Summary: -

Near East Foundation (NEF) Iraq Office invites you to submit an offer for the provision of Rental Vehicle Service with Driver to support NEF operations, primarily in Ninevah province (Mosul).

NEF will utilize the service based on actual operational needs and will pay monthly at the end of each month. The vehicle and driver should be available for up to 8 working hours per day (from 8:30 AM to 5:00 PM as 30 minutes is counted toward a lunch break), subject to adjustment based on NEF requirements, five days per week.

Requirements:

• Service driver with a vehicle Model 2023 or newer.
• The Vehicle should include Min 2 functional Airbags (Driver + Passenger), ABS/EBD and Emergency Kit & Fire Extinguisher/Tool Kit
• The driver should have a good background experience (Previous experience with INGO is an advantage) and have a valid driver's license and car registration.
• The driver should be based in Mosul.
• The vehicle should be in excellent condition in terms of body, millage passed, A/C and heating, engine.
• NEF will not pay for any extra payment such as fuel, maintenance, and accommodation

Payments

• NEF will pay per month according to Log sheet that the driver provides it with approval of NEF Staff and driver compliance with the timing and operating standards mentioned above.

 Location: Ninevah province.

Interested bidders are to read this RFQ carefully, print it, sign, all the pages and submit a quotation according to all the requirements. The deadline for submission of quotations is Sunday, August 17, 2025, at 15:00 (Iraq time). The Provider that does not submit their quotation by this deadline will not be considered.

Your quotation should clearly indicate the following:

1. Currency of offer
2. Total price per month (including delivery cost and VAT)
3. Validity of the offer
4. Detailed specifications (The Driver’s CV, Vehicle Specification with model and Pictures)

Conditions of quotation:

• Payment will be made within 10 working days after receiving a proper invoice, in IQD.

• All suppliers doing business with NEF should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure the non-exploitation of child labor, and give fair working conditions to their staff. NEF reserves the right to reject quotations provided by suppliers not meeting these standards.
• Vendors doing business with NEF will be screened on anti-corruption due diligence before confirming an order or contract.
• All prices shall be quoted by the Bidder in IQD.
• Supplier Information on the quotation should include Company Name – Stamp – Address - Contact person - Contact phone number - E-mail 
• NEF reserves the right to accept or reject the whole or part of your quotation based on the information provided. Incomplete quotations which do not comply with our conditions will not be considered.
• Shortlisted suppliers may be required to submit samples of each item. Please be sure to have all samples available at short notice and wait for a response from NEF if you have been shortlisted.
• NEF may increase or decrease the required quantality at the time of purchase order, delivery time will be mutually agreed upon if the quantity is increased.

يدعو مكتب مؤسسة الشرق الأدنى (NEF) في العراق إلى تقديم عرض أسعار لتوفير خدمة تأجير مركبة مع سائق لدعم عمليات NEF، بشكل أساسي في محافظة نينوى (الموصل).

ستقوم NEF باستخدام الخدمة بناءً على الاحتياجات التشغيلية الفعلية، وسيتم الدفع شهريًا في نهاية كل شهر. يجب أن تكون السيارة والسائق متاحين لمدة تصل إلى 8 ساعات عمل يوميًا (من الساعة 8:30 صباحًا حتى 5:00 مساءً مع احتساب 30 دقيقة كاستراحة للغداء)، مع إمكانية التعديل بناءً على متطلبات NEF، وذلك لمدة خمسة أيام في الأسبوع.

المتطلبات:

• توفير سائق مع مركبة بسنة صنع 2023 أو أحدث.
• يجب أن تحتوي المركبة على ما لا يقل عن وسادتين هوائيتين فعالتين (للسائق والراكب الأمامي)، ونظامي ABS/EBD، وحقيبة إسعافات أولية، ومطفأة حريق، وعدة أدوات.
• يجب أن يكون لدى السائق خبرة جيدة (الخبرة السابقة مع المنظمات الدولية غير الحكومية تعتبر ميزة) وأن يمتلك رخصة قيادة صالحة وأوراق تسجيل المركبة.
• يجب أن يكون السائق مقيماً في الموصل.
• يجب أن تكون المركبة في حالة ممتازة من حيث الهيكل، وعدد الكيلومترات المقطوعة، والتكييف والتدفئة، والمحرك.
• لن تدفع NEF أي تكاليف إضافية مثل الوقود أو الصيانة أو الإقامة.

المدفوعات:

• ستدفع NEF شهريًا وفقًا لكشف التحركات الذي يقدمه السائق بعد موافقة موظفي NEF، وبشرط التزام السائق بالمواعيد والمعايير التشغيلية المذكورة أعلاه.

على الراغبين في التقديم قراءة هذا الطلب بعناية، وطباعته، وتوقيع جميع صفحاته، وتقديم عرض أسعار يستوفي جميع المتطلبات. آخر موعد لتقديم العروض هو يوم الأحد 17 أغسطس 2025 الساعة 15:00 (بتوقيت العراق). لن يتم النظر في أي عرض يتم تقديمه بعد هذا الموعد.

يجب أن يتضمن عرض الأسعار بوضوح ما يلي:

1. عملة العرض.
2. السعر الإجمالي الشهري (شامل تكلفة التوصيل وضريبة القيمة المضافة).
3. مدة صلاحية العرض.
4. المواصفات التفصيلية (السيرة الذاتية للسائق، مواصفات المركبة مع سنة الصنع والصور).

شروط عرض الأسعار:

• يتم الدفع خلال 10 أيام عمل بعد استلام فاتورة صحيحة، وبالدينار العراقي.
• يجب على جميع الموردين المتعاملين مع NEF الالتزام بالمعايير الأخلاقية العالية، واحترام وتطبيق حقوق الإنسان والاجتماع الأساسية، وضمان عدم استغلال عمالة الأطفال، وتوفير ظروف عمل عادلة للموظفين. تحتفظ NEF بالحق في رفض العروض المقدمة من موردين لا يلتزمون بهذه المعايير.
• سيتم إجراء فحص العناية الواجبة لمكافحة الفساد للموردين قبل تأكيد أي طلب أو عقد.
• يجب أن تُعرض جميع الأسعار بالدينار العراقي.
• يجب أن تتضمن معلومات المورد في العرض: اسم الشركة، الختم، العنوان، اسم الشخص المسؤول، رقم الهاتف، البريد الإلكتروني.
• تحتفظ NEF بالحق في قبول أو رفض العرض كليًا أو جزئيًا بناءً على المعلومات المقدمة. لن يتم النظر في العروض غير المكتملة أو غير المتوافقة مع الشروط.
• قد يُطلب من الموردين المدرجين في القائمة القصيرة تقديم عينات من كل عنصر. يرجى التأكد من توفر العينات خلال فترة وجيزة وانتظار رد NEF في حال تم إدراجكم بالقائمة القصيرة.
• قد تقوم NEF بزيادة أو تقليل الكمية المطلوبة عند إصدار أمر الشراء، وسيتم الاتفاق على موعد التسليم إذا زادت الكمية.
