Description

Voice of Older People and Family (VOP-Fam) is a Humanitarian non-profit nongovernmental organization working to achieve a better life for older people and their family members on the basis of a human rights approach. VOP is registered with Kurdistan regional government (according to letter no. 9901 dated   October 6th, 2004 issued by the Ministry of Interior).

The main office is located in Dohuk Governorate, but runs projects and activities in a number of other Iraqi cities and towns such as Sulaymaniyah Governorate and Shekhan district. VOP – Fam has well established itself in the last twelve years of its age as focusing on undertaking social activities for the elderly and family members with a strong component in child protection, legal aid, and peaceful coexistence activities through involving communities in dialogues and involving art activities for disseminating peace messages.   

VOP has experienced personnel in areas of Programming, administration and finance, field implementation, and monitoring as well as emergency coordination, the staff is further supported with the good reputation and strong coordination VOP has with the local authorities and communities it has worked with.

Child Protection Program

VOP FAM has been implementing Child Protection (CP) programs since 2012. where UNICEF is our main partner, we have implemented a variety of CP projects with the support of many other local and international NGOs During the emergencies, we were among the first NGOs who responded to child protection concerns such as identifying and registering the Unaccompanied and Separated Children (UASC) and implementing Child Protection in Emergencies (CPiE) projects. Furthermore, after the emergency, VOP FAM is running more development and sustainable projects in the affected communities such as Community-Based Child Protection projects.  

Qualifications & Preferred Skills

Responsibilities: 

  • Support program coordinators and project leaders to develop and implement monitoring plans that are consistent with the organization’s orientations.
  • Assist in implementing an appropriate and effective M&E system that, where possible, brings together project and program partners during the monitoring plan design phase and during the sharing and using of data.
  • Helps establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical, and human resources) for M&E.
  • Aids produce communication and reporting tools (for M&E issues) while optimal diffusion of M&E information.
  • Develop necessary tools in support of MEAL manager for project data recording and reporting
  • Guarantees ethical principles related to M&E are respected, especially those concerning gender equality, fairness, and “do no harm”. Protects confidential data, applies the principles of informed consent and protects children during the collection, processing, analysis, and use of M&E data.
  • Technical support and implementation
  • Ensures internal directives on M&E are correctly rolled out within the delegation, and that VOP-FAM teams adopt all of VOP-FAM’s existing/recommended M&E methodological guidelines and tools.
  • Support with data entrance when needed, as requested by PM.
  • Helps develop and write sections on M&E in the project proposal (covering indicators, budgets, and M&E framework).
  • Provides technical support during the design of monitoring tools and the collection and analysis of data, working with the Information Management and program teams.
  • Assists in preparing and organize routine monitoring activities and special monitoring projects.
  • Ensures monitoring tools are used correctly during the implementation phase and provides support during data collection activities.
  • Supports data analysis processes and assists in drafting qualitative reports for effective program management.
  • Provides technical support to ensure that M&E information is used successfully and adapted to target audiences during operational and strategic decision-making, at the delegation, and in coordination with head office, including for institutional reporting.
  • Informs the Project Leader and/or Program Coordinator of any unmet targets, contextual changes (risks and opportunities), and negative effects on beneficiaries.
  • Provides advice and methodological support during the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).

  • Helps build the skills of the teams and partners he/she supports in the M&E field.
  • Helps capitalize on knowledge in M&E-related issues.
  • Prepare, support, and plan for baseline, end line, and external evaluation

Qualifications & Preferred Skills

  • Strong interpersonal and communication skills.
  • Demonstrable experience in producing good quality documents for different audiences and managing GBV& CP information management systems.
  • Ability to collect, analyze and produce good quality data and information
  • Proven skills in data management with concrete knowledge of open-source tools such as ODK collect, KoBo Toolbox, or CommCare platforms
  • Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint, and Ms access
  • Knowledge in computer statistical packages (EPI INFO, SPSS, and Stata)
  • Demonstrated experience in capacity building and mentoring of staff
  • Knowledge, skills, and experience in participatory survey/research methods
  • Experience in the use of data to inform decision-making, planning, and performance monitoring
  • Strong communication skills; oral, written, and presentation skills.
