Description

Function Prerequisite:

The position requires a person with experience from mid to senior-level coordination and planning at all levels of governance as well as proven experience of assessments, reporting, and analysis in relation to Non-Technical Survey (NTS).  This is inclusive of but not limited to the following:

  • Management of NTS teams
  • Management of Risk Education (RE) activities
  • Management of Impact Assessment (IA) activities

The successful NTS Officer should demonstrate the ability to show excellent interpersonal and communication skills, lead and communicate effectively with team members (international and national personnel) of varied work styles, follow procedures, and meet deadlines. Proven ability to learn quickly, take initiative, and be accountable for results, multi-tasks, prioritizing, and simultaneous attention to detail. Work high professional standard of work ethics, as well as the willingness and ability to enforce compliance with NPA and donor policies. Show proactive, creativity, and be a problem-solver

General Responsibilities:

  • Work within the framework of NPA’s core values.
  • Act as an ambassador for NPA, through professionalism and good conduct.
  • Adhere to all NPA policies, regulations, and procedures.
  • Maintain all equipment issued by NPA and for any loss or damage, be liable for repair or replacement.
  • Follow all verbal and/or written instructions, unless in direct violation of safety and duty of care.
  • Ensure a safe workplace and protect property and equipment from damage.
  • Contribute to methodology development for NTS procedure and policy.
  • Any other task or duty as assigned by the STFM/TFM.

Principle Responsibilities:

  • Report directly to STFM for planning, monitoring, and NTS/EORE management
  • Responsible for assisting the TFM in coordinating NTS, EORE, and IA training and related activities
  • To assist the STFM in standardizing NPA SOP’s and policies related to NTS
  • Work with Information Management of the establishment and management of an NTS/EORE database
  • Continuous liaison with national and local authorities and field checks of NTS teams
  • Overseeing and coordinating all NTS, EORE, and IA activities
  • Assist the TFM on internal and external logistical issues related to NTS
  • Assist STFM in the management and deployment of the NTS field teams
  • Prepare weekly/monthly and yearly plans
  • Prepare IMSMA for both NTS and EORE
  • Conduct Quality Assurance (QA) visits of all NTS teams
  • Prepare weekly/monthly internal and external reports, analysis, and data as tasked by the TFM
  • Support the STFM with coordination and liaison with the national and international stakeholders
  • Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the TFM.

Additional Responsibilities:

  • The NTS Officer shall have the willingness and ability to travel both domestically and internationally, as part of their duty.
  • The holder of the position is to abide by the policies set by Norwegian People’s Aid (NPA), the NPA Programme in Iraq and to represent the organization in a loyal and responsible manner.
  • Strictly adhere to NPA’s rules regarding the confidentiality of information.
Qualifications & Preferred Skills

Required Qualifications:

  • Two years’ experience within the humanitarian sector.
  • Experience in project planning, implementation, follow up and proven analytical skills is essential.
  • Experience in conducting training of trainers in the fields.
  • Practical experience of mainstreaming gender in development, advocacy, or humanitarian work.
  • Practical experience in Monitoring and Evaluation
  • Working knowledge of Iraq, understanding of the social, political, and economic context.
  • Sound understanding of project cycle management in international development
  • Previous experience in insecure environments, and able to work effectively under, & adapt to, difficult conditions.
  • Written & verbal proficiency in English and Arabic is required.
  • Very good computer skills essential.
  • Experience in using GIS an advantage.
  • Previous working relations with the national authorities and military forces are an advantage.
  • Full driving license.

Education:

Must have:
  • Relevant higher education or equivalent military qualifications.
Duty Station:
  • Anbar/ Ramadi with possibility of travel to other project locations.

  • Strong communication and interpersonal skills. 
  • Leadership skills and the ability to make decisions.
  • Systematic and organized in approach, with the ability to work on own initiative including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure.
  • Ability to meet deadlines and work calmly under pressure with limited supervision.
  • Ability to adapt to difficult and complex conditions and work in remote areas.
  • Excellent health.
