Description

CONTEXT:

MdM has been working in Iraq since the 1990s. During its first mission in the country, MdM was providing general and specialized medical services (surgery, training programs for traditional birth attendants). Since then MdM had several programs which included pediatric surgery, contributing to the renewal of techniques and knowledge of surgical, medical and paramedical staff in 1997, emergency medical activities in 2002, building local capacity on basic emergency healthcare services at the community level in 2006. From 2009 to 2011, MdM supported an Iraqi NGO in the implementation of a program aimed at improving the skills of midwives and traditional birth attendants in accordance with recognized international standards.

In 2014, with the arrival of ISIL, MdM started to provide immediate healthcare support through curative and preventive care including MHPSS services to IDPs and host communities in the Kurdistan Region of Iraq (KR-I). Later, MdM expanded its support to the most vulnerable IDPs and host communities outside of the KR-I region, in Kirkuk Governorate in July 2015, and in Ninewa Governorate in April 2016. Since 2018, MdM has developed a program where activities are gradually handed over to the MoH.

The current program focuses on supporting the local health authorities in providing quality PHC services (including MHPSS and GBV response) and continue to strengthen the capacities of local public health authorities in Dohuk, Kirkuk and Ninewa governorates, to provide quality care and respond to health needs of IDPs, returnees and vulnerable host communities.

This includes:

  • A combination of direct and complementary services, especially related to general health, Sexual and Reproductive Health (SRH), while contributing to the health system strengthening through capacity building at DOH level
  • Mental health and psychosocial support (MHPSS),
  • Gender based violence (GBV) integrated within the PHCC general health services, SRH and MHPSS services
  • As a cross cutting approach MdM is planning to develop a community health based (CHB) approach to ensure community participation, while empowering individuals.

 

JOB TITLE: Program Manager

Iraq mission: Field Office Sinjar

 

Main responsibilities 

Under the direct supervision of the Field Coordinator and the technical supervision of the Technical Coordinators (Medical, MH, MEAL) the Program Manager is responsible for the implementation, monitoring and supervision of the health program.

Working relations 

The Program Manager reports directly to Field coordinator and receives technical support from (Medical, MH, MEAL, GBV) coordinators.

S/he manages a team of 4 to 6 staffs.

S/he manages directly:

  • Health Facilty Supervisor
  • Pharmacist supervisor
  • Community Mobilization Officer
  • MH Officer

S/he works closely with the MH, Medical & GBV team which includes:

  • Health Facility Supervisor
  • Pharmacist supervisor

S/he technically supervises:

Essential duties

  • Program management - Implementation, supervision and management of program activities which include Sexual reproductive Health, Mental health, GBV and community health activities.
  • Ensure that that beneficiaries and local populations understand the project objectives and participate actively in their implementation;
  • Plan program activities in coordination with the team and ensure that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs the field coordinator and proposes solutions;
  • Work in close collaboration with the technical coordination team (Medical, Mental and MEAL) to ensure the quality of the program and the services;
  • Ensure effective and efficient implementation of the health program activities, in the PHCCs and the community;
  • Monitor the healthcare situation in the areas of intervention, or any other areas upon request;
  • Ensure that all health and pharmacy activities at the field level meet national/WHO/ MdM standards as per protocols and guidelines;
  • Ensure quality pharmacy management according to MdM guidelines which include preventing shortage and overstock and timely orders;
  • Conduct regular field visits to ensure that supervisions of PHCC, SRH, pharmacy, Mental health, GBV and community activities and provide the feedback;
  • Ensure the availability of updated guidelines relevant to the activities in coordination with technical coordinators;
  • Ensure compliance with objectives defined in the project proposal/s;
  • Propose any revision or update of health activities when relevant with public health benefit or efficiency;
  • Ensure proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals;
  • Participates in conduct health needs assessments in close coordination with all coordinators and under the supervision of technical coordinators;
  • Participate in service mapping of health actors in MdM areas of operations, upon request from Field Coordinator;
  • Gives input and participates in reporting to internal and external reports, including donor reports;
  • Contribute to the development of new proposal
  • Monitoring, reporting and analysis:
  • In coordination with MEAL department and with the support of technical supervisor /officer, ensure accurate and complete collection of all relevant program data on a regular /monthly basis, and report to the Field Coordinator and technical coordinators of any issues as relevant;
  • Provide analysis of relevant programs indicators in a monthly report, detailing activities done, supervision, training given, assessments undertaken and all achieved activities;
  • Act as technical focal point at base level for MdM online Monitoring tools and provide monthly analysis on key program indicators analysing over and under performances within the framework of the Iraq mission monitoring SoPs
  • Monthly data validation of all intermediary file data at base level
  • Provide guidance and support in the quarterly Program Review Meetings at base level
  • Submit/share the relevant information from regular/monthly program team meeting to Technical and Field Coordinators;
  • Share all relevant context, demographic data with Technical Coordinators and Field Coordinator;
  • Collaborate and participate, in any field surveys, data collection and/or needs assessments organized by MdM in relation to health;

