Description

Main tasks :

This position is open to Iraqi nationals and based in Erbil with regular travel within the regions of AVSI Iraq operations in KRI and Nineveh Governorate.

Under the technical supervision of the MENA Regional Operations Manager, the direct supervision of the Financial & Administration Manager and in coordination with the Deputy Country Representative, the Logistics Officer is in charge of:

  • Implementing and supervising all logistics operations;

  • Ensuring the compliance of procurement with AVSI's procedures;

  • Supporting other Department: assisting the Liaison Officer to implement security procedures, supporting Programme Department in the elaboration of procurement plans and other relevant activities; supporting the Administration Department in payment requests and other tasks concerning Logistics.

The position includes tasks in management of the fleet of vehicles/equipment, stock management, procurement, office management and guest houses functioning, mentoring, operation, reporting.

Responsibilities :

Fleet management and transport

  • Responsible for the vehicles fleet, including vehicles for team and material transportation, and establish vehicle movement schedules;

  • Supervise the management of the pool of vehicles: maintenance, daily planning, price fluctuations, administration (rental, insurance, and documents);

  • Coordinating drivers.

Procurement

  • Manage the supply chain in AVSI areas of implementation;

  • Manage the AVSI purchasing procedures (direct purchases, negotiated procedures, national and international tenders);

  • Carry out a market analysis;

  • Supervising Field Offices's operations (i.e. AVSI Field Office in Al-Hamdaniya);

  • Elaborating Procurement Plans in coordination with Programme, establish and update purchasing timelines, internal and external reports;

  • Ensure that budgetary lines related to logistics are monitored and observed;

  • Check the supplies (quality, price, technical specifications, delivery, procedure) and the delivery to the departments;

  • Participate in drafting the call for tenders;

  • Develop framework contract and catalogue;

Stock management

  • Manage inventory.

  • In close collaboration with the program team, manage the stock reconciliation;

Assets and IT

  • Ensure the correct affectation of equipment according to donors rules and regulation;

  • Ensure in close collaboration with administration and programs, the affectation and transfer of equipment at the end of programs according to donors and AVSI regulations;

  • Ensure the maintenance and correct use of IT equipment, and provide technical assistance to teams.

Others

  • Analyze and quantify logistics staff needs;

  • Supervise recruitment, training and management of the logistics team according to identified needs;

  • Ensure that all logistics staff members have appropriate appraisal and training from their line manager;

  • Manage the premises (Offices and Guest Houses);

  • Liaise with the security coordinator for implementation of security procedures;

  • Train teams in logistics procedures.

Qualifications & Preferred Skills
  • Professional university degree in a logistics field, economics or engineeringor any related degree.

  • 3-5 years of experience in a similar position;

  • Advance IT knowledge (Microsoft office, hardware and software, internet);

  • Organization, communication skills and pro-activity are required;

  • Willingness and motivation to work in an international and intercultural context;

  • Fluency in English (written and spoken), Kurdish and Arabic;

  • Experience in Education and Livelihoods sectors strongly preferred.
