OUR TEAM

Oxfam protection programmed works to develop affected communities’ skills to play a leading role in their protection. We operate in camps, urban, semi-urban and rural areas across five governorates in Iraq. The focus is to improve the safety of the civilian population against threats that commonly occur them. The team works to take active steps to reduce risks as well as identifying methods to help restore the wellbeing and dignity of the affected population. With an emphasis on Safe- programming, we work with the affected communities to access assistance without exposing themselves to risk or forcing them to be in a dangerous situation. Together with local civil society, national and international organizations and the affected community, we make efforts to advocate and campaign, to improve the protection of the civilian population of Iraq.

JOB PURPOSE

Under the supervision of the Safeguarding project coordinator, the misconduct reporting officer will lead Oxfam`s misconduct activities in across Iraq . She/he will deliver the capacity building to Oxfam`s staff – Non staff, partners, community committees and community volunteers. The job holder manages the misconduct activities action plans, including, the service gap analysis map, developing disseminating resources on information sharing with communities, conducted FGDs and KIIs and Capacity building. She/he will support sectorial teams to apply Safeguarding standards throughout the programmed cycle. The misconduct reporting officer will work closely with other Safeguarding focal points to operate the relevant activities with an emphasis on the gendered aspect of conflict, violence and abuse.

KEY RESPONSIBILITIES

Technical

  • Lead community engagement and consultation on existing structures within the targeted communities and preferred methods of dealing with misconduct
  • Lead engagement, consultation and collaboration with local GBV services to better understand social norms and gender norms influencing handling of misconduct within the community
  • Embedded time within partner offices to develop key technical expertise related to misconduct reporting (PSEA and Anti-Fraud/Corruption)
  • Develop capacity strengthening plans with partners, and key recommendations for Oxfam related to partners’ technical expertise on misconduct
  • Considering and implementing findings into particular activities based on above analysis
  • Documenting and analysing findings, providing regular updates to programmes teams, management in Iraq and beyond on findings of the pilot.
  • Training of Oxfam’s decision makers, partners, staff and no staff on safeguarding (PSEA and fraud/corruption)
  • Training on possible reporting pathways to ensure informed consent and increase general awareness of what risks/trade offs are involved in the reporting process
  • Develop communication, awareness raising and education materials to be disseminated and shared with Oxfam’s staff , partners and communities.
  • Coordinate with the Social / Community police, the relevant government actors and local NGOs on the ground (those who are not partner with Oxfam) to provide them with PSEA training including Sexual abuse and exploitation Impacts and Barriers in terms of the PSEA reporting, this can be linked to conduct PSEA monitoring report by using the points raised during such training

Specific

  • Working closely with safeguarding focal points across Iraq to improve Safeguarding reporting mechanisms.
  • Design new ToR for the safeguarding focal points across Iraq offices.
  • Supervise the implantation of the safeguarding plans per districts
  • Ensure procurement of misconduct supplied follow Oxfam procurement procedures
  • Ensure all information apply protection information management standards
  • Integrate Oxfam gender and safeguarding principles to guide any management plans

Other

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

 

Qualifications & Preferred Skills

SKILLS, EXPERIENCE AND KNOWLEDGE

Essential

  • At least two years’ experience in a safeguarding or related field (such as Protection, gender-based violence, social work etc) and/or extensive experience in preventing, detecting, and responding to sexual abuse and exploitation matters.
  • Degree in Law, Social Sciences, International Relations or Social work
  • Experience learning from and working with partner organizations (activists, networks, non-governmental organizations, authority bodies, and informal structures) in Iraq
  • Dedication to transparent, trusting and decolonial partnership principles
  • Strong experience in community engagement in Iraq
  • Proven experience leading training, awareness sessions and sharing learning materials on misconduct to a variety of internal and external audiences.
  • Ability to travel extensively across Iraq, as necessary to work with partners and communities
  • Advanced English and Arabic language abilities
  • Advanced IT skills

 

Desirable

  • Master’s in law, Humanitarian Studies
  • Prior experienced in community-based protection and conflict management.
  • Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege play out in Iraq, and in the communities, we work with.
  • Experience of working in a safeguarding and/or protection position, preferably in an International NGO setting.
  • Excellent organizational skills and ability to work under pressure and to deadlines.
