Job Title: Prehospital Emergency Care Field Officer (Health Field Officer)

Reports to: Deputy Head of Sub-Delegation
Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:
The International Committee of the Red Cross (ICRC) in Iraq aims to assist the Ministry of Health (MoH) in establishing a seamless continuum of care from the site of injury to the emergency department. This is facilitated through the Pre-Hospital Emergency Care (PHEC) and Emergency Department (ED) programs within the Emergency Care Support (ECS) initiative, which is planned for implementation from 2025 to 2027. The role of the Prehospital Emergency Care (PHEC) Field Officer is instrumental in the implementation of the Mosul Sub Delegation area of responsibility (“AoR”).
Main duties and responsibilities:
- Provides advanced first aid and EMS-related trainings for different target groups working in pre-hospital care in the Mosul Sub Delegation area of responsibility. Contributes to implementing, running, and monitoring the prehospital emergency and/or advanced first-aid programme(s) in cooperation with the health team, according to the objectives set out during the delegation’s annual planning process (“Planning for Results”) for in Mosul Sub Delegation area of responsibility.
- Maintains a sound and sustainable level of networking and relations with the relevant health authorities at the Mosul Sub Delegation area of responsibility to enable smooth and rapid ICRC response to emergencies that require ICRC intervention.
- Works jointly with other ICRC-related departments to develop a comprehensive emergency preparedness assessment and map the prehospital and emergency services in the Mosul Sub Delegation area of responsibility.
- Oversees the PHEC & First Aid (FA) program with a degree of autonomy and/or delivers services with autonomy in the supported Emergency Medical Services (EMS) and contributes actively to planning and coordinating EMS activities at the field level.
- Acts as an interface with the supported EMS services (EMS leadership, paramedic, EMT, dispatch, and non-health staff in the EMS services) and internal (ICRC) and external (local Ministry of Health/Directorate of Health EMS authorities, NGO counterparts) stakeholders on EMS-related issues.
Education and Professional Experience required:
- Bachelor’s degree in medicine, nursing, paramedic science/paramedic practice, or two to three years’ vocational training as a paramedic. (An emergency medical technician (EMT) diploma is NOT sufficient).
- Interests in developing a career within Pre-hospital Emergency Care (EMS / Ambulance services).
- Qualification as a trainer [e.g., in Basic Life Support (BLS), Advanced First Aid, Medic Responder Trauma Course (MRTC), Basic Emergency Care (BEC), IITT Triage, Advanced Cardiac Life Support (ACLS)] is a strong asset.
- Additional studies in a relevant field (nursing, emergency medicine, public health) are a strong asset.
- Fluent written and spoken command of English and Arabic.
- Computer literacy.