 

  • Team management and capacity building: Staff /HR management and development
  • Provide overall management and supervision of the program team;
  • Create a coordination mechanism specific for the program team to ensure quality and timely supervision;
  • Ensures that MdM HR policies and guidelines are respected by the team (leaves, appraisals, code of conduct etc.);
  • Contribute to the definition of the team set up and adjustment according to the human resources needs and report any HR needs to the field coordinator;
  • Participate in the recruitment and induction process of the program team;
  • Supervise and mentor staff under his direct management, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews;
  • Report any HR issues to the Field Coordinator;
  • Identify training needs, provide regular /on- job training and follow up.

 

  • Financial and Logistic Management (program support)
  • Plans and communicates to field coordinator the weekly logistic needs for the implementation of the program, including movements;
  • Ensure in coordination with the Field coordinator and the log team appropriate storage of medications, medical consumables or equipment specific to his/her programs;
  • Plans the logistic needs for the program, based on available planned budget, in coordination with the field coordinator and the logistic team;
  • Support in the procurement of medical products and supplies;
  • Ensure monthly budget tracking of the program falling under his/her responsibility is up-to-date, participates in analyses, detects possible deviations in the [planned expenses, and proposes adjustments to the Field coordinator.

 

  • Coordination and representation:
  • Represent MdM before local actors involved in the implementation of health programs and ensure that good relations are maintained with each of them, (consistent with the principles of neutrality and independence of MdM);
  • Maintain regular contacts with NGOs and institutions, through meetings, training, workshops, etc.
  • Participate actively in health coordination meetings (e.g. health cluster/forum) and working groups meetings as relevant;
  • Participate actively in the preparation and the smooth organization of the possible donor visit.

 

Others

  • Keep Field Coordinator informed on any challenges related to the program;
  • To assist and review the translation of technical/program documents to ensure the correct/appropriate message is disseminated:
  • Participate in any MDM sensitization activities in the community if needed:
  • Participate in internal meetings:
  • Any other related MDM tasks as assigned by the Field Coordinator:
  • To inform immediately security focal point in the case of any security problem

Qualifications & Preferred Skills

Skills required:

Education

  • A registered doctor or nurse or related field
  • Minimum a bachelor’s degree;
  • Training in Project Cycle Management;
  • A master’s in public health is an asset.

 

Professional experience

  • At least 3 years relevant experience as a health professional;
  • At least 2- or 3-years’ experience in humanitarian work or a related field
  • At least 2 years experience of managing, supervising health staffs at the PHC level
  • Experience in Project Cycle Management (PCM)

 

Skills and qualities required

  • Experience in Monitoring and evaluation;
  • Supervision and management skills;
  • Ability to analyze health information, evaluate options, and propose plans;
  • Ability to train and build the capacity of staff;
  • Organization and manage priorities;
  • Problem-solving skills;
  • Competent in Windows, MS office programs, emails, and relevant databases.
