring the fulfilment of transportation needs as requested by AVSI.

• Carrying out driving duties and transporting staff and materials as per instructions provided by the Logistics Officer.

• Conducting trips within Baghdad Governorate and, when required, between Baghdad and other Governorates.

• Ensuring the safety and security of both passengers and vehicle at all times.

• Maintaining accurate and complete documentation related to vehicle use and assigned duties.

• Strictly adhering to AVSI’s driving rules, safety standards, and compliance requirements.

• Completing and submitting a daily vehicle log sheet recording all movements and missions, to be presented for monthly settlement.

3. Vehicle Specifications

The service provider must provide a modern SUV vehicle, meeting the following requirements:

• Model year: 2022 or above

• Type: SUV – Double Axel (4x4)

• Capacity: 7 seats

• Odometer: not exceeding 80,000 KM

• Availability: Unlimited daily mileage (KM)

The vehicle must be in excellent mechanical condition, clean, and regularly maintained to ensure operational reliability and passenger safety.

4. Insurance and Legal Requirements

• The driver must hold a valid driving license and comply with all traffic laws and regulations.

• The vehicle must have valid registration and Third-Party Insurance that covers the driver and all passengers.

• Proof of insurance and registration must be submitted prior to the start of the contract and maintained throughout the period of service.

5. Safety Equipment in the Vehicle

Each vehicle must be equipped with the following safety items:

• Comprehensive First Aid Kit (within valid expiry date).

• Fire Extinguisher (expiry not less than six months).

• Warning Triangle.

• Functional seatbelts and headrests for all seats.

• Lock nuts for each wheel.

6. Reporting and Documentation

• A Daily Vehicle Log Sheet must be completed by the driver for every mission and signed by AVSI staff.

• The completed log sheet will be used to calculate and verify the monthly service settlement.

7. Payment Terms

• Payments will be made monthly, based on approved vehicle logs and satisfactory service delivery.

• Payment will be processed via bank transfer to a dedicated bank account or by cheque, at AVSI’s discretion.

8. Additional Notes

• AVSI may invite shortlisted candidates to submit their financial offers and will conduct an evaluation process to select the most economically advantageous proposal.

• AVSI may invite shortlisted candidates to undergo a technical assessment, which will primarily consist of a driving test, to evaluate their practical skills and compliance with safety standards.

• AVSI reserves the right to request vehicle inspection prior to contract signature.

• AVSI may terminate the service contract in case of repeated delays, non-compliance with safety standards, or unsatisfactory performance.

تعتزم مؤسسة AVSI، في إطار مشروعها: "ArTourBagh: AID 013098/01/0"، التعاقد مع سائق يمتلك سيارة (موديل 2022 أو أحدث) لتقديم خدمات نقل عند الطلب لموظفي AVSI، بما يضمن تنفيذ أنشطة المؤسسة في محافظة بغداد، وبين مكاتب AVSI في بغداد والفلوجة بشكل آمن وفعّال وسلس.

تشمل الخدمة ما يلي:

• تأجير السيارة مع السائق

• تكاليف الوقود

• تأمين ضد الغير (يشمل السائق والركاب)

2. المسؤوليات الرئيسية

يتحمل السائق المسؤوليات التالية:

• ضمان تلبية احتياجات النقل المطلوبة من قبل AVSI.

• تنفيذ مهام القيادة ونقل الموظفين والمواد حسب التعليمات الصادرة عن مسؤول اللوجستيات.

• القيام بالرحلات داخل محافظة بغداد، وعند الحاجة، بين بغداد ومحافظات أخرى.

• ضمان سلامة وأمان الركاب والمركبة في جميع الأوقات.

• الحفاظ على توثيق دقيق وكامل لاستخدام المركبة والمهام المنفذة.

• الالتزام التام بقواعد القيادة والمعايير والإجراءات المعتمدة لدى AVSI.

• تعبئة سجل يومي لحركة السيارة يتضمن جميع الرحلات والمهام المنجزة، وتقديمه شهريًا لأغراض التسوية المالية.

