Consultant for Food Systems Assessment & Feasibility Study

Objectives of the consultancy and expected outcomes

Iraq is among the world’s most climate-vulnerable countries, with a score of 0.436 for vulnerability (ND-GAIN Index, 2025) and appearing in the bottom 40% of countries for preparedness. Iraq ranks fifth globally in vulnerability to reduced water and food availability and extreme temperatures, according to UNEP’s Global Environment Outlook (GEO-6). This places Iraq on the frontline of an escalating climate crisis. Iraq’s geographic and hydrological characteristics expose the country to multiple climate-related hazards, which are being intensified by climate change, including rising temperatures, declining and more variable rainfall, recurrent droughts, chronic water scarcity, increasing frequency of dust and sand storms, and heightened flood risk (NDC, 2025, IEA, 2025). These impacts are already affecting livelihoods, agricultural productivity, health, and displacement patterns, and disproportionately affect the most vulnerable and climate-exposed communities, particularly rural populations, smallholder farmers, and internally displaced people (Weathering Risk, 2025, UK MET Office, 2025).

 

The focus areas of the planned project are to:

  1. Train smallholder farmers and women through Farmer Business School sessions.
  2. Provide digital advisory support to enhance climate-smart agricultural practices.
  3. Strengthen market access and climate-resilient livelihoods for farming communities.
  4. Support agri-business development aligned with local market needs.
  5. Build institutional capacity of local government on food safety monitoring.
  6. Enhance knowledge and systems for effective food safety oversight.
