Description

Position: Trauma Rehabilitation and Treatment Center (TRTC) Coordinator.

Location:   Baghdad, Iraq (regular travels to Basra and other project areas).

Reports To:  Project coordinator.

About Heartland Alliance International: Heartland Alliance International’s (HAI) mission is to secure the rights and well-being of marginalized people and communities. HAI envisions a world in which those whose rights have been violated are safe and empowered to actively engage in their communities and be at the forefront of social change.

In October 2019, HAI has started the Marla Ruziicka War Victims Fund, a two-year program providing civilians victims of war with services aimed at recovering their physical and mental health, supporting their social reintegration and restoring their human rights violated as a result of the conflict. The program is implemented by a consortium of NGOs comprising Heartland Alliance International, Handicap International working closely with Iraqi Association of Disability Organizations, War Child United Kingdom, and Al Taqwa organization.

The program envisages setting up two trauma rehabilitation and treatment centers (TRTC) in Baghdad and Basra which will include physiotherapy, psychiatric, psychological and psychosocial support services, as well as legal assistance to women, men, boys and girls victims of war, including persons with disabilities, whose rights have been grossly violated as a result of the war. The centers will use a case management model and group sessions, and will involve both center-based and outreach mobile services.

Essential Duties and Responsibilities:  Under the direct line management of the Project Coordinator, and in close Coordination with the MHPSS coordinator, the TRTC Coordinator will ensure the smooth coordination and running of the TRTCs in Baghdad and Basra. The TRTC Coordinator will manage all the TRTC staff ensuring that all the internal processes are set and followed, documentation is carried out and coordination with project stakeholders is undertaken. She or he will also work closely with HAI technical teams (MHPSS Manager, Legal Program Manager, etc.) to provide oversight of the quality of services delivered within the centers and support M&E and Accountability teams to measure beneficiary satisfaction.

 

Overall responsibilities include but are not limited to the following.  

  • Ensure the administrative coordination and running of the two TRTCs established under the project (in Baghdad and Basra);
  • Coordinate with local or national project stakeholders on any issues or concerns relating to the smooth running of the TRTCs and the services delivered in the TRTCs;
  • Administratively manage the TRTC staff (psychologists, psychiatrists, case managers, physiotherapists, lawyers, etc.) recruited by HAI and the Consortium partners;
  • Maintain and oversee services schedule among the TRTC staff (including the Consortium partner staff).
  • Oversee the quality of the services delivered by the TRTC staff in close collaboration with the Consortium technical and M&E teams (including MHPSS Manager (HAI), Legal Program Officers (HAI), M&E Manager, Rehabilitation Technical Adviser (HI), Inclusion Technical Adviser (HI), Child Protection specialists (WCUK));
  • Maintain record and proper documentation of each registered case;
  • Draft weekly, monthly and quarterly reports on the TRTC activities, including statistics of the cases registered, as well as details on the clients, types of services received, the status of their file, and other details as requested by the project manager;
  • Organize and provide self-care and peer support activities to the trauma rehabilitation and treatment center staff;
  • Manage the establishment of peer support groups among target participants facilitated by TRTC psychologists and mental health workers;
  • Participate in relevant cluster coordination or technical working group meetings along with or instead of the technical team and ensure the circulation among relevant colleagues of the key points discussed or agreed in these meetings;
  • Uphold ethical principles in all aspects of work with participants;
  • Participate in advocacy, crisis intervention, and problem solving for program participants;
  • Serve as a liaison between clients, Consortium partners, government agencies and NGOs to ensure clients have access to available services;
  • Encourage and contribute to a safe and collaborative working environment where self-care as well as care of colleagues is prioritized.
  • Communication and monitoring and evaluation
  • Collaborates closely with project team to continuously assess status of the services provided against project work plan and agreed targets, and implement appropriate steps to ensure project is on track in meeting deliverables;
  • Work with implementing partners to ensure that M&E processes and data are managed in accordance with HAI and donor standards;
  • Foster effective communication and teamwork with implementing partners’ social / case workers;
  • Represent HAI to NGO partners, government officials, funding sources, other partners, beneficiaries, and at conferences, meetings and other outreach and learning opportunities;
  • Ensure monitoring and evaluation activities and reporting meet HAI’s standards, and are completed on schedule;
  • Actively engage in learning activities and promote a learning environment for self and colleagues at the TRTCs;
  • Contribute to finalizing program quarterly, annual and final project reports in English.

Qualifications & Preferred Skills

QUALIFICATIONS:

Essential

  • University degree in Law, Psychology, Social Work, or related discipline;
  • Previous experience with international or local NGOs;
  • Experience in direct service provision and working directly with humanitarian beneficiaries;
    • Able to handle confidential and sensitive information;
    • Excellent communication and administrative skills;
    • Strong interpersonal and intercultural skills;
    • A demonstrated commitment to high professional ethical standards and humanitarian values;
    • A strong commitment to human rights and to international standards relating to human rights, including gender equality and child protection;
    • Proven ability to calmly, professionally, and successfully manage multiple priorities;
    • Knowledge and understanding of Monitoring and Evaluation concepts;
    • Experience with Windows platform, including Word, PowerPoint, Excel, etc.;
    • Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions;
    • Demonstrates initiative and is comfortable working in a group, as well as independently;
    • Ability to reside in Baghdad and travel to Basra and within the IKR and Iraq, and the region, as needed.

 

Languages

Languages: Arabic mandatory (oral and written); English and other local dialect an advantage
