Description

BACKGROUND

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad. PIN began its work in Iraq in 2003, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq. Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, climate change and civil society & good governance programming (CSIG). 

Place of work:

PIN Erbil Office with frequent travel to different areas in the Kurdistan Region of Iraq (KRI) and Federal Iraq (GoI) based on the designed project implementation and country program needs.

Duties and Responsibilities:

I. Monitoring, Evaluation, Accountability, and Learning (MEAL) Responsibilities

  • Organize and lead needs assessment and program monitoring activities, including individual interviews, focus group discussions (FGDs), and key informant interviews (KIIs), Post Distribution Monitoring (PDM), conducted either in the field or remotely (online).
  • Under the supervision of the MEAL Officer, coordinate and manage field enumerators by assigning tasks based on project needs.
  • Actively participate in training sessions and internal MEAL department meetings.
  • Support the facilitation of the in-depth training to enumerators on interviews, FGDs, and survey modalities related to baseline, midline, and endline assessments.
  • Clean both quantitative and qualitative data, draft detailed reports, and present findings in clear, actionable formats.
  • Report regularly to the MEAL Officer any potential project issues, risks, and any emerging opportunities or challenges relevant to the implementation.
  • Support the MEAL Officer in producing high-quality reports and analysis summaries that demonstrate accountability, learning, and program effectiveness.
  • Ensure proper organization, confidentiality, and secure storage of all MEAL-related data and documents.
  • Promote and strengthen understanding of MEAL principles and practices among other PIN staff in Iraq.
  • Provide safe and confidential environments for respondents during data collection by building trust and ensuring adherence to safeguarding protocols.
  • Accurately capture and enter data using digital or paper tools, manage data collection devices properly, and submit completed entries daily as required.

II.Complaints and Feedback Response Mechanism (CFRM)

  • Collaborate with the project team to establish the CFRM system and supervise the field Enumerators in implementing PIN’s beneficiary CFRM , including feedback collection through various channels.
  • Manage the day-to-day operations of the CFRM hotline and mobile platforms, field visits and ensuring accessibility, responsiveness, and quality service to beneficiaries.
  • Register all complaints and feedback in the CFRM logbook with accuracy and completeness and report any sensitive cases to the according to PIN protection policies.
  • Ensure timely and appropriate resolution of all feedback and complaints and maintain proper documentation throughout the process.
  • Deliver field-based awareness sessions to inform beneficiaries/Targeted groups or communities about the CFRM channels and how to access them across PIN projects.

III.  Other

  • Maintain a friendly, professional, and constructive working relationship with other PIN project teams.
  • Remain flexible and available to support other MEAL or CFRM activities as needed.
  • Perform any additional tasks assigned by the MEAL Officer or relevant line manager based on programmatic needs.

 

Qualifications & Preferred Skills
  • At least two year of work experience; experience in Monitoring and Evaluation (M&E) with international and/or local NGOs or other relevant organizations will be an asset.
  • Bachelor’s degree is required,
  • Good knowledge of qualitative and quantitative data collection and analysis methods,
  • Candidate must be willing to travel and work in difficult conditions.
  • Fluency in written and spoken English and Arabic, excellent writing and reporting skills, Kurdish is a plus.
  • Excellent skills in MS Word and Excel,
  • Knowledge of humanitarian standards and training in humanitarian response preferred.
  • Knowledge (knowledge of double-entry bookkeeping, PCM knowledge, sphere standards etc.). This is what people need to know to do their jobs
  • Relevant educational and/or professional background in working in data science or statistics, social sciences, data collection, or other.
  • Proven track for coordination or active facilitations of data collection
  • Experience in communicating with different stakeholders
  • Experience in working in NGOs context or academic/research institutions
  • Skills, which enable us to perform a specific activity related to the position (driving a vehicle, work with documentation, presentation skills, facilitation skills etc.)
  • Good communication skills, highly organized, result-oriented, responsible and reliable manner
  • Ability to work under pressure, proactive and independent working style
  • Good understanding of community participation and ability to communicate with impact and respect
  • Ability to deal with complex situations and solve related issues