3. مواصفات المركبة

يتوجب على مقدم الخدمة توفير سيارة حديثة من نوع SUV، وفق المواصفات التالية:

• سنة الصنع: 2022 أو أحدث

• النوع: SUV – دفع رباعي (Double Axel 4x4)

• السعة: سبعة (7) مقاعد

• عداد المسافات: لا يتجاوز 80,000 كيلومتر

• التوفر: عدد كيلومترات غير محدود يوميًا

يجب أن تكون المركبة في حالة ميكانيكية ممتازة، نظيفة، وتخضع للصيانة الدورية لضمان السلامة التشغيلية وسلامة الركاب.

4. المتطلبات القانونية والتأمينية

• يجب أن يحمل السائق رخصة قيادة سارية المفعول وأن يلتزم بجميع القوانين والأنظمة المرورية.

• يجب أن تكون المركبة مسجلة بشكل قانوني ومشمولة بـ تأمين ضد الغير يغطي السائق والركاب.

• يجب تقديم إثبات التأمين والتسجيل قبل بدء العقد والحفاظ على سريانه طوال فترة تقديم الخدمة.

5. معدات السلامة في المركبة

يجب أن تحتوي كل مركبة على معدات السلامة التالية:

• حقيبة إسعافات أولية شاملة (سارية المفعول).

• طفاية حريق (بتاريخ صلاحية لا يقل عن ستة أشهر).

• مثلث تحذيري.

• أحزمة أمان ومسندات رأس لجميع المقاعد.

• صواميل أمان (Lock Nuts) لكل عجلة.

6. التقارير والتوثيق

• يجب على السائق تعبئة سجل حركة يومي لكل مهمة، ومصادقته من قبل موظفي AVSI.

• سيتم استخدام السجل اليومي للمركبة لحساب وتسوية المدفوعات الشهرية المستحقة.

7. شروط الدفع

• يتم الدفع شهريًا بناءً على السجلات المعتمدة وجودة الخدمة المقدمة.

• يتم الدفع عبر تحويل بنكي إلى حساب مخصص أو بواسطة شيك، وفقًا لتقدير AVSI.

8. ملاحظات إضافية

• قد تدعو AVSI المرشحين المدرجين في القائمة القصيرة إلى تقديم عروضهم المالية، وستجري عملية تقييم لاختيار العرض الأكثر جدوى من الناحية الاقتصادية.

• قد تدعو AVSI المرشحين المدرجين في القائمة القصيرة إلى اجتياز تقييم فني يتمثل أساسًا في اختبار قيادة لتقييم مهاراتهم العملية ومدى التزامهم بمعايير السلامة.

• تحتفظ AVSI بالحق في طلب فحص المركبة قبل توقيع العقد.

• تحتفظ AVSI بالحق في إنهاء عقد الخدمة في حال تكرار التأخير، أو عدم الالتزام بمعايير السلامة، أو الأداء غير المرضي.

• Valid and recognized driving license authorizing the operation of 4-wheel drive vehicles (SUVs), pickup trucks, and minibuses.

• Excellent knowledge of Baghdad Governorate and surrounding areas, including main routes and security conditions.

• Good communication skills and professional attitude with passengers and colleagues.

• Ability to work effectively in a multicultural environment and adapt to changing operational needs.

المؤهلات والمهارات المطلوبة

• رخصة قيادة سارية ومعترف بها تخول قيادة المركبات الرباعية الدفع (SUVs)، والشاحنات الصغيرة ، والحافلات الصغيرة.

• معرفة ممتازة بمحافظة بغداد والمناطق المحيطة بها، بما في ذلك الطرق الرئيسية والظروف الأمنية.

• مهارات تواصل جيدة وسلوك مهني مع الركاب والزملاء.

• القدرة على العمل بفعالية في بيئة متعددة الثقافات والتكيف مع الاحتياجات التشغيلية المتغيرة.
