
Enumerators (Daily data collectors) for Rapid Gender Analysis Based in Duhok

Location and Working Area: Enumerators will be based in Duhok (CARE office) and conduct remote data collection through phone calls from community members in Duhok, Erbil, Ninawa and Anbar governorates.
Start Date: Third week of January 2021
Length of contract: Three weeks (14 days). These positions will be full-time and five days per week from Sunday to Thursday from 8:30 AM to 5:00 PM.
Quantity of Enumerators: 14 enumerators - Gender balance(50/50) will be considered
Reporting/Line Management – The enumerators report to RGA MEAL consultant.

Background:
CARE International reopened in Iraq in November 2014, after hundreds of thousands of Iraqis from Ninewa were displaced into the Kurdish Region of Iraq (KRI). CARE International in Iraq works to improve the wellbeing of the most vulnerable and crisis affected communities in Iraq, to bring lasting change to their lives by addressing underlying causes of social injustice and social Cohesion. Women and girls are at the Core CARE Iraq’s programming because we know poverty cannot be overcome until all people have equal rights and opportunities. CARE focus on addressing rapid, protracted humanitarian and development needs of the most vulnerable communities to advance their recovery and help them live with dignity and security. With its main office in Duhok, CARE’s high-quality interventions are delivered both directly and through local partners to build local capacities. CARE’s programming today spans the Duhok, Ninewa, and Anbar Governorates. CARE has been implementing projects in five key sectors (Shelter, WASH/NFI, Health/SRMH, Livelihoods/Cash Based Interventions, and Gender and Protection) in Iraq reaching a total of 401,856 beneficiaries as of July 2020. Gender and Protection are at the core of all CARE interventions.
What is CARE’s Rapid Gender Analysis (RGA) approach
CARE’s Rapid Gender Analysis approach recognizes that humanitarian emergencies and their responses are not gender neutral. RGAs identify key issues contributing to gender inequalities and provide practical recommendations to inform humanitarian actors around creating more inclusive and equitable responses. This process explores how gendered power relations give rise to discrimination, subordination and exclusion in society, particularly when overlaid across other areas of marginalization due to class, ethnicity, caste, age, religious beliefs, disability status, sexuality, etc.
The RGA is designed to meet the following objectives:
- Understand the levels and nature of the different direct and indirect impacts of the COVID-19 on food security, nutrition, freedom from violence, and access to different resources, services, and information for women and men (in different ages, abilities, and social status).
- Understand the different coping strategies of women and men (of different ages, abilities, and social status).
- Understand the impact of COVID-19 on women’s and men’s paid and unpaid workloads, particularly rural communities and rural women’s multiple roles in agri-food systems.
- Understand the different capacities and particular needs of women and men (in different ages, abilities, and social status) to respond to the crisis.
- Identify key priorities for future programme response and planning to support the most at need groups in outbreak situations and identify the needed adjustments for the medium and long-term programmes.
Scope of the Rapid Gender Analysis (RGA):
The purpose of the Rapid Gender Analysis is to expand the evidence base on the gender-differentiated impacts of COVID-19 through the undertaking of an RGA of the NENA (Near East and North Africa) region, with a specific focus on Iraq and Sudan. In Iraq the primary and secondary data will be collected in the governorates of Anbar, Ninewa, Duhok and Erbil.
The RGA will target main thematic areas to map and identify the impact of COVID-19 on women and men (with different ages and abilities) regarding the following sections:
- Economic and livelihoods activities: this includes questions on main sources of income, economic status, consequences of pandemic on working arrangements (including the unpaid work) and earnings of individuals as well as the impact on different aspects of food production, marketing and provisioning and the food assistance.
- Food Security and nutrition: this includes questions related to access to nutritious food and the consequences of the pandemic on the food security of individuals.
- Freedom from violence: this includes questions on the experiences of violence particularly with regards to domestic violence, economic violence, and restricting mobility, to be conducted in accordance with international ethical and safety standards relating to collection of protection data.
Job Summary
CARE International in Iraq seeks Enumerators (data collectors) to engage in data collection for the planned Rapid Gender Analysis on the impact of COVID-19 on gender equality and food security in Iraq. The enumerator is primarily responsible for collecting data using tablets supported by Kobo toolbox. She/ he has direct contact with a member of households in target location stated above. The enumerator has an understanding of data quality
Responsibilities and tasks of Enumerators
She/he will be closely supervised and report to RGA MEAL consultant. The core task will be to assist the MEAL and gender consultants in collecting data for the Rapid Gender Analysis on the impact of COVID-19 on gender equality and food security in Iraq.
R1. Conduct data collection using appropriate data collection tools, provided by CARE
- Attend to the relevant trainings such as on tools, PSEA and gender equality etc.
- Conduct interviews (household survey) through a phone call reaching selected member of households within the assigned areas following guidelines provided by CARE.
- Remote interview of identified key informants within the project target areas.
- Document all findings in the appropriate data collection tools provided.
- Compiling and sorting the completed data collection tools as directed by the supervisor.
- Ensure collected data is accurately recorded.
- Capture data using digital data entry technology/devices provided.
- Identify and report any challenges faced that could affect the quality of the data.
- Take responsibility for data collection equipment provided by CARE that you may be entrusted with.
R2. Reporting
- Report to the supervisor before and after day’s work for further direction.
- Hand in all the completed household surveys data through phone call questionnaires for the day to the supervisor.
R3. Post-Enumeration
- Report the number of surveys collected and any unusual situations to the team leader on a daily basis.
- Ensure that enumerator checklist is complete.
- Ensure that all questionnaires and equipment are accounted for.
- Turn over all literature and materials used in the survey to the MEAL team.
- Follow confidentiality and security procedures to ensure respondent privacy is protected.

- Education/Training: Minimum requirement Diploma or preferable University Students
- Working knowledge of Arabic, Kurdish and Basic English.
- Previous experience working with the community.
- Computer literacy such as Microsoft office to be able to work on smart phone-based data collection applications.
- Good communication skills and experience in participatory methodology.
- Willing to accomplish each day’s work as advised by the supervisor
