 Summary:

SOLIDARITÉS INTERNATIONAL invites qualified evaluators, consultancy firms, or evaluation teams to submit proposals for the Final External Evaluation of the NINEW’EAU Project: Strengthening the capacities of civil society and local actors in Nineveh Governorate to improve water resource management in the context of climate change in Iraq.

The evaluation will assess the project’s relevance, coherence, efficiency, sustainability, impact, partnership approach, localization, and cross-cutting themes, including gender, youth inclusion, climate/environment, accountability, participation, and Locally Led Adaptation principles.

The project was implemented in Sinjar and Tel Afar districts in Nineveh Governorate, in partnership with Humat Dijlah (HD) and Northern Technical University (NTU), with funding from Agence Française de Développement (AFD).

 

Scope of Work :


The selected evaluator/evaluation team will be expected to conduct:


Desk Review: Review project documents, reports, monitoring data, annexes, studies, communication materials, and final/endline data.


Field data collection :  Conduct fieldwork in selected locations in Sinjar and Tel Afar, subject to access and security conditions.


KIIs and FGDs: Engage SI, HD, NTU, technical authorities, community members, volunteers, farmers, youth, women, and relevant stakeholders.


Analysis :  Triangulate qualitative and quantitative findings.


Reporting :  Produce draft and final evaluation reports, recommendations, presentation, and AFD summary sheet.

 

Expected Deliverables :
The evaluator/evaluation team will be expected to submit:

•       Kick-off with an Inception Note: provide a detailed roadmap covering our methodology, sampling, and data tools to ensure alignment from day one.

•       Stakeholder Debrief: Presenting early findings to SI to ensure the data is validated before moving to the final reporting stage.

•       Full Evaluation Reporting: Delivering both a comprehensive draft and a feedback-incorporated final report that focuses on high-impact recommendations.

•       Executive Presentation: Crafting a streamlined slide deck designed for quick review by donors and management.

•       Actionable Tracking Matrix: Creating a dedicated matrix to track who is responsible for what, ensuring recommendations turn into results.

•       Bilingual Summary: Including an Arabic version of the executive summary to broaden the reach and impact of the findings.

•       Online Presentation of Findings: The evaluators shall present the final evaluation results and recommendations through at least one online presentation session with SI, and, if requested, with AFD and relevant stakeholders.

•       AFD Accountability Summary Sheet (2 pages): In addition to the full report, the evaluator shall complete and submit the standardized AFD evaluation summary template provided by SI/AFD, in editable format and PDF. This summary shall synthesize key information on project context, objectives, major achievements, relevance, partnership strategy, effectiveness, sustainability, replicability / scale-up potential, project strengths and lessons learned.

Required Profile : 


Applications are encouraged from Iraq-based evaluators, Middle East-based evaluators, consultancy firms, or evaluation teams with demonstrated access and experience in Iraq.

The evaluator/team should have:

 

Evaluation experience:  Final evaluations of humanitarian, recovery, resilience, climate adaptation, WASH, water governance, agriculture, or civil society strengthening projects.


Context knowledge:  Strong knowledge of Iraq, preferably Nineveh.


Technical knowledge: Localization, partnership quality, institutional strengthening, community-based environmental or water-related interventions.


Language :  Fluency in English and Arabic; Kurdish is an asset.


Field capacity :  Ability to conduct safe and ethical fieldwork in Iraq.


Independence :  No conflict of interest with SI, HD, NTU, or the project implementation.

 

Application Package : 
Interested applicants should submit:

•   Technical proposal, maximum 5 pages, including understanding of the assignment, methodology, sampling approach, team composition, risk management, and indicative workplan.
•   Financial proposal in IQD, with detailed budget breakdown.
•   CVs of proposed evaluator(s).
•   At least two examples of relevant previous evaluations, preferably in Iraq or the Middle East.
•   Contact details of two recent references.
