1. Background

SPARK is a non-profit NGO headquartered in Amsterdam with field offices throughout Southeast Europe, Africa, and the Middle East and North Africa. SPARK promotes higher education and entrepreneurship, empowering young ambitious people to lead their post-conflict communities to prosperity. SPARK has been working in Federal Iraq “included KR-I” to build students' capacity and improve their access to higher education, economic empowerment, entrepreneurship, partners capacity development, and leadership development. SPARK also helps current small and medium-sized enterprises (SMEs) thrive and create jobs.

2. Scope of the Service

SPARK is looking for a Certified Public Accountant for its Financial Report for 2025, the CPA will prepare SPARK financial reports and operations for Baghdad DNGO. It entails an accurate revision of the financial records to ensure they fulfill the standards of both the DNGO Baghdad, and includes the following significant objectives: Working on and verifying the financial reports and activities for 2025:

• The CPA is responsible for auditing the financial statements for the year 2025.

• The CPA will give a professional opinion on the financial statements of SPARK for the year 2025.

• Verifying the financial report for Baghdad DNGO’s by obtaining Iraqi Associations of Accountants' stamp for Baghdad DNGO.

• The CPA will sign and seal them after the completion of the audit procedures and obtain the required data according to the audit requirements.

• The CPA must submit the financial report for 2025 by March 31, 2026, to the Baghdad Directorate of NGO, thus SPARK will partner with the CPA to compile the appropriate documentation for this service.

• The CPA deliver to SPARK four certified copies of the financial Reports for 2025 along with a management report -and other required documents – to be submitted to the DNGO Department after completing the certification of the financial statements and the requirements of the DNGO Department.

3. Schedule & Deadline for Submission

The deadline for submission of RFP is February 5, 2026. Late RFP’s will not be accepted. 4. Awarded criteria:

SPARK is committed to conducting a fair and transparent proposal process, as well as ensuring that all bidders are treated and evaluated equally throughout the proposal process. Bidder responses will be weighted in four categories: Essential and Eligibility Criteria, Capability Criteria, and Commercial Criteria.

   1. A professional CPA certification.

   2. A degree in Accounting, Finance, Business Administration, or a related field.

2. Capability Criteria (30%)

   1. CPA experience in a similar project or activities field.

   1. Financial proposal

5. The required documentation to be submitted:

1. A professional CPA certification.

2. Stamped and Signed Financial Offer. The financial proposal must be in IQD and include VAT and any other tax.

3. Evidence of previous experience in form of Contracts, Completion Certificates, and Letter, etc.
