OUR TEAM

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

  1. Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the ca;mps to allow construction work and solid waste management; and Distribution of emergency winterization kits.
  2. Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under this area of work included: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).
  3. Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

  • Water Sanitation and Hygiene
  • Emergency Food Security and Vulnerable Livelihoods
  • Non-food-Items and Shelter
  • Protection of lives and rights of civilians
  • Gender Justice
  • Monitoring, Evaluation, Accountability and Learning
  • Advocacy and Media work

Job Purpose

As part of the Oxfam Gender team in Iraq, the Gender & Partnership Officer will be responsible for carrying out activities related to the project in Ninewa governorate. The Gender & Partnership Officer will provide technical support to and close monitoring of the implementing partner to ensure program deliverables are achieved and donors’ regulations are respected and documented. In addition, the Gender & Partnership Officer will participate in activities to mainstream gender into Oxfam programming.

Key Responsibilities

Partners’ Support and Capacity Building
  • With support from Gender and Partnership Managers, provide technical guidance to the implementing partner(s) to ensure smooth implementation of activities;
  • Ensure relevant policies, procedures and regulations (from Oxfam and from the donor) are shared with partners, well understood and implemented by partners’ teams;
  • Regularly visits projects, monitors partners’ activities and workplans, draws attention to successes and challenges faced in the programme;
  • Liaise with partners on weekly basis (or more often if need be) to follow up on the implementation of activities, address challenges and respond to the needs of workplan/budget realignment and keep records accordingly;
  • Support partners for the redaction and consolidation of financial and narrative reports, in line with Oxfam’s and donor’s requirements;
  • Support partners’ capacity assessment and capacity building, in coordination with Gender and Partnership Managers and other Technical Advisors;
  • Organize and/or facilitate training to build the capacity of partners;
  • Organize workshops and network meetings for partners, ensure timely and effective arrangements, prepare minutes and its distribution;
  • Act as a focal point for partners and liaise with Gender and Partnership Managers to respond to partner’s requests in a timely manner.
Programme Implementation and Monitoring
  • Work closely with the Programme Manager, the Gender Advisors and the Programme team to implement and monitor project plans and activities;
  • Provide weekly update and monthly progress reports regarding project milestones, deliverables, successes, and challenges;
  • Prepares monthly and quarterly reports on programme progress and assist in the preparation of the donors’ report;
  • Alert the Programme Manager in case of any issue in the implementation of the activities and suggest solutions to address identified challenges;
  • Document/collect project success stories to ensure visibility of gender issues and their inclusion in our advocacy agenda;
  • Support in simultaneous translation from English to Kurdish, English to Arabic, Arabic to Kurdish and vice versa when needed.
Gender Mainstreaming in Humanitarian Programming
  • Attend relevant meetings on gender and GBV, such as the GBV Taskforce meetings;
  • Participate with other program staff in gender analysis and other gender-specific assessments for programming and advocacy;
  • Support the inclusion of gender aspects into all aspects of program planning processes and activities;
  • Participate in organizing and facilitating training and sensitization sessions on gender for staff, partners and other stakeholders.

 Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights

 Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

Qualifications & Preferred Skills
  • University/College qualification in the relevant field (eg Gender studies, social sciences or related discipline) or equivalent experience;
  • Experience of working in the humanitarian or development sector;
  • Experience of working with/supporting local partners;
  • Experience in capacity building and training of local actors;
  • An understanding and sensitivity to poverty, gender and diversity issues;
  • Demonstrated capacity of social and communication skills and ability to work with others and as part of the team;
  • Good oral and written communication skills in English, Arabic and Kurdish;
  • Willingness and eager to learn about organizational and financial procedures;
  • Excellent interpersonal skills and ability to work effectively with others;
  • Commitment to a rights-based approach, gender equality, and protection;
  • Ability to work in a multi-cultural team;
  • Willingness to work in insecure environments and a high level of adaptability and initiative;
  • Willingness and fitness to travel and stay in the field for sustained periods of time;
  • Knowledge and skills in computer usage.
