Scope of work

The project aims to provide information management and coordination support to Humanitarian Mine Action (HMA) stakeholders within North East Syria to improve coordination and increase capacity building. Secondly, it’s to improve the HMA common operating picture in Syria through continued technical support of the Information Management System for Mine Action (IMSMA) and humanitarian access and risk mitigation (HARM) software. Lastly, improve coordination between all HMA stakeholders with NGOs, national authorities, and international agencies, to increase the effectiveness of HMA activities in the region.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Good knowledge of GIS systems and supporting software (ESRI ArcMap10.2 are required), and experience in the development and management of spatial/geographic data layers
  • Complete the qualitative and quantitative Mine Action database cleanup process in coordination with Mine Action Center operations on a national and regional level.
  • Perform a monthly audit of mine action information to ensure data completeness, integrity, and quality.
  • Coordinate the installation of the IMSMA system, developing the database, and making sure that the overall system is operational and meets the operational needs of the MAC.
  • Prepare maps to show all mine action program activity integrated with related factors and data analysis on GIS.
  • Data Management: Design, develop and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
  • Provide monthly data analysis maps based on monthly standard reports for current hazards area contamination.
  • Coordination and control of all GIS functionalities with all the Area Mine Action Centers (MAC) and iMMAP staff.
  • Provide direction and GIS guidance to the MAC director and regional IMSMA staff.
  • Ensure the successful implementation of the standard working procedures for information management and GIS within the national mine action office.
  • Assist the Technical Advisor with the development of GIS training packages and conducting different levels for national mine action staff.
  • Ability to visit Iraq provinces whenever required for any Information Management technical issues.
  • Assist the supervisor in developing the work plan and highlight technical requirements to improve the capacity building.
  • Complete additional tasks assigned by the supervisors


MONITORING AND REPORTING

GIS / Developer will make a report to Officer will work under the guidance and supervision of the International Information Management Officer with the overall supervision of the Humanitarian Mine Action Coordinator.

Qualifications & Preferred Skills
  • Experience in humanitarian information management, GIS, database management/Administration (familiarity with PHP, HTML or any other programming language), data visualization, or data analysis is required.
  • In-depth knowledge of database and GIS software, and computer networks, Good knowledge of related hardware and peripheral equipment.
  • Very good ability in topographical map reading.
  • Ability to coordinate with local administrators, government, NGOs working with community projects and agencies involved in mine-action.
  • Understanding of data QA/QC processes for information management are essential.
  • Possess advanced skills in MS-Access, MS SQL Server, Web design.
  • Advanced knowledge of software engineering theory and applications would be an asset.
  • Advanced knowledge of programming theory and relational database principles.
  • Ability to work under pressure and long hours at different locations.
  • Flexible and adaptable to any situation.
  • Self-reliant and able to work independently.
  • Graduate of an Institute or University in the field of Information Technology, Information Management or Computer Sciences.
  • At least 5 years of working experience with GIS on field operational level and in a multi-cultural environment.
  • Good working knowledge of English, Arabic (written and spoken).
