Description

Context/Reporting Line:

Under General Guidance of the Head, Returns and Recovery Unit, the overall supervision of the Field Project Officer, the administrative supervision of the Head of Sub Office, and the direct supervision of the RRU Team Leader, the community mobilizer will contribute to:

Core Functions / Responsibilities

  1. Assess return needs to coordinate with colleagues to apply priorities for the safe and sustainable return of individuals and groups impacting livelihood, shelter, access to basic services, legal, and community inclusive activities.

  2. Facilitate durable solutions for affected populations through voluntary returns and local integration where appropriate.

  3. Support mobilization efforts in areas of displacement and coordination in areas of origin.

  4. Contribute to information sharing initiatives and outreach efforts durable solutions related matters.

  5. Where needed provide post-return and reintegration assistance to returnees monitoring return cases in close coordination with other units, partners, and relevant stakeholders.

  6. Ensure the proper collection of qualitative and quantitative data on issues considered to be of concern to host community, returned and displaced populations.

  7. Conduct needs assessment exercises organizing regular participatory and community-based assessments with affected populations.

  8. Regularly contribute to reports, ensuring the timely provision of precise and well-written analysis of n issues affecting returnee and displaced populations.

  9. Conduct joint field visits to assess the needs of the target communities (IDPs, returnees and host community residents). In addition, conduct an analysis of existing and planned natural and human resources in the targeted communities that may impact on proposed activities.

  10. Identify and mobilize non-skilled workers in the local community in coordination with IOM team and community structures.

  11. Contribute to outreach and registration campaign design and implementation for Livelihoods, Cash for Work, Shelter activities.

  12. Contribute, as requested, to all tasks related to the implementation of the IOM programs in the area of work (Livelihoods, Returns, Shelter, Infrastructure, Community Engagement, etc.).

  13. Monitor cash for work schemes: activities, participant attendance, availability of equipment and materials required, coordination with the authorities, etc.

  14. Monitor the implementation of BOQs by contractors or homeowners for both shelter related interventions and debris removal activities.

  15. Assess risk related to work, give training and educate staff, contractors and communities for a safer work environment and adopt necessary standards and safety practices for the work.

  16. Assess and identify the environmental and social impact of the projects and propose mitigation actions.

  17. Identify and mobilize skilled workers from the local community or governorate in consultation with the project team in the targeted governorate.

  18. Build and maintain effective interfaces with communities of concern, local authorities and service providers.

  19. Stay abreast of political, social, security economic and cultural developments that have an impact on programming.

  20. Mobilize respondents who fit suggested profiles in respective locations and collect data based on questionnaires and tools developed.

 

Qualifications & Preferred Skills

Education:

University degree from an accredited academic university or institute.

Experience and Skills:

  • Minimum 2 years of relevant work experience.
  • Thorough understanding of the Iraqi civil society context and knowledge of recent political developments and social conditions.

Languages:

  • Fluency in English, and Arabic is required.
  • Minority languages spoken in Iraq an advantage
