Context/Reporting line:
Under the overall guidance of the Chief of Mission and Head of Migration Management Unit and direct
supervision of the Programme Officer (Migration Governance) and in coordination with relevant Mission
and Regional Thematic Specialists (RTS) and departments at Headquarters (HQ), the successful candidate
will be responsible for supporting the implementation of National Migration Strategy for Iraq, by
supporting the compiling of an evidence-based and government-owned policy and strengthening the
national capacity on Migration Governance.
Core Functions / Responsibilities
1. In close coordination with the Programme Officer (Migration Governance), develop a work plan and
provide technical expertise for supporting the national implementation of the National Migration
Management strategy.
2. Guide and inform evidence-based policy development based on the Migration Governance Indicator
assessment and assessment of progress.
3. Support the conduction of meetings of the Technical Working Group and Taskforces and promote
dialogue with relevant interlocutors – lead government agencies, members of civil society and experts
from international agencies – in order to facilitate inter-ministerial cooperation and collaboration to
guide the implementation of the National Migration strategy.
4. Supervise the organization and implementation of specialized trainings on Migration Governance to
enhance government capacity to develop legislation and policies, collect and analyze data to inform
evidence-based policy development, and address mobility impacts of climate change and
environmental degradation.
5. Develop and conduct pre and post training surveys to assess the understanding of migration dynamics
in Iraq by relevant government officials.
6. Draft reports, talking points, background papers and other relevant documents keeping the Chief of
Mission, Head of Migration Management Unit and Programme Officer (Migration Governance)
advised of problems and suggested improvements as needed.
7. Perform such other duties as may be assigned.
Education:
Master’s degree in Law, Political Science, Social Science, Statistics, Evaluation with focus on
development, research methods, management or related field from an accredited academic
institution with at least 8 years of relevant professional experience; or
University degree in the above field with at least 10 years of relevant professional experience.
Experience and Skills:
Experience working in the development and humanitarian fields
Experience in migration management policy is required.
Experience in data collection, statistical research and analysis is required.
Experience on Iraq and/or the Region is an asset.
Experience working with Government counterparts, UN agencies and/or non-governmental
organizations is desirable.
Languages:
English language is required.
