Duties (Summary)

Senior Education Adviser coordinates education policy on all levels between Iraq and the United States under the Strategic Framework Agreement (SFA). The Senior Advisor is the primary liaison between the Embassy and the Ministry of Higher Education and Scientific Research (MOHESR), the Ministry of Education (MoE), Iraqi universities, and is responsible for developing and maintaining contacts with other relevant education-related institutions, organizations, and individuals in both Iraq and the U.S. The Senior Adviser provides recommendations on Iraq-wide policies and procedures to promote U.S. educational interests in Iraq. Incumbent administers thematic programs designed for Iraq and is responsible to report on changes and trends in Iraqi education systems and to incorporate findings into education briefings. The Senior Advisor is responsible for working with colleagues in functional and regional bureaus to support the growing Iraqi student population in the United States, particularly scholarship students. The Senior Adviser serves as the Program Officer for U.S. federal assistance grants that support higher education development and university linkages and reports directly to the Cultural Affairs Officer (CAO).  The incumbent directly supervises one (1) Education Adviser and coordinates the work of the Education Adviser in Erbil with ECA.  The Senior Adviser is expected to design and develop thematic programs, such as seminars, orientations, workshops and school presentations to be delivered by Education Advisers nationally, is responsible for developing the Iraq Education Advising Strategic Plan and budget, and is the main POC for education and higher education policy.

 

Qualifications & Preferred Skills

Education

Master’s or higher degree in: Education, international studies, business administration, management, economics, or public policy.

Prior Work Experience

Three (3) years of program/project management experience in education, cultural outreach, and/or international exchanges is required. 

Language Required 

English and Arabic level IV (Fluency) Reading/Writing/Speaking is required. (This may be tested)
