Description

Procurement and Supply Chain:

Responsible for the overall procurement cycle management according to CCR’s financial and procurement manual.

Preparing procurement planning as per of the project needs and project work plan.

Managing the Documentation of all procurement related documents as per of projects/ categories/ budget lines and ensure that documents are accessible for any future use.

Ensure the adherence with CCR’s procurement manual and regulations in the application of proper procurement scenario and collecting required documents.

Participate and facilitate tendering process with respect to the tender procedures and protocols according to CCR’s manual.

Develop and regularly update the PR follow up and share regularly with relevant departments.

Oversee solicitation bids and quotes from vendors in adherence with policies and approved requisitions and procurement plans.

Monitor, track and expedite all project procurement activities and delivery status of goods/services. Ensure pricing information is accurate and aligns with acquisition policies.

Conduct price/cost/reasonability analyses. Review requisition documentation, cost estimates, statements of work, etc.

Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications.

Determine source selection methods for complex procurement to ensure compliance

Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies

Conduct market surveys and assessment and maintain a clean database system

Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes

Register and/or prepare requisitions, quotations and purchase orders and update status reports

Prepare periodic procurement status reports and share appropriately

Other duties assigned by Head of operations.

 

Asset and Stock Management & Reporting:

Ensure proper asset management and stock management, timely reporting of the assets and stock inventory.

Ensure that required documents (GRN, asset receipt…etc.) are prepared and approved.

Ensure that all CCR’s staff have functioning and sufficient IT equipment including phones, laptops and internet connection.

Ensure complete backup documentation for procurement purchases is submitted to finance Officer. Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance. Assist and collaborate in external or internal audits as necessary.

 

 

Premises Management:

Accountable for CCR’s premises and that premises have adequate services, safety and security requirements and valid legal contracts.

 

Fleet Management:

Oversee the assignment of CCR’s cars on the basis of the project’s implementation needs.

Ensure that CCR has proper framework contract for fuel and other services.

Qualifications & Preferred Skills

Degree in a relevant field: Logistics Operations, Supply Chain, International Development, International Relations, Political Science. Master’s degree or other professional degree desired.

Minimum of 5 years of job experience relevant to the function in a comparable environment with International non-governmental organizations.

Significant and demonstrable experience in procurement, vendor and contract management.

Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-cultural team

Good team leadership and conflict resolution skills, consensus team building, and adaptability

Very Good oral and written English, Arabic and Kurdish.

Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors

Good computer and IT skills and strong communication and writing skills
