Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

Medical Activity Manager

Main purpose of the job:

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

 

Accountabilities:

  • Coordinating, assessing and supervising the proper functioning of the medical activities (Pediatric, maternity, Lab and X-rays, isolation, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Supervising that all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participation on shifts and replacement of a doctor, if necessary.
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

 

Specific Accountabilities of the position:

 

  • Working in collaboration with the head nurse to review and implement quality improvement plans in all services. Ensure that the assessment of the rational prescription of medicines is performed in all services on regular basis. Supporting each service’s supervisor/responsible in conducting periodical prescription surveys within each service.
  • Ensuring the minimum package of ABR (antibiotics resistance) activities are set up and followed up in the project to improve the quality of care and patient safety.
  • In collaboration with the international paediatrician, ensuring that existing protocols for CPAP use is followed and staff are trained.
  • Participating in close collaboration with the HR Department, in the associated HR processes for staff involved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) to ensure having the appropriate team in terms of size, capabilities and skills.
  • Oversees that collaboration of different services supervisors, maintain an updated list of services and beds, ensuring that triage in the ER is appropriately and timely done, flow of patients within the hospital and allocation of beds are done correctly.
  • Chairing the morbidity and mortality review committee, and facilitating antibiotic stewardship committee
  • Ensuring that Patient Safety Incidents are reported in all services and that the outcomes are always taken into consideration for prevention of future incidents.
  • Compiling the monthly reports with data and analysis from all services under his supervision.
  • Preparing a training plan for the different services/Ensuring the implementation of the existing training plan for the year.
  • Ensuring high level of confidentiality of patient and operational information has been respected.

 

MSFCH Context Specific Requirements:

 

Medical context: Nablus Hospital:

  • Project working in collaboration with the DoH, where medicals and specific staff are incentivised DoH staff and not under MSF contract.
  • Technical support through MSF telemedicine available
  • Ensure quality of care tools are implemented and monitored across departments
  • Supports the MTL in monitoring and adapting the FMC in line with the evolution of activities
  • The project remains focused on ER, maternity, neonatal and pediatric in-patient care. Mental Health support is also available for Nablus patients. The project has OT to handle higher numbers of complicated obstetrical cases.
  • There is a new laboratory activity inside Nablus hospital for microbiology: Mini-Lab. It has a separate team from the general lab.
  • Sexual violence campaign ongoing, for patients and caretakers.

 

Reorientation/Decentralization: a proper strategy for support heath facilities by a multiyear approach was drafted and validated at different levels. Al Batool hospital + one PHCC has been targeted for 2024. Currently, the needs assessments are almost completed. The team is launching the 1st wave of the training.  

Qualifications & Preferred Skills

Specific requirements for the role:

Education:

-          Essential: Medical doctor degree.

-          Desirable specialization or training in Tropical Medicine or related studies

Experience:

-          Female profile (to be able to easily access the maternity)

-          Essential 2 year working experience related to the diploma/degree.

-          Experience working with MSF or other NGOs desirable

Languages:

-          Essential fluency (English and Kurdish (B2), Arabic Language, Kurdish is considered an asset

Knowledge:

-          Essential: Computer literacy, mastering MS WORD, and MSF Excel.
